Job Summary

Under the supervision of the National Coordinator,  the M&E Associate will be responsible for the following monitoring and evaluation tasks :

•   Develop tools, participatory monitoring systems and indicators actions at different levels and ensure their application for a decision based on results;
•   Develop and implement data collection mechanisms necessary for the monitoring and evaluation system;
•   Conduct monitoring and evaluation by involving staff and partners;
•   Strengthen the capacity of partners and the staff on monitoring and evaluation at the decentralized level and guarantee reliable Data collection on time;
•   Ensure the revision of the various projects data collection tools and programs;
•   Ensure the collection, processing and analysis of information collected as part of monitoring and evaluation activities;
•   Maintain records of indicators and facts sheets on system monitoring and evaluation;
•   Propose to the National Coordinator and Programme Coordinator on the basis of evidence for improving performance of projects and programs;
•   Prepare basic documentation for external monitoring missions, supervisory and technical review.
•   Ensure the input, processing and analysis of information gathered through monitoring and evaluation activities;
•   Manage different databases;
•   Support the ICI Ghana in planning and monitoring activities

Travel Requirements
The position is based in Accra with extensive travel to ICI’s project districts in Ghana, with possible travels outside Ghana.

Qualification Required & Experience

Applicant must have:

•   A Bachelor’s degree in Agriculture, Statistics, Development Studies, Social Sciences or any other relevant field;
•   Minimum of 5 years of professional experience in monitoring evaluation of agricultural development projects
•   Must have excellent knowledge and understanding of methodologies qualitative and quantitative survey.
•   Excellent command of presentation and database management and data Statistical analysis
•   Knowledge of the concepts of child protection and child labour including its causes, dimensions and effects;
•   A strong knowledge of the cocoa sector including the activities that take place in cocoa production and processing;
•   Ability to consolidate information from different sources
•   Skills in programme development and monitoring, report preparation and knowledge documentation;
•   Very strong written and verbal communications skills in English;
•   Be able to initiate action at short notice, produce high quality results and able to work independently, as well as be a good team player;
•   Be competent in Office Suites (Word, Excel, Power Point, conversant with using the internet).
•   Languages: Fluency in written and spoken English, and a Ghanaian language preferably Twi. Knowledge of French would be an important plus.

Objectives

The main objectives of the ClimDev-Africa Special Fund (CDSF) is to pool resources to contribute to sustainable development and, in particular poverty reduction by preparing and implementing climate-resilient development programs that mainstream climate change information at all levels in Africa and to strengthen the institutional capacities of natural and sub-regional bodies to formulate and implement effective climate-sensitive policies. CDSF forms one of the three elements of ClimDev-Africa Program, the others being African Climate Policy Center at UNECA, the Climate Change and Desertification Control Unit at the AUC. The AfDB manages the CDSF in close collaboration with the other pan-African institutions, the AUC and the UNECA. ClimDev-Africa Program Steering Committee (CDSC) provides the general policy direction and technical oversight over the CDSF.

Duties and responsibilities

The main responsibility of the Chief, Climate Change and Policy Officer will be to support the preparation and implementation of CDSF and Bank activities related to climate resilient development policies, adaptation and mitigation. Working under the guidance and supervision of the CDSF coordinator, he/she will be responsible for:

•   Leading the development and dissemination of knowledge products on policies on building resilience to impacts of climate change through adaptation and mitigation activities in a number of sectors in Africa, especially those that are vulnerable to the impacts of climate change, for example, agriculture and food security, water and energy.
•   Leading the CDSF programmatic climate change adaptation and policy activities relating to project identification, preparation, appraisal, mid-term review, supervision, post evaluation (PCR) and submission of the grant proposals for approval by the Bank.
•   Providing technical and policy advice to the CDSF team and professional staff from the regional member countries during implementation of climate change adaptation projects including procurement, project monitoring, disbursement and evaluation. Monitoring the status of the progress, challenges and administrative issues related to the CBFF portfolio and preparing project documents, and aide memoirs from project supervisions.
•   Ensuring that the AfDB rules and procedures for the procurement, disbursement, legal agreements, anti-corruption action planning and social and environmental safeguards are properly applied.
•   Organizing regular supervision missions and other technical and financial reviews of ongoing projects and identifying areas for improvement in regard to problem projects.
•   Preparing reports and briefing materials for AfDB management and CDSF/ClimDev-Africa Steering Committee.
•   Defending the CDSF projects and activities at the CDSC Steering Committee, AfDB management and Board and responding to operational questions.
•   Working with relevant Bank departments, Country Teams and Regional Departments to ensure that CDSF operations meet Bank standards and conform to Country policies and CDSF Operational Procedures.
•   Performing any other duties pertinent to the CDSF and assigned by the Coordinator of CDSF.

