Job Vacancy For Financial Management Advisor At Chemonics International (Tamale)

Chemonics International, a U.S. based international development consulting firm, is seeking a Financial Management Advisor for an anticipated USAID-funded project located in Tamale, Ghana, that will promote increased food security and improved nutritional status of vulnerable populations in the Northern Region. Strong candidates will have experience working directly with local government in Ghana, particularly at the district and community levels.

Responsibilities:

The Financial Management Advisor will work with selected district governments and community based organizations to build capacity in financial management, accounting, and reporting of funds. He or she will work closely with these institutions to ensure compliance with Government of Ghana regulations and donor reporting requirements.  In particular, he or she will help district assemblies to:

•  Develop efficient reporting systems to account for grant funds
•  Develop systems to monitor and oversee the use of funds by area councils and community based organizations
•  Manage the reporting requirements of the government, USAID and other donor programs
•  Coordinate financial assessments of district assemblies performed by short term consultants
•  Liaise with the Northern Regional Coordinating Council and district financial managers to identify and resolve financial management challenges

Qualification Required & Experience

Qualifications:

•  Chartered accountant with at five or more years of accounting experience
•  Experience building the financial management capacity of donors, NGOs and/or government institutions
•  Experience working with district assemblies or donor organizations preferred
•  Advanced degree in business, finance, economics, or related field preferred

Financial Controller

Key Responsibilities

•  Responsible for all monthly accounting, including profit and loss account, Balance sheet and cash flow statement, as well as the reporting package in the Group reporting system for the Viasat 1 Ghana operations, in compliance with group processes and local legislation
•  To reconcile key account (Balance sheet, Bank, Revenue, Programming costs) and check the accuracy of journal entries to ensure that the general ledger is accurate and complete
•  Plan and budget accurately on a timely manner, including analysis and presentations
•  Provide technical accounting advice to functional or operational area managers, support them interpreting / contributing to financial reports, and with their financial responsibilities
•  Manage the local finance and admin team (4 people)

Qualification Required & Experience

•  2 years experience in bookkeeping (most preferably SUN system) and /or in audit and/or in an accounting department
•  Must be a part-qualified or qualified accountant
•  Relevant university education
•  ACCA will be considered as an advantage

Other requirements:

•  An outgoing person that wants to work in a creative environment where he/she is responsible that creative people deliver what’s needed on a weekly basis to finance dept.
•  Experience in managing an accounting department or team: knowledge of financial routine, processes, controls, payment runs, project management
