Job Summary

Program Summary:
RI/EW is currently seeking advisors and experts for key positions in the upcoming 5-year USAID Ghana Agricultural Technology Transfer Project (ATT) Project.  The overall goal of the ATT Project is to provide technical assistance and capacity building for increasing the availability of agricultural technologies for smallholder farmers in Northern Ghana to focusing on improved seed technologies, including biotechnology; managing soil fertility; agriculture sector communications and knowledge management tools; strengthening capacity for agricultural research for technology development and transfer; and to strengthen public and private sectors to disseminate such technologies.  The project will focus on maize, rice, and soya and will be closely integrated with other USAID Ghana Feed the Future (FtF) and Government of Ghana’s projects and programs in the seed and soil fertility sectors.

Essential Responsibilities and Duties:

•  The Seed Industry Advisor will help strengthen the capacity to develop and access new seed varieties and improve the performance of the formal public and private seed sector to consistently produce high quality seeds for Ghanaian producers.
•  The Seed Advisor will support and test innovative business models for seed companies; promote linkages in the seed industry; strengthen agro dealers’ technical, businesses, and outreach capacity and skills; and foster the transition of Ghana’s seed sector towards a private sector led industry.  Support for knowledge and communications systems and technologies that disseminate information on varieties, quantities, prices and locations of seeds will be necessary. Candidates should have a strong technical background of seed production and market experience.
•  The Seed Advisor will work closely with a variety of stakeholders, institutions, and researchers across both public and private sectors in Ghana.

Qualifications & Requirements:
RI/EW seeks a dynamic individual with a demonstrated ability to achieve results through teamwork for this anticipated program.

•  Master’s degree in an agriculture relevant field:
•  Minimum of seven years professional experience in building private sector-led seed industries in developing countries, preferably with some time in Africa, in order to increase the number of improved varieties available for smallholder farmers.
•  Demonstrated success in using value chain approaches and best practices for increasing the competitiveness of a commercial sector.
•  Experience in building capacity of both public and private sector actors in seed industries in carrying out regulatory requirements for seed sector development, including inspection, certification, quality assurance and testing of new varieties.
•  Solid background and knowledge of USAID Rules and Regulations;
•  Excellent interpersonal, communication, public speaking, and strategic planning skills required;
•  Strong English writing skills required;
•  Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
•  Excellent time management skills and resourcefulness with strong attention to detail;

Job summary

Purpose:
The Agriculture and Rural livelihoods program currently focuses on increasing household and community resiliency as well as equitable access to markets.

The Programme Manager (PM) – Agric will lead all aspects of current and future agriculture and livelihood programming, through strategic planning, fostering linkages with government and donor initiatives, supporting CRS local partners with implementation and capacity support.

KEY RESPONSIBILITIES

•  Ensure that vision and plans for the programs are innovative and are in line with CRS agency and country program strategies as well as Ministry of Food and Agriculture strategies.
•  Ensure integration of program interventions with other CRS programs, especially MicroFinance through regular meetings, communication and sharing.
•  Mainstream gender into the design and implementation of CRS-sponsored agriculture and agro-enterprise development programs to increase equity.
•  Develop agriculture capacity within CRS-Ghana and its partners through needs assessments, training, follow up and mentorship, as appropriate.
•  Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans.
•  In collaboration with CR and Head of Programs, develop and strengthen linkages with Government agencies and civil society organizations in the agriculture and allied sectors.
•  Mobilize the necessary technical expertise within CRS and partner organizations to design competitive proposals for smallholder agriculture production and equitable participation in agriculture value chains.
•  Lead, manage and supervise a team of CRS agriculture and economic growth staff to meet program objectives.
•  Manage program budgets, including tracking of financial and material resources.

Qualification Required & Experience

•  Minimum Master’s Degree in Agriculture or related discipline.
•  Minimum 5-8 years of agriculture or community development experience at the national level.
•  Knowledge of key USG regulations including, but not limited to USAID 22 CF Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.
•  Experience with participatory methods and partnerships required. Demonstrated capacity and experience with institutional strengthening of local civil society and government agencies.
•  Extensive knowledge of and experience with Ghana’s smallholder agriculture and agricultural value chains relative to crops, livestock, fisheries, their geographical setting, opportunities and constraints, especially roots and tubers, rice, soybean and cocoa.
•  Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships highly desired.
•  Professional Proficiency in French and previous working experience in Francophone countries is highly desirable.

It is intended that part of this loan will be applied for the recruitment of two (2) Capacity-Building and Linkages Officers (CBLO) for Techiman and Koforidua Zonal offices and one (1) Management Information Systems (MIS) Officer.

