The Volta is a transboundary river, which drains, an area of about 400,000 km2 and is shared by six countries – Benin, Burkina Faso, Cote d’lvoire Ghana, Mali and Togo – that are dependent on its natural resources for their development. To institute measures for sustainable transboundary water resources management, the VBA was established by the Governments of the riparian countries with its headquarters in Ouagadougou, Burkina Faso .The authority mandate is essentially to:

•   Promote permanent consultation tools among the parties for the development of the basin
•   Promote the implementation of integrated water resources management and the equitable distribution of the benefits resulting from their various utilisations;
•   Authorize the development of infrastructure and projects planned by the stakeholders and which could have substantial impact on the water resources of the basin;
•   Develop joint projects and works;
•   Contribute to poverty alleviation, the sustainable development of the Parties in the Volta basin, and for better socioeconomic integration in the sub-region

Job Summary

Major Responsibilities
The Economist will in general ensure inclusion of economic aspects in all VBA activities through efficient collaboration and cooperation between VBA and the key actors for development of the basin. Specifically, he/she shall:

•   Collect, compile and analyse economic information on development activities in the Volta basin;
•   Contribute to defining, calculating and monitoring economic indicators of the Volta Basin Observatory;
•   Collect and collate information on planned new initiatives in the basin countries that may have an impact on water resources or environment;
•   Cooperate closely with basin countries especially on verification of information before publication;
•   Prepare annual and other reports on economic conditions of the basin;
•   Perform any other tasks that may be assigned by the VBA hierarchy.

Qualification Required & Experience

The candidate must have:

•   At least, a Masters Degree in economics, with a focus on international development
•   Additional training or qualification in methods in data analysis
•   Additional capacities in development of databases under different systems (Oracle, SQL Server, MySql,) and Operating Systems (Microsoft Server 2003, Linux,….) will be an advantage;
•   A minimum of 6 years relevant professional experience;

Skills:

•   Knowledge and experience in economic surveys including, socio-economic    impact assessment;
•   Knowledge and experience in natural resources management and related fields;
•   Ability ‘to communicate with stakeholders from various economic and sociological backgrounds;
•   Good command of either French or English and ability to use the other language.

Job Vacancy For Economist At West African Monetary Agency (WAMA) – (Freetown, Sierra Leone)

The West African Monetary Agency (WAMA) a specialized autonomous body of ECOWAS responsible for the furtherance of monetary co-operation among member States and located in Freetown, Sierra Leone, invites applications from suitably qualified persons for the post of Economist.

Principal Duties and Responsibilities:

•   Conduct economic research, interpret economic relationships, forecast economic indices, and present findings
•   Provide professional inputs into WAMA technical reports
•   Undertake all other duties as may be assigned

Conditions of Service and Remuneration:

•   The successful applicant would be placed on salary scale P2 with competitive salary at international level plus various allowances representing 40 percent of the basic salary.
•   In addition, the candidate would be entitled to a provident fund equivalent to 20 percent of basic salary and 100 percent medical cover for self and dependants. Employees shall also enjoy international status.

Qualification Required & Experience

Applicants, who must be nationals of ECOWAS – member States should have the following background, experience and competences:

•   Holders of a Master’s degree in Economics from a recognised University with bias in Macro-economics, Development Programmes, Financial/Monetary Economics and Payment Systems:
•   At least four (4) years cognitive post qualification experience;
•   Excellent verbal and drafting skills in English or French (with working knowledge of the other language);
•   Computer literate (word processing, spreadsheets, database and econometric software).
•   Demonstrated ability for high impact research (at least two publications in a reputable professional journal);
•   Ability to produce high quality work under pressure;
•   A maximum age limit of 45 years;
•   Good organisation and time management skills, accuracy, speed and attention to detail.
