Job Vacancy For Programme Co-ordinator For GEDAP At Ministry of Energy and Petroleum



GEDAP is a multi-donor funded Project involving the World Bank, International Development Agency (IDA), Global Environment Facility (GEF), African Development Bank (AfDB), Global Partnership on Output-based Aid (GPOBA), Africa Catalytic Growth Fund (ACGF) and the Swiss Agency for Development and Cooperation (SECO). It was approved in 2007 and will be complet¬ed in mid-2015.

The project targets key areas in Ghana’s energy sector; electricity distribution, and rural access. Investments in the distribution sector will reduce system losses, increase overall efficiency of and strengthen the distribution network, and thereby improve ECG’s financial position. The rural access component will provide increased access to electricity and improved efficiency and security of fuels.

The project’s development objective is to improve the operational efficiency of the electricity distribution system and increase the population’s access to electricity while the global environmental objective of the project is to support transition to a low-carbon economy through the reduction of greenhouse gas emissions (GHG) in line with the United Nations Framework Convention on Climate Change and its Kyoto Protocol.

Job Summary

The Project Manager will work in close collaboration with the Minister of Energy and Petroleum, implementing agencies and other key stakeholders.

In this regard, the Project Coordinator will:

•   Provide leadership of the GEDAP Coordination Unit (PCU);
•   Coordinate and supervise the implementation of project activities as spelled out in the Project Appraisal Document;
•   Organise, prepare the agenda and serve as Member/Secretary to the Project Steering Committee (PSC);
•   Coordinate the implementation of the pilot Strategic Business Unit in EGG Ashanti;
•   Prepare other donor partners project support documentations and assist in negotiations of co-financing of the GEDAP successor project
•   Coordinate preparation, appraisal and startup of activities to be unciertaken under a subsequent project to be funded by WB, AfDB, SECO, AFD; among others.
•   Perform any other related tasks that may be assigned by the Minister of Energy and Petroleum from time to time.

Remuneration: Competitive salary
Job Duration: Two (2) years (renewable, based on performace)

Qualification Required & Experience

The successful candidate shall have the following qualifications, competencies, expertise & experience:

•   At least Master’s degree in Engineering or Project Management with at least fifteen (15) years proven experience in the management of projects in the electricity sector;
•   Certificate in Project Management and experience in Donor funded projects management will be an advantage;
•   Experience in monitoring and evaluation; and ability to manage complex projects;
•   Very good interpersonal skills and strong ability to network
•   Knowledge, skills and experience in engagement with Donor Partners
•   Computer Literate and experience in the use of project management software
•   Excellent oral and written communication; and presentation and negotiation skills
•   Leadership, coaching, mentoring and teamwork skills
•   Analytical thinking and problem- solving skills
