Job Vacancy For Project Officer At Ministry of Food & Agriculture (Kumasi)

The Government of Ghana in collaboration with the International Fund for Agricultural Development (IFAD) has received a grant from the Special Climate Change Fund (SCCF) under the Global Environment Facility (GEF) towards the cost of implementing a project on Promoting a Value Chain Approach to Climate Change Adaptation in Agriculture.

It is intended that part of this grant will be applied for the recruitment of a Project Officer.

Applications are invited from suitable qualified individuals for the position of a Project Officer for the project – Promoting a Value Chain Approach to Climate Change Adaptation in Agriculture, The Project Officer will take lead responsibility for the delivery of the SCCF programme of work under the overall supervision of the
RTIMP coordinator and will ensure direct coordination with the stakeholders of the  RTlMP at the districts level.

The employment contract would be for one year, renewable based on performance. She/He will be based in the national RTIMP Coordination Office in Kumasi.

Specific responsibilities will Include but not limited to:

•  Overall responsibility of the planning, implementation and monitoring of the SCCF activities (under the supervision and coordination with the RTIMP);
•  Prepare annual work plans and manage the project In accordance with them;
•  With supervision from the RTlMP, coordinate SCCF and IFAD program activities on a regular basis, to ensure complementarities;
•  Propose selection criteria and supervise consultants/subcontractors, maintaining strong quality control and providing advisory support as required;
•  Maintain close coordination/linkages with technical implementation partner (agencies, media companies, private service providers and NGOs);
•  Oversee the design and establishment of channels for regular project information dissemination, sharing, and networking among stakeholder communities (from local to national levels);
Oversee the implementation of the daily SCCF project management activities, in close coordination with the national coordinator of the RTIMP, and the district level (providing them with guidance and coordinating all project activities according to joint AWPB);
•  Supervise the procurement and maintenance of project equipment and development of infrastructure;
•  Maintain close coordination/linkages with the other participating Ministries and relevant agencies; Work closely with the RTIMP and key stakeholders (meteorology department and others) to coordinate the overall implementation of project activities;
•  Oversee the needs assessment and provision of required skills training and capacity building of involved government officials, local authorities, and key stakeholders;
•  Lead responsibility for organising the $CCF project -related meetings;
•  Provide support and guidance to the counterpart at the district level in planning, coordinating, implementing and monitoring project activities (As part of the overall AWPB of the RTlMP). This entails the preparation and monitoring of AWPB in direct manner with the districts (the AWPB of the SCCF will be fully integrated in the AWPB of the RTIMP.

Qualification Required & Experience

The candidate should have a minimum of 6 years of experience with the following skills and knowledge:

•  A first degree in a discipline related to Natural Resource Management, water management, or agriculture. A postgraduate degree would be an advantage;
•  A strong background in and experience working on climate change issues is an asset;
•  Be familiar and have strong proven experience in the implementation of development projects (Project management, M&E, good managerial and technical skills)
•  Have a good knowledge of the different national regional and local government level stakeholder institutions concerned with adaptation to climate change (within government, the private sector, civil society and international development partner agencies)
•  Have the ability to work in a multi-sectoral context.

Communications:

•  Excellent knowledge of English, including the ability to set out a coherent argument in presentations and group interactions;
•  Capacity to communicate fluently with other disciplinary specialists and different stakeholders (civil society, government authorities, local communities, project staff);
•  Computer skills: Full command of Microsoft applications (word, excel, power point) and common Internet applications will be required.

GUIFFA is collaborating with Trias Ghana, a Belgium NGO for the implementation of the 2011-2013 programme to strengthen organizational structures and capacities at regional, district and local levels as well as to improve livelihoods of the membership by setting up a system for service delivery (in guinea fowl production, marketing and credit provision). For effective implementation of this programme, GUIFFA is looking for a programme officer / administrator.

Main duties and responsibilities:

•  Ensure and coordinate implementation of project activities
•  Advise executive members and other members on thematic issues such as guinea fowl production and marketing

Summary:
IPA Ghana seeks an Implementation Coordinator who will coordinate implementation of three major interventions under the Disseminating Innovative Resources and Technologies to Smallholders (DIRTS) study: marketing commercial rainfall index insurance products, marketing agricultural input technology packages and providing community-based mobile extension services. Lead Principal Investigators on the DIRTS study are Dean Karlan and Christopher Udry of Yale University. The study’s interventions are implemented in collaboration with the Ministry of Food and Agriculture, the Ghana Insurers Association and several other partners. Specifically, the Implementation Coordinator will;

•  Coordinate implementation of rainfall index insurance marketing, including designing a marketing protocol and tracking insurance sales and outcomes

•  Coordinate implementation of community-based mobile extension component, including designing an extension protocol and monitoring the activities of community-based extension agents

Role description
As the WAFF cocoa programme continues to expand in Ghana and across the West Africa region, the Project Officers will take responsibility for ensuring that WAFF continues to deliver a professional service to (public and private) partners as well as farmer groups, supporting them to prepare for voluntary certification standards.

In particular, candidates will provide expert advice on how to prepare for cocoa certification activities and will underpin the cocoa programme’s training activities.
Candidates should be flexible to travel across the cocoa producing areas in Ghana (and sometimes to West African Countries).

Responsibilities

Main Activities

•  providing technical guidance for programme partners related to a range of voluntary certification standards;
•  conducting gap analyses and pre-audit assessments to help partners gauge their current level of compliance;
•  co-developing certification action plans;
•  supporting the development of strong internal management systems (IMS) and IMS teams;
•  training and providing technical support/advice to Licensed Buying Companies, Manufacturing Companies, government agencies, NGOs and other cocoa sector stakeholders, focusing on the activities and processes required to achieve certification against voluntary standards;
•  coaching and supporting WAFF’s partners to identify training/capacity needs, and suggesting solutions;
•  co-developing and maintaining a library of suitable adult training materials, for different audiences;
•  delivering training of trainers and to help build understanding and human capacity around voluntary certification standards;
•  Leading and managing farmer organization development projects
•  Liaising between project implementing partners and stakeholders through planning and reporting
•  contributing to a broader strategy to build overall capacity within West Africa on certification issues
•  Other tasks, as required, to support the cocoa programme team and WAFF in general to achieve set objectives.
