Job Vacancy For Monitoring and Evaluation Specialist At Plan Ghana (Tamale)



Job Purpose

•   To lead and provide technical expertise in state-of-art M & E approaches to all strengthening Health Outcomes of Women and Children (SHOW) project activities and programmes, including the provision of support to project staff, Ghana Health Service staff and staff of partner NGOs in areas of monitoring, evaluation and reporting.

Summary of Duties and Responsibilities

•   Holds consultants with project teams of Plan International Ghana and its Canadian counterparts to develop a comprehensive monitoring framework, and effective data collection tools for the SHOW project
•   Designs, develops and builds capacity of relevant project and partner organisations staff to effectively implement the M&E framework/strategy of the SHOW project
•   Supports the incorporation of appropriate mobile technology platforms into project data collection and management
•   Leads regular partner engagements, including active involvement of communities, health facilities and other informal strategic groups in project communities to actively engage in participatory routine project monitoring (data collection, verification, reporting and sharing)
•   The M&E Specialist will support and coordinate the work of consultants that would be engaged for project Baseline, Midterm and End-line studies. This will include working closely with the Health Specialist to develop terms of reference (ToR) and to review work of consultants
•   Lead data auditing and verification processes to ensure internal consistency and validity or project activities, and monitoring data reported by all districts
•   Facilitates the interpretation and use of M&E data, through the quarterly district review meetings between the project and the District Health Management Teams (DHMTs) of respective project districts
•   Liaises regularly with Plan International Canada M&E team on progress and implementation, as well as requests support for M&E plan in coordination with programme manager as needed

Qualification Required & Experience

•   Master's Degree in Public Health, Statistics, Social Sciences, Information Technology, or equivalent
•   Minimum of five(5) years of experience in the development sector, including minimum five(5) years of monitoring, evaluation and research systems with government, non-governmental agencies or similar organisations
•   Thorough experience working with national sources of data, including government statistical sources, MIS systems and maternal and child health indicators
•   Thorough experience with the use of technology for data collection including mobiles phones and Global Positioning System (GPS) preferred
•   Strong interpersonal, analytical and communication (verbal and written) skills
•   Ability to manage large datasets and experience in interpreting both quantitative and qualitative data
•   Knowledge and comfort with database software / statistical packages such as Microsoft Access SPSS, STATA, Epi info, database (Access) and spreadsheets (Excel)
•   Demonstrable abilities to be detail oriented and to problem-solve where needed to ensure quality data
