The ARB Apex Bank Ltd. has been established by the ARB Apex Bank Ltd. Regulations, 2006 (L.I. 1825) to provide support services to the Rural and Community Banks (RCBs).

Job Purpose:

Assist in carrying out inspection of the Rural & Community Banks (RCBs) and audit of the ARB Apex Bank in accordance with approved Internal Audit and RGBs’ Inspection Plans.

Key Responsibilities:

1.  Undertake normal inspection functions by reviewing the operations of the RCBs to determine the extent of adherence to laid down regulations, procedures, policies and guidelines.
2.  Carry out specific investigations/assignments and regular tests at the RCBs to determine whether systems of internal controls are followed.
3.  Make appropriate recommendations to Directors/Management of RCBs for the improvement of internal controls.
4.  Ensure consistent and systematic submission of returns to ARB Apex Bank and the Bank of Ghana, s.  Ensure RCBs compliance with the Banking Act, 2004 (Act 673) and the ARB Apex
5.  Bank Regulations 2006 (LI 1825) and their directives which may be issued by the Bank of Ghana and the ARB Apex Bank from time to time.
6.  Ascertain the appropriateness of RCBs or any of its agencies on a going concern assumption to enable the ARB Apex Bank Ltd to take the necessary corrective measures.
7.  Conduct risk-based audit of the Bank’s departments, units, and branches on yearly basis and report to the Head, Internal Control Department as follows:-

•   Evaluate and provide reasonable assurance that risk management, control and governance systems are functioning as intended.
•   Highlight risk management issues and internal control deficiencies & lapses identified, and provide recommendations for improving the Bank’s operations
•   Assess the extent of adherence to established management policies, processes and procedures
•   Carry out special investigations into irregularities and impropriety in the Bank.

8. Carry out pre-audit and post-audit of transactions delegated by the   Head of Department.
9. Carry out duties as may be assigned from time to time.

Qualification Required & Experience

•   A minimum of a University Degree in Accounting/Finance/Commerce/Banking plus three (3) years post qualification experience in a Bank or any relevant professional qualification plus three (3) years post qualification experience in a Bank.
