Job Vacancy For Policy and Monitoring & Evaluation Manager At Ministry of Food & Agriculture

The  Government of the Republic of Ghana has applied for funds from the International Fund a for Agricultural Develepment (IFAD) to implement the Ghana  Agricutural Sector Investment Programme (GASIP). The Programme provides a framework for a long-term financing engagement for private sector-led, pro-poor agricultural value chain development in Ghana. The objective of the programme is to contribute to sustamable poverty reduction in rural Ghana, ensuring that agribusinesses – including smallholders – increase their profitability and resilience to climate change- The programme is national in scope and governed by a demand – and market-driven approach that will provide a basis for scaling up investments in pro-poor agricultural vaiue chain development led by the private sector. The strategic focus of GASIP will be on smallholder farmers, to make them more competitive by increasing their capacity to respond to market demand in terms of quality, price, time and volume thus contributing to METASIP objectives. At least 62T860 clients or direct beneficiaries will be targeted towards the end of project year 3 (PY3) and 86,400 clients by PY6, of which at least 50% will be women, 20% youth (15-24 years) and 30% young adults (25-34 years).

Job Summary

Component 1: Value Chain Development – is central to ensuring strong business linkages among actors in the entire value chains of commodities to ensure they meet market or consumer and industry demands. It has three sub-components: Agribusiness linkage development; rural financial services and climate change resilience which needs to be mainstreamed in promoting value chains to reduce risks and enhance profitability and justainable production systems.

Component 2: Rural Value Chain Infrastructure – aimed at providing the enabling infrastructure to catalyze value chain development, it has two sub-components: Productive infrastructure  and   Facilities aimed   at encouraging   investments  in commercial infrastructure and facilities for the selected value chains and Enabling Public Infrastructure – aimed to finance enabling public infrastructure for the growth and viability of selected value chains.

Component 3: Knowledge Management, Policy Support and Coordination aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits. The two sub-components are Knowledge Management, Harmonization and Policy Support- aims at creating an enabling environment for smallholders to participate in profitable and climate change resilient agricultural value chains and Coordination, Monitoring and Evaluation of the Programme.

The Programme which is planned for six years is expected to commence in January 2015 under the responsibility of the Ministry of Food and Agriculture (MOFA). It builds on the achievements of some on-going and soon-to-complete projects such as Northern Rural Growth Programme (NRGP) and Root and Tuber improvement and Marketing Programme (RTIMP). GASIP will have a National Programme Coordination Unit in Accra and three Zonal Programme Offices (ZPO) in Kumasi, Tamale and Dodowa. The NPCU shall be composed of (i) National Programme Coordinator, (ii) a Policy and M&E Manager, (iii) a Financial Manager, (iv) Procurement and Contract Manager, (v) a Climate Change Adaptation Manager, (vi) an Infrastructure Manager, and other professional and support staff.

The Policy and Monitoring and Evaluation Manager (PMEM) will be responsible for (a) policy support (b) monitoring and evaluation and (c) knowledge management. (S)he is responsible for guiding the overall M&E strategy and implementation of related activities within the programme, plus providing timely and relevant information to the NPC, NPCO and programme stakeholders including field staff as well as consultants of external M&E-related missions. The PMEM will also be the Deputy National Programme Coordinator.

Duties and Responsibilities shall include:

•   Agricultural   Policy   Development   and   management   involving   coordination   of  and participation in policy studies, advocacy and dissemination of such studies.
•   M&E System Development and Management in close collaboration with MoFA M&E Division and Zonal M&E officers.
•   Establishment a functional  Knowledge management system that involves analysis,documentation and dissemination of information and lessons learned.
•   Facilitating the development of the Annual Work Plan and Budget (AWPB), ensuring alignment with programme strategy, agreementon annual targets,
•   Facilitating external supervision and evaluation missions
•   Assessing M&E capacity of the programme, implementing partner staff and primary stakeholders and ensure that required capacity is in place,
•   Undertake any other responsibility that will ensure smooth and effective implementation of the Programme.
•   Critically assess achievement of outcomes and results, gather and analyze data to enhance management’s   efforts  towards  effectiveness,   efficiency  and   sustainability  of  the programme.
•   Identify policy gaps and opportunities to create a favorable environment for value chain development in Ghana.

Qualification Required & Experience

•   Advanced degree in Agriculture, Project Management, Agricultural Economics, Social Science and other related academic background(essential)
•   Training in M&E development and implementation (essential).
•   At least 7 years of relevant work experience in policy design and implementation, planning and design and implementation of M&E systems in the agricultural sector.
•   Possess excellent understanding of rural and agricultural development issues related to markets,  private sector development, decentralization and participation of the poor (essential).
•   Ability to use M&E methods and approaches including quantitative and participatory approaches in surveys, surveillance systems, and evaluations.
•   Possess high managerial experience and knowledge of strategic planning approaches.
•   A solid understanding of public policies, development approaches with a focus on participatory processes, market economy management, and gender issues
•   Ability to produce high-quality briefs and reports.
•   Good level of proficiency in Microsoft Applications including MS Project;
•   Demonstrated ability to train and build capacity of others.
•   Experienced in electronic data processing and analysis and data base development.