•   At least a Master’s degree in environment science, agriculture, climate change, natural resources management, or related disciplines, a PhD will be a definite advantage;
•   A minimum of seven (7) years relevant professional experience in development of climate change adaption and mitigation programs, policy formation, capacity building and project management in agricultural and natural resources management sectors;
•   Sound understanding of climate change adaption and mitigation in the key development sectors in Africa vulnerable to the impacts of climate change;

USAID/West Africa is seeking a highly motivated and qualified individual for the position of PROJECT MANAGEMENT SPECIALIST, AGRICULTURE in the Regional Agriculture Office (RAO) of USAID/West Africa. The Incumbent serves as a Project Management Specialist to implement key aspects of USAID Feed the Future programs to increase food security and agriculture investment in the region.

BASIC FUNCTION OF THE POSITION

The position is located in the USAID/West Africa Economic Growth Team’s Regional Agriculture Office (RAO). The Incumbent serves as a Project Management Specialist to implement key aspects of USAID Feed the Future programs to increase food security and agriculture investment in the region.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

1. Technical Assistance, Agriculture Program Management and Administration (30%)

USAID/West Africa implements regional programs through contractors and grantees, and in some cases directly with beneficiaries in West Africa. These programs conform to approved strategic frameworks, are implemented in compliance with U.S. and other government regulations, and follow standard USAID operating procedures. The task of agriculture program management and administration is to facilitate the smooth operations of these programs and to report on compliance with applicable rules and regulations. Specific duties will include drafting and tracking of internal financial approval documents, performance-monitoring plans, and monthly and annual reports to USAID headquarters, particularly to the USAID/Bureau of Food Security which administers FTF programs worldwide, and to other segments of the U.S. government.

The Feed the Future Initiative is a high profile and important program for the U.S. Government. Staff are frequently called upon to prepare position papers, report and advise on food security, agriculture and related policies and issues in West Africa. The incumbent will be expected to perform the above tasks to a wide range of stakeholders including but not limited to USAID/West Africa Mission management, USAID headquarters, other high level officials of the U.S. Government, host country governments, high level regional government and institution officials, other donors, and segments of the private sector involved or affected by agriculture, trade and environment related issues that can ultimately impact regional food security. Thus, the incumbent will be expected to possess excellent interpersonal skills, and perform with a high degree of tact and diplomacy and be expected to resolve any potential disagreements between stakeholders, partners and other donors if necessary.

The job holder of this new position will serve as a full-time Contracting/Agreement Officer’s Representative (COR/AOR) for USAID projects/activities in the agricultural, food security and environment sectors. Major current projects in the office include the: cotton program, $16 million over four years; fertilizer program, $20 million over five years; West Africa seed program, $9 million over five years; food security policy programs which include several programs amounting to $2 million per year; trade program, $49 million over five years; capacity building program, $1 million over five years; and support to regional institutions (ECOWAS, CILSS, CORAF), $5 million per year. The incumbent will be responsible for the technical direction, management and implementation of assigned activities as AOR/COR.

As a technical expert, the staff will also contribute to the RAO’s objectives of ensuring progress towards achievement of the ECOWAP goals, at the regional level and at national levels throughout the region. This may include but is not limited to the following duties: advance integration and harmonization of policies and systems throughout the West Africa region; foster the strengthening of regional organizations, networks, and civil society organizations; actively identify and develop opportunities for improved coordination with other major donors active in the region to leverage greater results; and to serve as a liaison, when necessary, with national and regional authorities and organizations such as ECOWAS, other Missions, organizations, industry, the academic sector, and other donors on environmental issues.

Additionally, the incumbent will ensure the RAO is contributing and adhering to U.S. strategic priorities in West Africa, and in the realm of food security. In concert with RAO and broader economic growth team members, s/he will analyze all RAO partner reports for progress towards meeting annual and overall program goals of the RAO as it contributes to Development Objective 2 under the USAID/WA draft Regional Development and Cooperation Strategy. This work includes but is not limited to the following: tracking indicators and ensuring partners are capturing data accurately and accordance with Feed the Future monitoring and evaluation guidance.

