Job Description

CARE International in Ghana is inviting applications from qualified persons to fill the positions of a Project Manager for Cocoa Life Project. The Cocoa Life (CL) Programme, formerly called Cadbury Cocoa Partnership (CCP) Programme in Ghana is a 10 year comprehensive, integrated community development initiative (2008 – 2022) of Mondel?z International, (formerly KRAFT Foods and Cadbury). The CL seeks to create empowered, thriving cocoa communities as an essential foundation for sustainable cocoa supply.  Currently the scope of the program stretches to communities in Ghana, Côte-d’Ivoire, Indonesia, India, Brazil and Dominican Republic. CARE is one of three Implementing Partners along with World Vision Ghana and VSO implementing the CL in different locations in Ghana. CARE as an implementing partner in Ghana is operating in two districts, Amansie West district in the Ashanti Region and the Asunafo North Municipality in the Brong Ahafo Region of Ghana.

Job Summary:
The Project Manager has responsibility for managing CARE’s component of Cocoa Life in Ghana. S/He will provide technical and managerial support to the Project team (Project Officers, Facilitators and Field Agents) and partners in ensuring smooth implementation of the project to achieve project objectives. S/He has responsibility for maintaining effective working relationships with the Programme Coordinating Unit and other IPs with the support of the Sub Office Coordinator, CIUK Private Sector Team and the field officers. S/He will represent CARE at programme meetings. He will facilitate learning across participating districts. S/He has overall responsibility for ensuring the implementation of the M&E system of the programme. S/He will facilitate learning and sharing of experiences with relevant institutions within and outside Ghana including support for the design/planning and implementation of Mondel?z’s Cocoa Life Programme in Cote D’Ivoire. The position is based in Kumasi.

Key Responsibilities:

•   Build team and individual staff capacity to work together with partners towards achieving required results.
•   Make regular field visits to staff to provide motivation, technical assistance and coaching
•   Design, develop and implement project strategies and work plans, ensuring they are in line with the CL program objectives, strategies and principles, and CARE’s mission and vision.
•   Design and implement project approaches and methodologies aiming towards community empowerment, partner capacity building, partnerships and policy influence as well as lesson learning.
•   Design and lead regular planning, monitoring and reporting to the CL Coordinating Unit through CARE International UK.
•   Implement, monitor and evaluate activities in collaboration with partners and other stakeholders, so as to ensure the efficient and effective achievement of programme objectives
•   Ensure synergy and coherence of the project within CARE Ghana programming, especially other cocoa value chain and livelihood projects.
•   Ensure production and dissemination of relevant, quality and user friendly information from the project.
•   Prepare, with support from the Finance Team/Grants Manager, project implementation and financial reports according to the Individual Project Implementation Agreement (IPIA) with CARE International UK and other donor requirements.
•   Maintain documentation of project process, progress and results and provide information and reports appropriately as required
•   Manage program budgets, including tracking of financial and material resources using established budget management tools and systems.
•   Build a strong relationship with the Donor in country (PCU).
•   Leading on capturing the learnings from the project and engaging strategically with other countries like Cote d’Ivoire and Indonesia who are part of the Cocoa Life programme.

Qualification Required & Experience

•   A minimum qualification of university degree in Agriculture, Agriculture Economics, Development Planning, Social Science  or related field
•   Masters degree in any of the above will be an added advantage
•   At least five years experience in working with smallholder farmers, communities, Community Based Organisations  (CBOs) and traditional institutions, NGOs and public sector agencies
•   Experience in administration is an added advantage
•   Five years experience in project management position preferably in NGO setting; facilitating agricultural value chain interventions
•   Proven strong facilitation and capacity development skills and experience in participatory approaches. Ability to negotiate and work with partners and organisations at all levels from community to national level policy makers
•   Good understanding of socio-economic issues
•   Strategic and conceptual thinking ability
•   Good knowledge of agricultural value chain program design and implementation
•   Excellent communication skills and a team player
•   Good spoken English and excellent writing skills, plus ability to speak  Twi
•   Sound managerial skills

Qualification Required & Experience

The programme is highly demand-driven and private sector-led and adopts a value chain approach for developing agricultural growth in Northern Ghana. Nearly 45,000 households will directly benefit from a comprehensive intervention including strengthening of producer organisation, infrastructure improvements, improved access to irrigation and agricultural funding.