The Government of Ghana has received funding from the International Fund for Agricultural Development (IFAD) and the African Development Bank (AfDB) toward the implementation of the Northern Rural Growth Programme. The programme is highly demand-driven and private sector-led and adopts a value chains approach for developing agricultural growth in Northern Ghana. Nearly 45.000 households will directly benefit from a comprehensive intervention including strengthening of producer organization, infrastructure improvements, improved access to irrigation and agricultural funding.

The programme aims at developing agricultural value chains and increasing agricultural production. It will help vulnerable groups, including women and young people, create profitable commodity and food chains, while improving market linkages for these agricultural products with the domestic and export markets.

The programme covers the three northern regions (Upper East, Upper West and Northern region) and contiguous savannah districts of Brong Ahafo region.

Applications are invited from suitably qualified individuals for the above stated position in the Northern Rural Growth Programme of the Ministry of Food and Agriculture.

Specific responsibilities of the Value Chain Specialist will include but not limited to the following:

•   Guide and oversees the development of selected value chains under the Programme;
•   Scout for potential private sector operators and sensitize them on agri-business potentials m Northern Ghana and facilitate their linkage with Programme Clients
•   Assist in the recruitment of Facilitating Agencies required for the participatory elaboration of commodity specific value chains,
•   Closely work with Facilitating Agencies and Programme Partners in the implementation of various commodity value chains
•   Advise on goods, works and services required for the development for various commodity value chains;
•   Collaborate with Programme Partners on the establishment and development of value chain interprofessional bodies such as District Value Chain Committees (DVCCs)
•   Develop Partners Agreements between Value Chain Actors facilitated by the Programme along the Public Private Partners arrangement
•   Work closely with the Rural Financial Services Specialist and as appropriate with Participating Financial Institutions (PFIs) to develop greater access for farmers and other value chain entities to financial products
•   Advice on the development and application of supply contracts between farmers and off-takers
•   Advice on the development of financial tools for use by farmers and other rural value chain entities

Qualification Required & Experience

•   At least Post-graduate degree in Business Administration with specialization in Banking, Finance or Marketing;
•   At least 10 years working experience in marketing promotion activities;
•   Experience in development of Public Private Partnership
•   Experience in value chain development will be an advantage;
•   Computer literate especially in software of Microsoft Office
•   Excellent writing, presentation and communication skills;

Background

CRS’ 2014-2018 Global Agency Strategy prioritizes agricultural livelihoods as one of three global signature program areas (SPAs), with health and emergency response and recovery.  CRS is committing resources into SPAs to reach more vulnerable people with evidence-based, participatory, equitable, efficient and holistic interventions.

CRS Ghana currently manages a small portfolio of agricultural programs working with small holder farmers in yam, sweet potato and soybean. These projects place a focus on learning and research and are all a part of a larger consortium of implementing partners.

CRS Ghana is assessing the country program’s strategic positioning within the agricultural sector and set new standards for program quality in our current portfolio of programs.

This scope of work outlines the objectives and deliverables for a short-term consultant to provide technical inputs into these areas to help develop a stronger, more strategically focused program that builds on CRS competencies.

Objectives

Program Quality

•   Review CRS’ agricultural livelihoods strategy documents and CRS Ghana project proposals, detailed implementation plans and recent project reports for 3 agricultural projects in current portfolio as provided by project teams
•   Complete field visits of projects and interview beneficiaries, project staff and partners to understand realities of program implementation and results on the ground
•   Summarize key discrepancies between project plans and actual progress/results in the field; note challenges to implementation; and make recommendations to improve program quality in reference to project objectives

Strategic Planning

•   From field visits and interviews as noted above, identify CRS’ strengths and create brief capacity statements including photos, testimonials and results, for work in agricultural livelihoods
•   Complete assessment of CRS’ competitive advantages and provide recommendations for positioning (through what crops, region, methodologies, partners, etc.) relative to other development organizations working in the sector in Ghana (what does CRS Ghana do better or have potential to do better than any other development organization)
•   Review existing recommendations for new business opportunities (to be provided to consultant), with focus on university and private sector partnerships. Prioritize these opportunities, and in coordination with HoP, schedule introductory meetings with at least 5 potential partners.

Human Resource Development

•   Aid CRS Ghana in the recruitment of an Agriculture PM to manage and grow Agricultural Livelihoods portfolio
•   Collaborate with new CRS Ghana Agriculture PM to review findings of program quality review and co-develop an action plan to implement recommendations.
•   Coordinate with new CRS Ghana Agriculture PM to finalize strategic growth plan
•   Coordinate with new CRS Ghana Agriculture PM to visit potential partners and agree on next steps.

