The Government of Ghana has received a loan from International Fund for Agricultural Development (IFAD) in various currencies towards the cost of implementing the Root and Tuber Improvement and Marketing Programme (RTIMP). The programme is expected to be implemented across 90 districts in Ghana.

RTIMP is being funded by the International Fund for Agricultural Development (IFAD) and the Government of Ghana (GoG) for a period of 8 years (2006-2014). The Programme commenced in November, 2006 and is supposed to end in 2014. The programme is in its sixth year of implementation.

The Goal of the RTIMP is to enhance income and food security in order to improve livelihoods of the rural poor. The main purpose of the programme is to build a competitive market-based Root and Tuber Commodity Chain (RTCC) supported by relevant, effective and sustainable services that are available to the rural poor.

RTIMP is being implemented through four (4) components as follows:

•  Support to Increased Commodity Chain Linkages
•  Support to Increased Root and Tuber Production
•  Upgrading of Root and Tuber Processing, Business and Marketing
•  Programme Coordination, Monitoring and Evaluation

Under the overall supervision of the National Programme Coordinator (NPC), and in close collaboration with other specialists of RTIMP, the primary role of the MES is to be responsible for guiding the overall M&E strategy and implementation of related activities within the programme and via partners, plus providing timely and relevant information to programme stakeholders.

Duties and Responsibilities:
Under the overall supervision of the National Programme Coordinator, the MES will be responsible for guiding the overall M&E strategy and implementation of related activities within the project and via partners, plus providing timely and relevant information to project stakeholders. Specifically, the MES will be responsible for the following nutrition’s:

A – Setting Up The System:

•  Help revise the project log-frame matrix, particularly in the areas of the objective hierarchy, indicators and monitoring mechanisms
•  Develop the overall framework for project M&E, including annual AWPB reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops
•  Guide the process for identifying and designing the key indicators for each component (with zonal coordinators and component heads), to record and report physical progress against the AWPB
•  Ensure that the M&E system is effectively implemented by key stakeholders (BACs, DAs, FBOs, GPOs etc)
•  Develop and manage the RTIMP MIS to ensure a proper flow of information to and from the operational level to PCO (eg. DADUs and -field-units of IPs), ZOs and PCO, and especially the provision of timely and adequate information for decision taking by Programme management
•  Develop the process of decentralizing the M&E system to the Zonal, District, community and IA levels using participatory methods
•  Engendering RTIMP activities by identifying and accounting for gender issues in planning, monitoring and evaluation
•  Ensure that appropriate M&E procedures are prepared, established and implemented so as to provide sufficient basis for review of programme progress and for recommendation for changes in the emphasis which may be found to be necessary

B – Implementation of M&E:

•  Support in developing the AWPBs
•  Based on the AWPB and in particular the programme budgets, design the framework for the physical and process monitoring of project activities
•  Provide guidance to staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts
•  Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities
•  Liaise with PCO staff and their respective Zonal coordinators in monitoring and evaluating the activities of the Technical Service Providers
•  Review on regular basis the status of Programme implementation with a view of adopting corrective measures and bringing to the attention of the NPC any problem/issues arising thereof  which may impede he implementation for the Programme;
•  Responsible for the process to prepare Annual and Quarterly Work Programmes/Budgets for activities by the programme implementers (eg. DADUs and -field-units of IPs), and, with the support and inputs from other technical specialists, for the consolidation and preparation of the final RTIMP AWP/B;
•  Prepare Quarterly Monitoring Reports on all aspects of programme implementation and progress with special regard to the activities of the DADUs and -field-units of IPs, and including services in the areas of training, marketing, financial services, technology promotion and policy consultations
•  Undertake field surveys and give technical backstopping to ZO Coordinators for their M&E task as well as Programme implementers
•  Coordinate and consolidate periodical reports from Implementation Partners/Technical; Service Providers, and Zonal Officers
•  Responsible for the timely preparation of the RTIMP Annual Report which will contain evaluation of project progress in relation to the Programme’s objectives. S/he will have similar responsibility in regard to project Mid-Term Review and Project Completion Reports
•  Responsible for Programme Start-up Workshop, Annual Review Workshop and other such relevant activities aimed at assessing project progress
•  Carry out any other activities that are assigned by the National Programme Co-ordinator

C – Communication:

•  Excellent knowledge of English, including the ability to set out a coherent argument in presentations and group interactions;
•  Capacity to communicate fluently with other disciplinary specialists and different stakeholders (civil society, government authorities, local communities, project staff);
•  Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed
•  Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders
•  In collaboration with the accountant, provide the programme coordinator with management information that she/he may require
•  Computer skills: Full command of Microsoft applications (word, excel, power point) and common Internet applications will be required

Note: The assignment will require frequent travel within the country

The candidate should have a minimum of 5 years of experience with the following skills and knowledge:

•  M.Phil/M.Sc in Social Sciences, Planning, Agricultural Economics, Socio-economics or related field
•  Experience in donor-funded project related M&E;
•  Must be familiar with IFAD’s Framework for a Results and Impact Monitoring System (RMS) for IFAD-Supported Country Programmes;
•  Excellent writing and presentation skills;

