Objectives

The African Natural Resources Centre (ANRC) is an entity of the African Development Bank established in 2013 to deliver capacity building programs to Regional Members States (RMCs) in natural resources management. The scope combines renewable (water, forestry, land and fishery) and non-renewable (oil, gas and minerals) resources. The mandate of the Center is to assist the RMCs maximize development outcomes derived from Africa’s natural resources by boosting their capacity of the RMCs to achieve inclusive and sustained growth from natural resources. Internally, the role of the Center is to collaborate with all entities of the Bank to build knowledge and support RMCs improve development outcomes. Though this cross-cutting role of the Center the aim is to bring cohesion to the Bank’s Natural Resources Management (NRM) initiatives, enhance the value of natural resources, position the region strategically on the global arena and provide expertise in the Center’s focus areas.

Duties and responsibilities

The primary purpose of the job is to support the Lead Expert Policy Analysis in implementing the Center’s programs by contributing towards programs that support green growth. This will be done through the provision of support services to RMCs on policies, laws and institutional structures for resources conservation, long-term resources planning and integrated development of the renewable and non-renewable natural resources wealth. She/he will lead programs of support on resources development visions and strategies for combating desertification, deforestation, resources counter depletion policies and climate change management strategies. The scope also covers policies cross border resources mapping and resources audits. The incumbent will be the Centers’ focal point in managing relations with consultants, internal and external institutional partners as well as relations with relevant arms of regional governments in areas of responsibility. The incumbent will also lead advocacy and coordinate knowledge-building initiatives in stated areas of responsibility.

The incumbent will achieve this by:

•   Contributing to the Bank’s initiatives on green growth and climate change,
•   Coordinating capacity building programs to assist RMCs develop integrated natural sources management policies,
•   Designing advisory programs and policy tools for natural resources master planning,
•   Designing counter depletion and conservation advisory policy tools and programs of support,
•   Designing integrated resources development policy tools,
•   Coordinating the work of experts engaged to advise RMCs,
•   Supporting renewables and non-renewables experts in the Center to ensure compliance with green growth principles,
•   Designing advocacy programs to build knowledge on sustainable development of resources,
•   Recommending and administering contribution towards the Bank’s green growth agenda,
•   Collaborating with ONEC, ORFSO, GEOL and ORQRO departments to ensure compliance with sustainable development stands internally and externally,
•   Advising the Lead Expert Renewable on programs on resources management plans,
•   Identifying support by donors to the relevant activities,
•   Managing resources specific to own areas of responsibility.

Qualification Required & Experience

Including desirable skills, knowledge and experience

The incumbent must demonstrate competencies in the following:

•   Hold a Master’s degree in natural resources economics, environmental science or resources management policy with a focus on renewable resources.
•   Have at least ten (10) years relevant work experience in the fields of integrated natural resources planning, conservation, climate change, resources estimation and evaluation.
•   Applied knowledge of at least one of the disciples specified under formal qualifications,
•   Integrated resources management principles and practice,
•   Resources conservation and counter depletion policy guidelines and implementation methods,
•   Resources mapping and resource master planning policy,
•   Resource capital concept theory and practice,
•   Renewable resources estimation and evaluation methods,
•   Non-renewables resources evaluation and information management systems,
•   Long term resources development planning techniques,
•   Resource economic modeling techniques,
•   International conventions, treaties and standards for containment of the effects climate change and promotion of green growth.
•   Excellent written and verbal communication in English or French with a working knowledge of the other language ,
•   Competence in the use of standard Microsoft software (Word, Excel, Access, and PowerPoint).
