Job Vacancy For Energy Efficiency and Demand Side Management Project Manager At Millennium Development Authority (MiDA)



The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation ("MCC"), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a "Compact"). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

1) Reports to Generation Project Director
2) Coordinate with the MiDA team, relevant Implementing Entities, and other cooperating partners, to execute the activities under the Programme Implementation Agreement.
•   In collaboration with the Reform Unit Director, work with relevant Ministries and cooperating partners to advance policy and institutional reform measures in the area of Energy Efficiency and Demand Side Management necessary for the success of the Project;
•   Coordinate with the EFOT Director on all issues related to the infrastructure components of the EE/DSM Project, such as street lighting, in ECG's service territory. To the extent there is any infrastructural works in NEDCo's service territory, coordinate with the NFOT Project Director.
•   Coordinate with the ESP Director to ensure the correct application of the MiDA and GOG environmental guidelines, policies and regulations in the execution of all Project Activities.
•   Coordinate with the M&E Director to insure that the relevant implementing entities data is shared with MiDA and the evaluation team in accordance with the PIA.

3) Reporting and Information Sharing

•   Provide information and reports on the implementation progress of the Project to the COO, and as necessary to the MiDA Management Team, MiDA Board of Directors and MCC.
•   Prepare, update and monitor all relevant project documents including but not limited to: work plans, procurement plans, detailed financial plans, disbursement requests), risk management plans and scoping documents (activity descriptions).
•   Provide technical inputs to disbursement requests, terms of reference, bidding documents, technical evaluation reports, and progress reports as required.
•   Coordinate integrated team input on progress reports and updates.
•   Ensure stakeholder participation in Project implementation and represent MiDA in public forums with respect to the EE/DSM Project

4) Technical Leadership

•   Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the COO.
•   Evaluate reports from implementing entities on implementation progress and provide technical support to the Energy Commission;
•   Effectively manage contracts for consultants and contractors implementing activities under the EE/DSM Project; these include but are not limited to: guidance and support; review and approval of deliverables; review and approval of invoices and change orders; and coordination and facilitation with key stakeholders to obtain information, approvals, and permits
•   Coordinate with the Procurement Director and Procurement Agent to develop procurement plans and oversee technical aspects of procurements related to the EE/DSM Project.
•   Coordinate with the Finance team to process invoices, monitor project cash flow, and ensure accurate disbursement requests to MCC.
•   Coordinate with the M&E team to insure that implementation maintains the rigor of all evaluation activities and that the evaluation team is kept up to date on any project design changes.

5) Perform all other tasks and responsibilities as requested by the COO or CEO.

Qualification Required & Experience

•   Professional degree in business management, management, engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience managing large projects, including experience in all phases of procurements and contract management and a demonstrated history of delivering high quality projects on time and within budget.
•   Experience in the Ghana's energy sector, preferably including an understanding of the Generation and Distribution challenges and related development strategies.
•   Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural stakeholders and counterparts, with an ability for consensus building and to multi-task and manage multiple work streams simultaneously.
•   Provide advice to MiDA on all legal issues affecting MiDA and its operations.
•   Identify and analyse legal issues, negotiate and draft key documents, present recommendations and assure legal compliance.
•   Perform such other duties and exercise such other powers as are assigned from time to time by the General Counsel.
