Job Summary:

•  Responsible to the Head, Finance for the performance of a broad scope of professional accounting activities requiring experienced, professional knowledge and application of accounting principles and practices
•  Planning and implementation of efficient and effective financial and management accounting, reporting systems, processes and procedures to safeguard the Company’s assets and meet all statutory requirements
•  Assuring that day-to-day operations in the department are carried out in accordance with established accounting principles, policies and objectives

Duties:

•  Assist the Head, Finance in formulating financial and management accounting and reporting policies for the company
•  Directly supervise staff o other units within the department
•  Responsible for the Director’s Ledger
•  Keep complete and systematic records of all Company transactions
•  Preparation of annual budgets and budgetary controls
•  Produce Management report on monthly, quarterly and annual reports
•  Ensuring that statutory requirements and financial procedures are complied with
•  Review budget estimates prepared by subordinates
•  Prepare and review accounting manual
•  Liaise with external auditors for the end of year financial statements
•  Perform any other duties that may be assigned to him from time to time by the Head, Finance

He/She will report to the Head, Finance

Qualification Required & Experience

•  A recognised University degree in Business Administration (Accounting/Banking & Finance) plus professional qualification in Accounting or Finance (e.g. ICA, ACCA, CIMA)  with a minimum of five (5) years post qualification experience, three (3) of which must have been in a management position; OR,
•  A professional qualification in Accounting or a related field (e.g. ICA, ACCA, CIMA) with a minimum of ten (10) years post graduate working experience, five (5) of which must have been in a management position
•  Knowledge in French and Insurance would be an added advantage

Knowledge, Skills and Abilities:

•  Knowledge of accounting principles, practices and procedures
•  Knowledge of basic administrative and leadership practices
•  Skill in preparing detailed reports on a timely basis

DESCRIPTION
CARE seeks a Financial Management Specialist (FMS) for an upcoming, four (4) year program in Ghana. This project has a heavy focus on providing technical expertise to the Ghana Education Service in early grade literacy and numeracy for early grade primary students.  The project aims to improve reading skills in 2 million primary students by 2016.

SUMMARY

•  The Financial Management Specialist (FMS) is responsible for managing project finances, budgeting, financial reporting, procurement and compliance. The FMS will also oversee management of grants to government and NGO partners.
•  The FMS assures the accuracy and integrity of the project financial management system, compliance with CARE USA and donor financial management policies and procedures and monitors financial reporting and record keeping of project grantees and sub-recipients.

POSITION SPECIFICS:

•  Status: Accompanied
•  Anticipated start date: October 2012

Qualification Required & Experience

•  Advanced degree in finance or accounting; certification in accounting;
•  Advanced degree/certification in finance or accounting; ACCA or CA or CPA or similar or equivalent advanced certification.

•  Proficiency in automated accounting and financial reporting systems;

Established in 1963 by an Act of Parliament (Act 204) and now superseded by Act 588 of 2000, GAEC has the mandate which includes the promotion, development and utilisation of the peaceful application of nuclear and biotechnological techniques and nuclear education for economic and socal advancement of Ghana. In pursuance of these objectives the Commission has established Institutes and Centres which carry out appropriate research activities and human resource development. Description Of Job

The Position:
The Director of Finance will be expected to manage the Commission’s Financial/Accounting Functions to ensure proper financial transactions. He will also be expected to provide financial advice to the Director General. The successful candidate should be capable of directing the financial affairs of the Commission.

Key Responsibilities:
Reporting directly to the Director-General, the successful candidate will be responsible for:

•  Developing and implementing guidelines and procedures governing the Finance and Accounting systems
•  Managing the accounting functions of the Commission to ensure that sound financial management and accounting practices are developed and maintained
•  Ensuring that all financial transactions of the Commission are properly executed and accounted for in accordance with laid down regulations
•  Directing and co-ordinating the Commission’s annual budgeting and planning processes
•  Overseeing quarterly assessments of financial performance against budget, strategic and operational goals. Overseeing also short and long-term financial and managerial reporting
•  Ensuring compliance with all regulatory requirements e.g. IRS, SSNIT, Bankers, External Auditor

Terms of Appointment:

•  The Appointment, which is full time, will be for five (5) years for the position

Qualification Required & Experience

Qualification:

•  ACCA, CA (Gh) or equivalent professional qualification
•  A minimum of ten (10) years relevant experience at least five (5) of which must have been in a very Senior position in a reputable organisation
