Job Vacancy For Energy Efficiency And Demand Side Management Engineering Assistant At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

Reports to: Energy Efficiency and Demand Side Management Project Manager

Roles and Responsibilities:

•   Coordinate project procurements on behalf of the Project Manager, including development of timelines and coordination with procurement specialists.
•   Take more of a lead role supporting a Project Manager for one's primary assignment and be capable of backstopping other fellow Engineering Assistant/Contracts having other portfolios.
•   Coordinate development, review and approval of bid documents, technical and financial evaluation reports, and contract documentation on behalf of Project Manager.
•   Monitor and manage contract administration on behalf of the Project Manager, including review of payment requests and review and processing of claims.
•   Monitor contract work plans and payment schedules, and corresponding inputs to program financial plans.
•   Provide regular updates on contract performance and risks, and advise on any possible need for corrective action on the part of contractors (e.g., cure notices)
•   Design and develop contract monitoring tools including commitment and disbursement tracking and forecasting spreadsheets.

Qualification Required & Experience

•   University degree in engineering discipline is required Appropriate professional registration/licensure is strongly preferred.
•   Approximately five (5) or more years' experience developing and managing procurements in systems applying international standards.
•   Ability to coordinate with numerous distinct entities in overseeing and reporting on procurement activities.
•   Familiarity and/or experience with international donor institutions' procurement guidelines and procedures, particularly those of the World Bank and/or US Government
•   Demonstrated ability to work collaboratively with domestic and international stakeholders and counterparts
•   Superior organizational and time management skills.
•   Strong computer skills in Microsoft Office applications (Word, Excel, PowerPoint), email, word processing, spreadsheets, the Internet and familiarity with Management Information Systems.
•   Excellent written and verbal communication skills in English.