Job Summary

•   The programme aims at developing agricultural value chains and increasing agricultural production. It will help vulnerable groups, including women and young people, create profitable commodity and food chains, while improving market linkages for these agricultural products with the domestic and export markets.
•   The programme covers the three northern regions (Upper East, Upper West and Northern region) and contiguous savannah districts of Brong Ahafo Region.

Position:

•   Applications are invited from suitably qualified individuals for the above stated position in the 8-year Northern Rural Growth Programme of the Ministry of Food and Agriculture. The Programme has been implemented since 2009 and currently in its 7th year of implementation.
•   The Monitoring and Evaluation Specialist (M&ES) would be based at the PMU and be responsible for reviewing the existing system and operating the overall NRGP Monitoring and Evaluation System, He/she will report directly to the National Programme Co-ordinator.
•   In liaison with staff of other PMU and implementing agencies, the M&E specialist will generally ensure the effective monitoring of project processes, activities, outputs, outcomes/impacts through undertaking the following specific responsibilities among others.

Responsibilities:

•   Review and manage the NRGP MIS to ensure a proper flow of information to and from the operational level to PMU and especially the provision of timely and adequate information for decision taking by Programme Management;
•   Ensure that appropriate M&E procedures are prepared, established and implemented so as to provide sufficient basis for review of programming progress and for recommendation for changes in the emphasis which may be found to be necessary;
•   Review on regular basis the status of Programme implementation with a view of adopting corrective measures and bringing to the attention of the NPC any problems/issues arising thereof which may impede the implementation of the Programme;
•   Responsible for the process of preparing Annual and Quarterly Work Programme/Budgets for activities associated with Programme implementation stakeholders, private sector operators, DADUs and field units of Implementing Partners, and with the support and inputs from other technical specialists, for the consolidation and preparation of the final NRGP AWP&B;
•   Harmonize the Programme M&E with MOFA M&E framework considering the requirement of the Head office as well as the decentralized units
•   Prepare quarterly Monitoring Reports on all aspects of Programme implementation and progress including services in the areas of training, strengthening of producer organisations, marketing, financial services, technology promotion and policy consultation;
•   Undertake field surveys and give technical backstopping to Programme implemented;
•   In collaboration with the Gender Specialist, engendering NRGP activities by identifying and accounting for gender issues in planning, monitoring and evaluation;
•   Coordinate and consolidate periodical reports from the Facilitating Agencies on the implementation of their activities as well as Implementation Partners/ Technical and Service Providers;
•   Responsible for the timely preparation of the NRGP Annual Report which will contain evaluation of Programme progress in relation to the Programme objectives.   She/he will have similar responsibility in regard to Programme Completion Report;
•   Responsible for Programme Annual Review Workshop and other such relevant activities aimed at assessing Programme progress; and
•   Carry out any other activities that are assigned by the National Programme Co-ordinator.

Qualification Required & Experience

•   At least M.Sc. in Social Science or Agricultural Economics or related discipline;
•   At least 5 years working experience in donor-funded Programme related M&E
•   Experience in design of M&E system for donor-funded Programme will be an advantage;
•   Must be familiar with IFAD’s Framework for a Results and Impact Management System (RIMS) for IFAD-sponsored Country Programme and AfDB’s project logical framework;
•   Computer Literate especially in software of Microsoft Office, especially MS Excel, MS Access and MS Project;
•   Ability to develop, install and manage databases
•   Excellent writing and presentation skills; and

•   Take full responsibility for procurement of goods and services in programme implementation. Approve contracts for all transactions undertaken by the Programme;
•   Prepare Annual Work Plan and Budget (AWPB) for the upcoming year for approval by the National Steering Committee and on the basis of the AWPB, programme operational units and authorize the subsequent releases of funds. •   Ensure timely and appropriate reporting on progress and problems of Programme implementation including Quarterly and Annual Progress Reports on NRGP activities,
•   Undertake any other responsibility that will ensure smooth and effective implementation of Programme.