 A. Managing the Shea Coordinators.

•  Organizing Shea processors into groups, clusters, associations & a network
a)  Assess the size and structure of the groups of groups formed or recommended by the shea coordinators
b)  Ensure that the recruitment is consistent with the growth target and take all necessary measures to adapt the size of the network to the target
c)  Evaluate the autonomy level of the trained groups, and check the effective role of women executives
d)  Coach the Shea Coordinator in the measures to implement to improve the group dynamic
•  Capacity building of shea processors
a)  Supervise the trainings, check the quality process compliance of the groups during nut and butter processing.
b)  Advise and orient the Shea Coordinator to help him achieve better quality process within his groups
•  Other services to enable women sell qualitative and optimized products.
•  Organic and Fair trade certification
a)  Participate to the training of the Shea Coordinators and supervise the scale up training of the women
b)  Executes random inspections on the field during processing to ensure that the key points of the ICS (Internal Control System) are followed
c)  Take all necessary measures and coach the Shea Coordinator in order to achieve the target set in the ICS
d)  Maintain the documentation about the certified groups and controls the accuracy of the information provided by the Shea Coordinators

B. Organize and Supervise the production of nuts and collection

•  Control the capacity of the women and check the pre-financing figures / delivered bags with the help of the Shea Coordinators
•  Supervise the deals for local warehouses, security, material needed
•  Organize any pre-financing of nuts if necessary, supervise the disbursement with the Shea Coordinators
•  Plan the nut collection sites with the constraints of the buyer and the women executives, manage the loading and transport cost to minimize them
•  Organize and negotiate the transport of the nuts and supervise the delivery with the help of the Finance, Administrative and Supply Manager
•  Supervise the payment of the women after delivery to the client.

C. Organize and supervise the production of butter

•  Make sure that the Shea Coordinator provides him with reliable capacity figures.
•  Organize any pre-financing of operational costs if necessary, supervise the disbursement
•  Select the communities / groups who will process for an order and determines the targets and the time line with the Shea Coordinators
•  Organize the transport of the packaging material, the nuts if necessary with the Finance, Administrative and Supply Manager
•  Make sure that the target will be reached, take any necessary measure with the field team to re-distribute the volumes assigned to different groups/communities if needed
•  Check randomly the quality process and coach the Shea coordinator in empowering the women executive in their quality management role. Control the collection of samples, the analysis and share the results with the team with recommended actions for improvement if need be.
•  Organize the pick up from the communities with the Finance, Administrative and Supply Manager and organize the supervision of the container loading wherever it takes place
•  Organize the payment of the women and collect the evidence of payment from the Shea Coordinators
•  Makes recommendations based on the observation of the production processes on measures to increase women revenue and reduce their processing costs.

D. Implement Traceability System

•  Centralize the data collected by the Shea Coordinator during the different processes, provides them with reports and data about the warehouses, the nut and butter orders
•  Coach the team in the use of the traceability tools, the smart phone and the reports
•  Maintain the master data of the network in order to reflect the groups structures and capacity

•  Directly reports to CEO

Management line

•  Manages directly the Shea Coordinators, is responsible for the achievement of their targets, for their personal development and training, for their daily implication and motivation

Transversal lines

•  For all administrative stuff: per diem, technical support, administrative questions he refers directly to the Finance, Administrative and Supply manager
•  For the training he will be integrated in the PlaNet Finance project team

Compensation

•  The compensation will be in three parts

•  Receive the money to disburse and proceed to individual disbursement. Supervises the reimbursement in products or collection in community warehouses.

D. Organizes the supply chain for the product delivery

•  Assist the network leaders to organize the shea processors to deliver products to StarShea Ltd.
•  Collect the relevant data required for utilizing the Rural Management  software to facilitate the management of orders from buyers;

Program Summary:
RI/EW is currently seeking advisors and experts for key positions in the upcoming 5-year USAID Ghana Agricultural Technology Transfer Project (ATT) Project.  The overall goal of the ATT Project is to provide technical assistance and capacity building for increasing the availability of agricultural technologies for smallholder farmers in Northern Ghana to focusing on improved seed technologies, including biotechnology; managing soil fertility; agriculture sector communications and knowledge management tools; strengthening capacity for agricultural research for technology development and transfer; and to strengthen public and private sectors to disseminate such technologies.  The project will focus on maize, rice, and soya and will be closely integrated with other USAID Ghana Feed the Future (FtF) and Government of Ghana’s projects and programs in the seed and soil fertility sectors.

Essential Responsibilities and Duties:

•  The Integrated Soil Management Advisor will support research on integrated soil fertility management (ISFM) to address issues of declining fertility and severe soil degradation in Northern Ghana.
•  He/she will contribute to advancing ISFM technology that supports agricultural productivity and yields and finds new conservation agriculture and agro-forestry techniques, and contribute to them available for dissemination through ICT solutions.
•  The Advisor will work with the fertilizer sector in Ghana to strengthen their technical and business management skills, access to finance, and other constraints in the agro-inputs supply chain. The Advisor will also support the Savanna Accelerated Development Authority’s (SADA) objective for the northern regions to maintain a forested, green sustainable resource base in northern Ghana.

Qualifications & Requirements:

•  Master’s degree in an agriculture relevant field;

Soil fertility management experience should include several of the following: soil nutrient management, conservation agriculture, minimum tillage, cropping systems and rotations, agro-forestry, chemical fertilizer, including tailored blends, and soil amendments (e.g., lime);
•  Experience with value chain approaches in developing fertilizer sectors, including fostering vertical and horizontal relationships in the industry to increase quality of services and products, especially for smallholder farmers, and promote competitiveness of the industry;
•  Experience in building capacity of both public and private sector actors in the fertilizer sector in carrying out regulatory requirements for the fertilizer industry including quality assurance, establishment and use of grades/standards, packaging and labeling, and inspection/testing;
•  Solid background and knowledge of USAID Rules and Regulations;
•  Excellent interpersonal, communication, public speaking, and strategic planning skills required;
•  Strong English writing skills required;
•  Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
•  Excellent time management skills and resourcefulness with strong attention to detail;
