The Ghana Agricultural Sector Investment Programme (GASIP) is a Government of Ghana (GoG) programme designed to provide a framework for a long-term financing arrangement for private sector-led, pro-poor agricultural value chain development in Ghana. The Programme has three components.
• Component 1
(Value Chain Development) is central to ensuring strong business linkages among actors in the entire value chains of commodities, to ensure they meet market or consumer and industry demands. It has three sub-components: (i) Agribusiness linkage development; (ii) Rural financial services and (iii) Climate Change Resilience—which is mainstreamed into value chain interventions to reduce risks, enhance profitability and sustainable production systems.
• Component 2
(Rural Value Chain Infrastructure) is aimed at providing the enabling infrastructure to catalyse value chain development. It has two sub-components: (i) Productive Infrastructure and Facilities—aimed at encouraging investments in commercial infrastructure and facilities for the selected value chains; and (ii) Enabling Public Infrastructure— aimed to finance enabling public infrastructure for the growth and viability of selected value chains.
• Component 3
(Knowledge Management, Policy Support and Coordination) aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits.
Reports to the Programme Value Chain Manager
Duties and Responsibilities include:
Lead and manage all efforts and activities relating to gender issues, with the aim of meeting all Programme targets relating to this component. He/she will be responsible for the following activities:
• Under the guidance of the Value Chain Manager, work closely with the Policy, M&E manager, the Agribusiness Finance Specialist and Infrastructure Engineers in designing and overseeing the roll-out of gender inclusive models under Components 1 and 2;
• Develop a Gender Action Plan ( GAP) and Youth Action Plan (YAP) for gender/youth targeting;
• Develop and implement a plan of engagement with the Women in Agricultural Development (WIAD) Directorate of MoFA;
• Support the design and implementation of a gender training programme targeted at value chain actors/ financial institutions/ consultants/ and providers of services;
• Supervise and monitor the incorporation of the gender approaches in a cross-cutting manner in all project activities;
• Support the development and implementation of a training programme for the Project Coordination Unit and the multidisciplinary technical teams;
Advise the National Project Coordinator in all aspects related to gender;
• Support the leads of the different programme components and sub-components to design mechanisms which facilitate an equal participation of men and women beneficiaries including the youth;
Support the M&E Officers in the identification of gender-sensitive indicators and the implementation of annual impact studies;
• Support linkages with similar Government of Ghana and development partner projects to leverage these for additional impact;
• Participate in technical planning for development of annual work plans and budgets and follow-up of gender activities on the project;
• Ensure that appropriate monitoring, evaluation and communication activities are being conducted on all aspects of gender in work plan;
• Work closely with Senior Management and programme staff to develop a gender mainstreaming strategy and action plan and a related exit strategy to ensure that gender equality is systemically institutionalised within the PCU; and
• Prepare case studies documenting the learning from the initiative with a focus on programmatic as well as institutional dimensions, reflecting on processes as well as lessons learned to feed into the knowledge Management processes.
Qualification Required & Experience
• At least a Master’s or Advanced degree in a relevant field;
• At least seven (7) years professional experience working on gender responsive programming in development;
• Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific value chain programmes sectors, plans, policies and business processes;
• Ability to communicate ideas in a manner conducive to their practical application; and
• Comfortable working as part of a team to add value to collective results.
• Practical experience in facilitating value chain development in the agricultural sector;
• Work experience in agricultural development issues and implementation of agricultural value chain programmes;
• Previous experience in implementing ValueLink 2.0 methodological approach for Value Chains promotion;
• Demonstrated ability to train and build capacity of others; and
• Strong analytical and market-oriented skills.
• The position will be on a contract basis for two (2) years with the possibility of extension depending on satisfactory performance and availability of funds.