Qualification Required & Experience

•   At least MSc. in Agriculture, and in particular, Agric Economics, Agribusiness, Project Managementor related specialised discipline at advanced level.
•   At least 5 years experience in full-time working with donor-funded Programme entailing leadership qualities;
•   Proven team building, networking and communication qualities/abilities.
•   Good knowledge of Government systems and decentralised structures
•   Knowledge and experience with PPPs is essential

Feed the Future USAID Agriculture Technology Transfer (FtF USAID ATT)

The Feed the Future USAID Agriculture Technology Transfer Project (ATT Project) will address Ghana’s complex value chain issues, focusing on using technologies to improve the seed sector, and will identify sustainable solutions leading to increased competitiveness in the rice, soybean and maize value chains. The expected outcome is an increased availability and use of agricultural inputs and technologies to increase and sustain agricultural productivity in Northern Ghana. The project requires the services of Agronomists support for its operations and IFDC seeks to hire three full-time Agronomists to be stationed at Bolga, Tamale and Wa.

Job Summary

The Regional Agronomists will develop and disseminate intensified, sustainable production methods for smallholder farmers for priority commodities – rice, maize and soybean-as well as crops grown in association with these crops (usually as rotations and intercrops). Dissemination is primarily through interaction with government and non-government partners, including farmer organizations, agro-input dealers, NGOs, international research organizations, and government research and extension.

Specific duties

•   Assure demonstration plots are implemented within the guidelines of pre-established project protocols, and field days are organized and attended as directed by the project
•   Work with partners to assure accurate data collection (yields, gross margin analysis, farmer adoption levels, training attendance, etc.) is reported to the project
•   Participate in the development of, and supervise partners’ use of, simple, direct training materials, suited to both farmers and extension staff
•   Facilitate knowledge transfer of project-related information and agronomic practices directly to farmers and other service providers
•   Work with partners to assure a high level of farmer adoption of farming practices
•   Identify production constraints or bottlenecks and develop means to address them with guidance from the ISFM Advisor, the Regional Technical Advisors and the project’s home office in Tamale
•   Work with local partners, the ISFM Advisor and the Regional Technical Manager to identify possible grant opportunities for lead farmers/tractor operators with whom they work regularly

Supervision

Position reports to the ISFM Advisor in conjunction with coordination from each Regional Technical Managers

Duty Station

The three agronomists will be located each in the Northern, Upper East and Upper West Regions.

Qualification Required & Experience

•   MSc. in Crop Science/Agronomy
•   Minimum 3 years’ experience with a recognized organization in agronomy or crop science, with extensive experience in farmer training
•   Specific knowledge of one commercial production of one or more of the following: paddy rice, maize and soybean
•   Familiarity with principles of fertilizer deep placement (FDP) and integrated soil fertility management (ISFM)
•   Farming-as-a-business experience
•   Ability to communicate effectively with value-chain actors at all levels involved in the project and to stimulate a genuinely participatory process towards increasing agricultural productivity
•   Ability to coordinate training programs, field days, and other events

•   Responsible for field monitoring and charged with paying personal and frequent visits to all project areas to ascertain the progress of assigned duties; and all day – to – day operations of the CAA in the field.
•   Ensures close working relationships with the Operations Manager, Certification Manager, Monitoring&Evaluation Coordinator and other functional managers of the CAA.
•   Provide on the spot coaching and mentoring to the Supervisors and Technical Officers and ensure that they adhere to CAA laid down field procedures, systems and policies.
•   Prepares and provides weekly, monthly, quarterly and end-of- year reports to the Executive Secretary on all field operations & extension activities.
•   Develops wide networks with project stakeholders, third party entities with regards to CAA operations within the cocoa producing regions.
•   Undertake regular project appraisal on field activities in consultation with other Heads of department.
•   Relationship management among all the field staff; and between KCL & CAA
•   Ensure that CAA strategic objectives and targets are fully accomplished by providing leadership and planning & mentor all your subordinates to ensure high level of motivation, commitment, capacity and teamwork.
•   Assist Supervisors and Technical officers to be able to report accurately as well as do all the necessary documentation required of them and provide feedback accordingly.
•   Performs any other duties assigned by the Executive Secretary.

