Job Vacancy For Business Analyst At Ministry of Gender, Children and Social Protection (MoGCSP)



The Livelihood Empowerment Against Poverty (LEAP) is a cash transfer programme started by the Government of Ghana (GOG) in 2008. It is targeted at the extremely poor, vulnerable and orphaned children, and the elderly. The objective of the programme is to reduce poverty by increasing consumption and promoting access to universal social services.

The Department of Social Welfare (DSW) in the Ministry of Gender, Children and Social Protection (MOGCSP), implements the LEAP programme.

The programme has over seventy two thousand (72,000) beneficiary households with an average of people per household. The number of beneficiary household is set to be increased to 200,000 by 31st December, 2015
To enhance LEAP implementation and improve upon programme delivery at the national, regional and district levels, the World Bank, through the Ghana Social Opportunities Programme (GSOP) is strengthening the management and administration of the programme.

The Business Analyst will engage with operations team as well as stakeholders collaborating with LEAP system, to develop and update business processes documentation based on evolving needs of the program. Prepare/Update business & functional requirement documents for software implementation team at each stage of iterative update and development. The Business analyst shall work side-by-side with MIS team to insure that the deliverables are timely, bug free and conform to production standards

Key Responsibilities:

•   Develop the Business processes documentation for all the MIS modules and keep the documents up to date against the evolving needs of the program.
•   Interact with user groups - Business as well as technical.
•   Develop functional and technical specifications for MIS implementation team.
•   Coordinate with MIS specialist to make system updates part of the overall project plan, maintained by MIS specialist.
•   Provide active support to MIS specialist for keeping the track of all updates in the Modules.
•   Support MIS team to validate the quality and delivery of MIS modules as per the documented specifications
•   Design reporting formats based on requirements by different departments in LEAP.
•   Organize monthly/periodic meetings to assess consistency in documented & implemented systems, maintain minutes and follow-up on the decisions.
•   Provide support to MIS specialist in evaluating software systems for custom development and off the shelf procurement.
•   Assist with creating specifications for system and With purchasing and leasing of information systems equipment.
•   Assist in providing training of the developed MIS modules to the operational users.

Reporting Responsibility:
In the discharge of his/her duties, Business Analyst will report to the MIS Specialist. He/she will prepare and submit quarterly reports to MIS Specialist.

Duration of Assignment:
The contract will last for one ( 1) year initially, but renewable for a second year subject to satisfactory performance.

Qualification Required & Experience

•   Bachelor's degree with a major in computer science or information systems management.
•   At least 3 years demonstrable Knowledge of Business Process Modelling (use of BPMN or equivalent notation).
•   Strong (demonstrable) documentation experience for software projects is a must.
•   Certification in Business Analysis preferred.
•   Strong Analytical & problem solving skills.
•   3+ years' experience in all aspects of Management Information Systems.
•   Strong planning, time management, excellent communication, issues resolution and project management skills.
•   Technical background with working knowledge of Web, Application and Database technologies (including MySQL, .NET, Oracle, ASP,Net, PHP, JAVA, Web Services).
•   Actual software development experience (Web, Mobile & databases) of at least 1 year will be preferred.