Deliverables

•   Summary program quality report noting specific discrepancies between project plans and actual progress/results; challenges to implementation; and recommendations to improve program quality.  Preference for information to be presented in chart format, organized by project indicators (relevant activities would fall under indicators).
•   Photo documentation of examples of excellent work, and work that seems to be below acceptable quality standards.
•   Maximum 1 page capacity statement including testimonials and results for CRS’ work in agricultural livelihoods.
•   Maximum 1 1/2 page positioning statement, with chart summarizing CRS’ competitive competencies in relation to competitors.
•   In coordination with HoP, define agenda and set up meetings with 5 potential partners for funding opportunities.
•   Report on any other large agricultural funding opportunities in the pipeline for Ghana and Cote d’Ivoire and recommendations for CRS positioning.
•   Assist in pre-selection of CVs and sit on interview panel for new Ag PM.
•   In coordination with Ag PM and HoP, finalize and document next steps for program quality and business development (as per consultant recommendations).
•   Provide weekly status report on activities to HoP.
•   Submit final report summarizing deliverables and recommendations.
•   Complete a timesheet showing hours worked.

IITA seeks to recruit 3 (three Research Coordinators for the Africa Research in Sustainable Intensification of the Next Generation (Africa RISING) Project. The incumbents will be based in the Northern Region at Tamale, Upper West Region in Wa, and Upper East Region in Navorongo, respectively.

Job Purpose:

The purpose of recruiting the Regional Research Coordinators is to assist the Chief Scientist of Africa RISING West Africa based in Tamale with various research-for-development activities in Africa RISING intervention communities in the three northern regions.

Specific duties of the successful applicant will include:

•   Establish and maintain contacts with collaborating organizations, partners, and farmers;
•   Support analysis of existing actors and networks in the intervention communities with a view of identifying institutional constraints to bring sustainable intensification in    mixed crop-livestock systems to improve livelihoods;
•   Assist with planning and implementing research on the agronomy of cereal and legume crops and integrated crop-livestock production in the savannahs of northern Ghana;
•   Supervise establishment and management of demonstration plots to disseminate improved cereal and legume crops, cropping systems, integrated soil fertility and pest management, and integrated crop-livestock production with diverse stakeholders;
•   Conduct regular field visits to supervise data collection and follow-up with partners;
•   Conduct agronomic/crop-livestock data analysis using SAS, Genstat or other standard statistical software;
•   Assists in preparing progress reports, technical papers, and presentations;
•   Support information collation for and preparation of reports and minutes of Research-for-Development platform meetings at different levels, field trips and field days;
•   Contribute to the development of communication materials;
•   Assist in capacity building of research supervisors, technicians.and farmers;.
•   Organise workshops, regional team meetings, and monitoring tours.field days, and researchers’ exchange visits;
•   Assist with out- and up-scaling of project outputs;
•   Supervise research supervisors and technicians:
•   Report fortnightly to the Chief Scientist
•   Perform any other official duties assigned by the supervisor

Qualification Required & Experience

•   M.Sc. in agricultural sciences (agronomy, crop, soil, animal) from a recognised university.
•   At least 4 years working experience in agricultural research-for-development projects , preferably in northern Ghana and with internationally funded projects;
•   Experience with participatory research approaches;.
•   Experience of working with different stakeholders and partners;
•   Practical experience in field agronomic and/or livestock research and data analysis;
•   Good understanding of the small-holder mixed farming systems in northern Ghana;
•   Demonstrated ability to write and publish journal articles;
•   Ability to take initiative and work under minimal supervision;
•   Excellent spoken and written English and local languages relevant to the location.
•   Good computer literacy of Microsoft Office applications, including Word, Excel. PowerPoint, etc.
•   Proven competence in working with statistical packages, e.g., Genstat, SPSS.SAS;
•   Good team player and adaptable to working in a multi-cultural team;

Job Summary

IITA seeks to recruit a Research Assistant (Maize Trial Preparations and Management) for the African Development Bank (AfDB) funded project on ‘Support to Agricultural Research for Development of Strategic Crops in Africa (SARD-SC). The incumbent will be based at Tamale in the Northern Region.

Responsibilities:

•   Assist with planning and implementing research on the agronomy of cereal and legume crops and integrated crop-livestock production in the savannahs of northern Ghana;
•   Supervise establishment and management of demonstration plots to disseminate improved cereal and legume crops, cropping systems, integrated soil fertility and pest management, and integrated crop-livestock production with diverse stakeholders;
•   Conduct regular field visits to supervise data collection and follow-up with partners;
•   Assist with analysis of agronomic data;