Background
The Government of the Republic of Ghana has applied for funds from the International Fund for Agricultural Development (IFAD) to implement the Ghana Agricultural Sector investment Programme (GASIP). The Programme provides a framework for a long-term financing engagement for private sector-led, pro-poor agricultural value chain development in Ghana. The objective of the programme is to contribute to sustainable poverty reduction in rural Ghana, ensuring that agribusinesses including smallholders increase their profitability and resilience to climate change. The programme is national in scope and governed by a demand  and market-driven approach that will provide a basis for scaling up investments in pro-poor agricultural value chain development led by the private sector. The strategic focus of GASIP will be on smallholder farmers, to make them more competitive by increasing their capacity to respond to market demand in terms of quality, price, time and volume thus contributing to METASIP objectives. At least 62,860 clients or direct beneficiaries will be targeted towards the end of project year 3 (PY3) and 86,400 clients by PY6, of which at least 50% will be women, 20% youth (15-24 years) and 30% young adults (25-34 years).

Job Description

Components of Programme
The Programme has three components;

Component 1: Value Chain Development – is central to ensuring strong business linkages among actors in the entire value chains of commodities to ensure they meet market or consumer and industry demands. It has three sub-components: Agribusiness linkage development; rural financial services and climate change resilience which needs to be mainstreamed in promoting value chains to reduce risks and enhance profitability and sustainable production systems.

Component 2: Rural Value Chain Infrastructure – aimed at providing the enabling infrastructure to catalyze value chain development. It has two sub-components: Productive Infrastructure and Facilities-aimed at encouraging investments in commercial infrastructure and facilities for the selected value chains and Enabling Public Infrastructure – aimed to finance enabling public infrastructure for the growth and viability of selected value chains.

Component 3: Knowledge Management, Policy Support and Coordination aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits. The two sub-components are Knowledge Management, Harmonization and Policy Support- aims at creating an enabling environment for smallholders to participate in profitable and climate change resilient agricultural value chains and Coordination, Monitoring and Evaluation of the Programme.

The Programme which is planned for six years is expected to commence in January 2015 under the responsibility of the Ministry of Food and Agriculture (MOFA). It builds on the achievements of some on-going and soon-to-complete projects such as Northern Rural Growth Programme (NRGP) and Root and Tuber Improvement and Marketing Programme (RTIMP). GASIP will have a National Programme Coordination Unit in Accra and three Zonal Programme Offices (ZPO) in Kumasi, Tamale and Dodowa. The ZPCO shall be composed of (i) Zonal Programme Coordinator, (ii) a M&E Officer, (lii) a Zonal Financial Controller and (iv) a Zonal Infrastructure Engineer.

To enhance implementation readiness and smooth startup of the GASIP, MOFA intends to recruit qualified persons to fill the following Positions at the Zonal level.

The Zonal M&E Officer has responsibility to ensuring the M& E functions are fully integrated within programme activities

Duties and Responsibilities shall include:

•   Review and manage the programme M&E to ensure a proper flow of information to and from the operational level to PMU and especially the provision of timely and adequate information for decision taking by Programme Management;
•   Ensure that appropriate M&E procedures are prepared, established and implemented so as to provide sufficient basis for review of programming progress and for recommendation for changes in the emphasis which may be found to be necessary;
•   Review on regular basis the status of Programme implementation with a view of adopting corrective measures and bringing to the attention of the ZPC any problems/issues arising thereof which may impede the implementation of the Programme;
•   Prepare the Zonal level AWPB with the support and inputs from other technical specialists and programme implementing partners.
•   Harmonize the Programme M&E with MOFA M&E framework considering the requirement of the Head office as well as the decentralized units
•   Prepare quarterly Monitoring Reports on all aspects of Programme implementation and progress including services in the areas of training, strengthening of producer organisations, marketing, financial services, technology promotion and policy consultation;
•   Undertake field surveys and give technical backstopping to Programme implementers;
•   Coordinate and consolidate periodical reports from the Facilitating Agencies on the implementation of their activities as well as Implementation Partners/ Technical and Service Providers;
•   Responsible for the timely preparation of the Annual Report which will contain evaluation of Programme progress in relation to the Programme objective
•   Responsible for Programme Annual Review Workshop and other such relevant activities aimed at assessing Programme progress; and
•   Carry out any other activities that are assigned by the Zonal Programme Coordinator.

