Catholic Relief Service (CRS) is a faith-based international development organization. CRS Ghana was established in 1958, a year after Ghana gained independence. In Ghana, CRS works with the nation’s people to tackle poverty on several fronts including improving health, nutrition, and care and support for people living with HIV; increasing access to water and sanitation; promoting agriculture to enhance food security; and increasing financial assets through Savings and Internal Lending Communities.

Job Summary

Catholic Relief Services (CRS) has been working in Ghana since 1958 in Health, Agriculture, Peace Building, Water and Sanitation, Microfinance and Education programs.  Together with other strategic partners, Catholic Relief Services (CRS) seeks a Chief of Party (COP) for a 5-year Water, Sanitation, and Hygiene (WASH) program being developed. The COP will lead a team of technical team in providing leadership, management and direction for the project staff and partners.

Primary Functions:
The COP will be responsible for provision of leadership, supervision and overall management and coordination of the WASH for Health Project

Key Job Responsibilities:

•   Provide leadership, supervise and mentor local administrative and financial staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities.
•   Lead and provide guidance on the implementation of administrative and financial policies and procedures that will enhance the cost effectiveness of program implementation.
•   Execute operational planning/budgeting procedures and tools outlined in line CRS policies and to provide adequately addresses support needs to financial, administrative, logistical, HR, and procurement units.
•   Lead and provide guidance in engaging technical and administrative support for short-term consultants and contractors
•   Ensure compliance of project operations with USAID, and CRS Office administrative policies and guidelines.
•   Support implementation efforts throughout WASH for Health operational regions
•   Respond to pertinent information requests from project donors, partners and other relevant organizations/institutions;
•   Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project;
•   Provide leadership on all policy matters concerning project administration and financial management of the project

Key Working Relationships:

•   CRS/Ghana's WASH4Health Team, Health Program Manager, Head of Programs and Country Representative, Regional Technical Advisor for Emergency and WATSAN and WATSAN Sector representatives (government and NGOs)

Qualification Required & Experience

•   Master's degree in Business Administration, Finance, Commerce or related field.
•   Minimum of 8-10 years' experience managing USAID/USG funded projects.
•   Excellent planning, management and organizational skills. Skilled in organizing resources and establishing priorities.
•   Strong leadership, analytical and organizational skills.
•   Demonstrated ability to work both independently and within a team.
•   Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
•   Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
•   Strong MS Office skills, including Excel.
•   Strong written and oral presentation skills in English.
•   Ghanaian nationals strongly encouraged to apply;

Desirable

•   Experience in managing multi-regional USAID WASH and Public Health Grants and contracts.