The incumbent will work closely with the Senior Agriculture Policy Advisor to maintain long-term relationships with High Level Government Officials from Regional and National Government such as ECOWAS. The incumbent must use diplomacy when necessary to address difficult situations which could affect US Government interests. Current agriculture partners include a range of NGOs, research agencies, universities, private sector, national governments and regional interstate organizations, as well as other U.S. Government agencies. The incumbent will work closely with a similar range of organizations and agencies, as well as host county government agencies throughout the region. This position thus requires both regional vision and engagement on key issues, as well as the ability to effectively manage multiple and complex institutional relationships across sectors.

2. Contractor/Implementing Partner Oversight 30%

Agriculture program management and administration entails working directly with USAID contractors and grantees on tasks specifically assigned by contract, agreement, and technical officers. These tasks may include consultations with colleagues to develop USAID position papers on alternative program-implementation plans, the research and development of concept papers on new programs to increase trade in agricultural products, and participation on study teams to analyze the effectiveness of ongoing activities in achieving program goals.

As AOR/COR or Alternate, the incumbent will be directly responsible for supervising a minimum of two Chiefs of Party and provide oversight and monitoring of the budgets of responsible COR/AOR assigned projects and/or activities. Budget management and oversight responsibilities include being directly responsible for budget formulation, analysis, forecast and control, voucher review, monitoring expenditures and account status. S/he establishes budgets for partners, monitors their execution and is responsible for all accruals. S/he will be responsible for managing at minimum $7-10 million in program funds annually.

The incumbent will initiate contact and provide expert technical advice and direction to contractor and grantee professionals for which direct oversight responsibilities are exercised, and with contractor professionals in other areas of program focus, working to improve food security in West Africa. This will include informing partners of U.S. strategic priorities in West Africa, and in the realm of food security. S/he will analyze partner reports for validity, accuracy and progress towards meeting annual and overall program goals, to include tracking indicators and ensuring partners are capturing data accurately and accordance with Feed the Future monitoring and evaluation guidance.

The incumbent also serves as a senior technical contact, with important position responsibilities including keeping the Contracting and Agreements Officers informed of progress, proposed contract and grant modifications, validity of claims, analysis of proposals, and assessment of contract time extensions. Work complexities will require the development of alternate solutions to reduce time and costs, versatility and innovation. S/he will have full autonomy to resolve programmatic related problems without assistance. S/he will be the person team members and other stakeholders will first go to resolve issues and problems pertaining to the incumbent’s projects/responsibilities.

3. Program-Wide Reporting and Information Management 20%

The incumbent will assess program effectiveness for the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of the USAID/West Africa RAO. As an expert on long-range planning, s/he will recommend and participate in developing strategies for implementing planning for a major program; recommend short- and long-range goals of the organization; develop detailed plans for implementing them; and oversee implementation of the goals through contractors and grantees. S/he will also help to determine if adjustments or changes in objectives or emphasis are needed in organization functions, and recommends organizational or process changes.
Direct the capture, reporting, and analysis of statistical data relating to the organization’s operations and directs or personally performs special studies or projects. Prepares and contributes to reports and other presentations on program planning and evaluation. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management. Identifies and proposes solutions to management problems that are of major importance to planning program direction.

4. Communications 10%

The incumbent will prepare a variety of documents for publication and dissemination to suit numerous key constituencies both within and outside the U.S. government. There are important rules and regulations that govern how the office may communicate its work, for example, to assure that persons with disabilities have access, or to assure that sensitive personal or classified national security information are properly distributed. Effective communications will generally involve selecting the most appropriate medium and applying the skills necessary to take advantage of particular media, for example the “success story” presented on a glossy one-page handout as well as a web page, the “reporting cable” disseminated to all U.S. diplomatic posts worldwide, and the “spoken remarks” and “scene setters” prepared for the USAID/West

Africa Mission Director or other senior U.S. government officials for presentation at a ceremony or other public event. The task of communications is to analyze RAO information, consult with office staff on program priorities and communications objectives, and then assure that the work of the office is described and presented in ways that are relevant and compelling to each of the targeted audiences. The incumbent should be able to understand and interpret defined program objectives, exercising judgment to proceed with implementation of routine communications tasks, yet recognizing when special circumstances require consultation with the office chief or other senior USAID/West Africa management.

Additionally, as a representative of USAID and during execution of her/his AOR/COR duties, the incumbent will be expected to occasionally perform public speaking engagements. But more often, the incumbent will represent the USG in regional meetings with high level regional and national government counterparts and other donors. Incumbent will prepare speeches for high level USG representatives such as the Mission Director and U.S. Ambassador.

