Job Vacancy For Deputy Director – Human Resource Management



The National Development Planning Commission (NDPC)- is a public sector organisation established under Articles 86 and 87 of the 1992 Constitution as part of the Executive. As part of its core mandate, the Commission is responsible for advising the President on development planning and strategy for Ghana.

Job Description

• The Deputy Director of Human Resources shall report directly to the Director, Administration, on matters relating to human resources, and will be responsible for providing results-oriented leadership for the programming and implementation of effective human resource management to achieve the objectives of NDPC.
• The Deputy Director will also ensure effective supervision and efficient management of the work of the Division comprising general corporate services, finance and human resources.

Key Responsibilities:

• Plan and develop, in consultation with the Director, Administration, a strategy for HR management and development (including recruitment and selection policies/practices, contract management discipline grievance procedures, counseling, contracts, training and development, succession planning, cultural and attitudinal development, performance appraisal, quality management issues, etc.)
• Prepare work programmes and schedules for subordinate staff in conformity with the overall work strategy and objectives of the unit.
• Advise on staff training and further education, recruitment, interviews and appointments, promotion, discipline, etc.
• Establish and maintain appropriate systems for measuring necessary aspects of HR development.
• Monitor and report on HR issues, opportunities and development plans and achievements within agreed formats and time scales,
• Oversee personnel management and staff welfare, including occupational safety and health while providing suitable and current information and supervision concerning health and safety policies and practices.
• Organise orientation for new staff members.
• Coordinate the management of policies in respect of employment, personnel, wages and salaries.
Develop frameworks for organisational development interventions (e.g. team building, workload strategies)
• Coordinate the preparation of training programmes for staff.

Condition:

• Applicants must be able to serve the Commission for at least 4 years before attaining the compulsory retirement age of 60 years.

Qualification Required & Experience

• A Master's degree from a recognised university, with specialisation in human resource management, administration or any relevant discipline
• Professional certification and membership of a professional association will be an added advantage.
12 years' relevant experience, of which not less than 5 years should be in the public service.
• Knowledge in the areas of cooperate governance and leadership, organizational development, strategic planning and general management, resource mobilisation and donor fund management, and performance management will be an added advantage.

Skills And Abilities:

• Proven human resource management and leadership skills;
• Experience in providing oversight in mobilisation, management and accounting for donor funds;
• Excellent interpersonal and relationship-building skills;
• ICT skills;
• Excellent written/verbal communication and presentation skills, including the ability to articulate in a compelling fashion institutional goals and achievements to diverse stakeholders;
• Ability to work effectively as part of a team;
• Ability to use judgement and take initiatives;
• Ability to maintain confidentiality
