Job Vacancy For Information and Communications Technology (ICT) Facilitator At Millennium Villages Project (Northern Ghana)



The Millennium Villages Project, supported by Millennium Promise Alliance and the Earth Institute at Columbia University, is a bottom-up approach to lift developing country villages out of the poverty trap that afflicts more than a billion people worldwide. The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs).

With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village was established in parts of the West Mamprusi and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

JOB SUMMARY

Purpose of the position

The Information and Communications Technology (ICT) Facilitator will provide strategic and operational ICT leadership for the SADA MVP Cluster in Ghana. This role reports operationally to the Regional ICT Manager and functionally to the SADA MVP Team Leader.

Responsibilities/Duties

•   Manage and monitor Cluster Mobile Network coverage in collaboration with out partners
•   Manage and monitor Project Office Data backups
•   Manage and monitor Project Office network issues
•   Utilize formal and informal reporting mechanisms to keep regional and global management teams informed on all ICT statuses and issues.

Developing new ICT resources, technologies and vendor

•   Assist the site staff with ICT needs assessments, coaching, skills development
•   In liaising with the Regional ICT Manager, Identify and evaluate new technologies that could benefit the Project office and Cluster staff
•   Identify and evaluate new opportunities with vendors to provide improved ICT services
•   Proficient in configuring Cisco routers and switches as well as Access Points and Wireless clients
•   Troubleshooting of problems using an organized, layered procedure
•   Hardware and desktop computing support

Managerial and Soft Skills

•   Implementation and promotion of ICT Policies and Standard Operations Procedures (SOP) for organizations
•   Service Level Agreement (SLA) preparation, management and enforcement
•   Project and contract management from inception to completion
•   Vendor relations and management
•   Dedicated to keeping up with new technologies and applying them to solve business needs

Qualification Required & Experience

•   Bachelor’s degree in Computer Science or Engineering preferred from an accredited University
•   At least 3 years of experience in a variety of ICT positions
•   Familiarity with ICT applications in rural Africa preferred
•   Familiarity with Programming languages e.i (ODK/mobile) applications in rural Africa preferred
•   Familiarity with Health applications Technology.
•   Familiarity with Agribusiness applications Technology.
•   Familiarity with Education applications Technology.
•   Strong knowledge of LAN/WAN infrastructure and troubleshooting
•   Good understanding ICT best security practices
•   Excellent Windows O/S knowledge on both client and server platforms
•   Proficiency with MS Office / Office365 application support
•   Experience in ICT training is preferred
•   Must have outstanding analytical skills
•   Strong oral and written communication skills
•   Strong interpersonal and leadership skills
•   Fluency in English