Remuneration: Competitive salary
Job Duration: Two   years   renewable   yearly   on   the   basis   of  satisfactory performance

Line Management:    Reports to the Zonal Programme Officer

Terms of Payment: Payments will be made in equal end-of-month payments of agreed amount subject to completion of core reporting responsibilities as laid out in the Assignment Work plan.

Qualification Required & Experience

•   At least M.Sc. in Social Science or Agricultural Economics or related discipline;
•   At least 5 years working experience in donor-funded Programme related M&E
•   Experience in design of M&E system for donor-funded Programme is essential
•   Must be familiar with IFAD’s Framework for a Results and Impact Management
•   System (RIMS)
•   Computer Literate especially in software of Microsoft Office, especially MS Excel, MS Access and MS Project;
•   Ability to develop, install and manage databases
•   Excellent writing and presentation skills; and
•   Willingness to work extra hours.

Skills

•   Good level of proficiency in Microsoft Applications including MS Project;
•   Demonstrated ability to train and build capacity of others

The Zonal Programme Coordinator (NPC) will coordinate activities and ensure GASIP implementation according to the conditions of the loan financing agreement, the Programme Design Report (PDR) and the Programme Implementation Manual (PIM). S/he needs to ensure effective and timely implementation of the programme, with special attention to providing overall inter-agency coordination and facilitation at the zonal level. (S)he will have the initial responsibility of coordinating pre-programme activities and have overall responsibility of the day to day activities of GASIP when it becomes effective. S/He will report directly to the National Programme Coordinator of GASIP of the Ministry of Food and Agriculture (MOFA).

Duties and Responsibilities include Programme Coordination

•   Oversee the effective and efficient implementation of the programme at the zonal level
•   Direct and supervise the day-to-day operations of the programme, guided by the PDR, PIM and the AWPB, proposing any necessary amendments to ensure smooth performance
•   Identify and engage Implementation Partners and relevant technical assistance.
•   Oversee the preparation of AWPBs of the Programme with the participation and inputs of all key stakeholders.
•   Ensure a participatory results based Monitoring and Evaluation.
•   Ensure that all contractual obligations are adhered to.
•   Regularly appraise staff and provide feedback and support to enable them perform their jobs.
•   Establish and maintain good working relationships with all programme participants and stakeholders – including MoFA and other Government agencies, development partners, private sector and NGOs at the zonal level.
•   Promote collaboration among Development Partners (DPs) and the private sector on value chain development at the zonal level
•   Ensure timely preparation and submission of mandatory reports e.g. M&E data and reports and their wide access and distribution.
•   Promote knowledge sharing and learning within the programme and with other partners.
•   Support external missions to foster joint learning process that improves programme implementation to achieve impact.
•   Undertake   any   other   responsibility   that   will   ensure   smooth   and   effective implementation of the Programme.

Qualification Required & Experience

•   Advanced degree in Business Administration, Agriculture, Project Management,Agricultural Economics or other relevant academic background (essential)
•   Other related professional courses
•   Proven expertise in rural value chain development (essential)
•   At least 10 years of relevant work experience in agricultural development issues including policy design and implementation of agricultural value chain programmes,
•   Experience working with the private sector (essential),
•   Experience in working for International  Financial  Institutions or donor-funded programmes or similar market-oriented rural development interventions (essential);
•   Knowledge of Government and IFAD or donor-funded policies and procedures on gender,   environment   and   general   programme   finance   and   administration management (essential);
•   Ability to develop and foster partnerships (essential);
•   Staff management experience including recruitment, appraisals and managing performance (essential).