Applications are invited from suitably qualified individuals for the position of two Capacity Building and Linkages Officers in the Root and Tuber Improvement and Marketing Programme of the Ministry of Food and Agriculture.

Capacity-Building and Linkage Officer (CBLO) (2 Positions)

The Capacity-Building and Linkage Officers would assist in the implementation of all field-level activities for promotion of linkages, business development, marketing and credit.

The employment contract would be for one year, renewable based on performance. Each Officer will be based at the Zonal Coordinating Office either at Techiman or Koforidua. They will report directly to the respective Zonal Coordinators.

Specific responsibilities will include but not limited to:-

•  Liaise with PCO staff and the respective Zonal coordinators in monitoring and evaluating the activities of the implementing partners
•  Link up with MoFA’s Farmer-Based Organisations Specialist, together and non-governmental initiatives (eg. initiatives for group formation and marketing arrangement) to promote formal and informal organisation of R&T farmers, processors and traders
•  Create awareness of existing and potential opportunities within the Root and Tuber commodity chain
•  Support the Business Development Training and Marketing Specialist (BDTMS) in determining the curriculum and training courses to be conducted in the zone
•  Collaborate with relevant organisations ( NGOs, Implementing Partners) that are involved in training and capacity building activities of RTIMP
•  Arrange training in capacity-building activities
•  Offer support services to the implementing partners (IPs) and Supply Chain Facilitators involved in RTIMP training programmes in the zone
•  Support BDTMS in the identification of markets within the R&T commodity chain
•  Involve in group formation and development to facilitate access of training/capacity building and credit services by target groups;
•  Support and participate in field counselling of target beneficiaries in applying formal business approaches
•  Support and sensitize beneficiaries of the Micro-Enterprise Fund (MEF) in loan repayment
•  Carry out other duties that may be assigned by the National Programme Coordinator through the respective Zonal Coordinators

Qualification Required & Experience

•  Post graduate degree in Agricultural related field or Rural/Social Development Planning
•  3 years working experience in Agricultural or rural development programme
•  Experience in commodity chains of food crops and agricultural-related products
•  Experience in Root and Tuber small scale production, processing and marketing
•  Computer literate especially in software of Microsoft Office
•  Well developed analytical problem solving skills
•  Good communication and presentation skills
•  Willingness and ability to work in a team
•  Proven competence in organisational skills
•  Willingness to work extra hours and sometime on weekends

•  Facilitate the production and broadcast of RR 2.0 promotion programmes by four (4) radio stations

•  Co-ordinate and nurture partnerships with stakeholders in the farm radio industry to ensure networking, sustainability and scaling out of effective RR 2.0 OFSP promotion programme

Qualification Required & Experience

•  A minimum of first degree in Mass communication, Journalism, Media for Development, Arts, Agricultural extension and/or Social Sciences
•  Second degree in project management will be added advantage
•  Related 3-5 years hand on experience in radio broadcasting either as a producer and/or presenter
•  Solid understanding of the radio broadcasting policy and institutional environment in Ghana
•  Understanding of the potential of radio and ICTs in agricultural extension and rural development in Ghana
•  Good communication, writing, networking and interpersonal skills
•  Skills in participatory research approaches, facilitation and community mobilisation

Knowledge, Skills and Abilities:

The Market Policy Action Node is one of five (5) Policy Action Nodes (PAN) organized through the technical and grant support of Alliance for Green Revolution in Africa. The aim is  to enhance market and trade policies in Ghana. The PAN was launched in April 2011 and this first phase will run for 3 years.

There are three major challenge areas of focus for the Market Policy Action Plan Node, that require the work of a consultant to study, review and report on pertinent issues that influence or contribute to these challenges so they can be addressed;

•  Inadequate contract enforcement especially agricultural contracts
•  Lack of enabling environment and incentive system to promote investment in agribusiness and agro-   processing to increase value addition and reduce post-harvest loses
•  Poor organizational and operational capacity of farmer base organizations

Consultancy Study 1:

Consultancy Study 3:

Qualification Required & Experience

Required experiences:

Consultant I:

•  Experience and requisite knowledge in agriculture and policy implementation in Ghana
•  Demonstrated experience/work with Farmer Based Organisation programmes for at least 5 progressive years

Consultant II:

•  Five years Professional experience in post-harvest management or related field.
•  Five years experience in agricultural finance or small and medium scale enterprise finance or related field.
•  A solid research base

Consultant III:

•  5 year experience in agricultural policy planning, legal and agribusiness. Knowledge in agricultural commercial law will be an added advantage