5. Other Duties as Required 10%

The RAO is small. This necessarily means that all staff will from time to time perform other duties decided by the office chief. These may entail performing work in an “acting” capacity for a colleague who is traveling or on leave, assisting a colleague with an especially urgent task, or personally taking responsibility for a special project.

As an example, special projects may require the incumbent to act as an expert on special projects, advising top management on major office issues; or lead, conduct or participate in complex management studies and reviews–particularly those with wide or significant effect upon USAID’s strategic focus, policy, processes, operations, fiscal control and economy, and those where the boundaries of the studies may be broad.

Qualification Required & Experience

•   Education: Bachelor’s Degree in Agriculture, Economics, Business or related social science is required.
•   Prior Work Experience: A minimum of seven years of job related, professional-level experience in a related role is required. Prior experience in project design, management, and implementation, and usage of database systems for project monitoring and evaluation, and results/budget tracking and documentation is required.
•   Language Proficiency: English Level 4 proficiency (speaking, reading, and writing) is required. Level 3 French proficiency (speaking, reading) is required. Language proficiency will be tested.
•   Job Knowledge: Service in, or substantial and regular contact and/or dealings with, key U.S. Government agencies and/or other donor agencies involved in food security and agriculture related programs.

A leading integrated agro-industrial company is looking to recruit an ESTATE MANAGER

•   This is a key role that will manage 4500 hectare of Oil Palm Plantation.
•   The successful candidate must have previous experience working in a similar role and be confident communicating with the internal departments, suppliers and subsidiaries within the group

Primary Objective
Manage  effectively and efficiently the 4500 hectare oil palm plantation in the Kwae Estate while ensuring compliance with RSPO/EHS principles and standards.

Key Responsibilities

•   Plan and co-ordinate harvesting systems schedule
•   Organise and control Fresh Fruit Bunches collection system
•   Plan and co-ordinate maintenance practices in the estate
•   Plan and coordinate land clearing, planting and replanting when new developments take place
•   Supervise oil palm nursery operations
•   Implement integrated pest and disease management plan
•   Implement road maintenance programme through collaborative effort with the General Services Department.
•   Ensure adherence to good operational standards
•   Submit weekly forecast and monthly report to the Chief Agricuftural Officer
•   Collaborate with the Health and Safety Department in order to provide relevant training and safety equipment for workers and ensure compliance with HSE SOPs and policies
•   Involved in budgeting, verification and stock monitoring of agro chemicals and other related materials

Reports to:  Chief Agricultural Officer
Duty Station: Kwae near Kade in the Eastern Region
Remuneration: An attractive package awaits successful candidates.

Qualification Required & Experience

•   University Degree( BSc Agriculture); A master’s degree will be an added advantage
•   Minimum of 5 years relevant experience
•   Previous exposure to West Africa

Knowledge Skills and Abilities

•   Strong work ethics, excellent communication, organisational and time management skill
•   Be a strong problem solver
•   Ability to work in a high pressure environment
•   Good team leader, highly motivated and results oriented

Others

•   Must have a keen eye for detail.
•   Good knowledge in the use of computer
•   Good knowledge in oral and written English {Ability to speak TWMS an added advantage)

Primary Objective
Ensure effective management of a division within a plantation of 4500 hectare of Oil Palm

Key Responsibilities

•   Provide assistance to the Estate Manager in the following areas:

Job Summary

Due to the recent expansion and restructuring exercise with the aim of providing world class services to its customers, Tropo Farms is currently looking for qualified candidates to fill the following positions within the Company:

DUTIES

The Aquaculture Feeding Supervisor shall be responsible for supervising the entire feeding activities of his team. He shall have an oversight responsibility over a team of feeders.

ESSENTIAL FUNCTIONS

•   Supervision of feeding crew to deliver sufficient and timely feed to ensure that fishes are adequately fed in cost efficient manner.
•   Ensures that the feeding crew at the feeding department are well conditioned to be sensitive and observant to changing eating habits of fishes and to administer appropriate responses
•   Constant familiarization with feeding protocols and fish stock data with the aim avoiding overfeeding or underfeeding.

Qualification Required & Experience

•   Diploma or First University degree in Fisheries or Management.

Other relevant qualifications and skills

•   Good supervisory and management skills.
•   Ability to work with data and make good use of it  will be an advantage.
