General Description:
Seeking candidates for the position of Chief of Party for NetWorks Ghana, a USAID-funded public health program managed by Johns Hopkins Bloomberg School of Public Health Center for Communication Programs.

The successful candidate will be based in Accra and responsible for overseeing, managing, and providing technical assistance for the development, implementation, monitoring, and evaluation of large malaria prevention and control program. The program encompasses LLIN distribution, behavior change communication, advocacy and operations research.

The primary responsibility will be to establish, manage and monitor continuous LLIN distribution systems in Ghana in partnership with the National Malaria Control Program and local implementing agencies. The position requires strong leadership, managerial skills, a high level of independent action, and a focus on innovation and strategic direction in health communication, Ghanaian candidates are encouraged to apply. Specific duties include:

•  Management of the NetWorks Ghana field office. Provide technical, administrative, and financial management and oversight for all in-country office operations and projects including supervision and training of all personnel, logistics, financial reporting, equipment, and project activities. Ensure compliance with JHU and USAID administrative, financial and contractual requirements
•  Oversee design, development, implementation, monitoring, and evaluation of all NetWorks Ghana Program activities
•  Provide technical assistance to USAID funded projects and in-country public, private and NGOs sectors in malaria prevention and control as necessary. This includes responsibility for program design and implementation of mass campaign and continuous LLIN distribution strategies, communication strategies and campaigns that utilize mass media and community participation, as well as preparation of print and audiovisual materials, use of information communication technologies, curriculum design and implementation of training programs, social marketing of LLINs, and advocacy with the public and private sector. This will require technical skills in LLIN distribution and in health communication, community mobilisation and advocacy
•  Establish and maintain partnerships with the public, private and NGO sectors to strengthen programmatic outputs and initiatives
•  Represent JHUCCP in country with USAID and government officials, USAID and government officials, USAID Cooperating Agencies, National Malaria Control Program, international donors, NGO and commercial sector representatives
•  Contact potential donors, make presentations on JHUCCP activities and expertise to explore new business and expand the areas of operation of the project. Seek, select, engage and monitor qualified local, regional, and international consultants and agencies to provide technical assistance in support of JHU or USAID/Washington funded activities, as needed
•  Remain in the close contact with and coordinate all activities through Johns Hopkins Bloomberg School of Public Health Center for Communication Programs
•  Travel within Ghana as needed, to carry out needs assessments, train local partners, and monitor local activities
•  Other duties as assigned. External contacts include donor, government, and key contacts throughout Ghana

This position will be based in Accra, Ghana for approximately two years. Working internationally, work environment may be varied and may or may not include dangers inherent to the area. The employee must occasionally lift and/or more up to 10 pounds

Qualification Required & Experience

•  Master’s degree (M.A.) or equivalent; with eight years related experience and/or training; or equivalent combination of education and experience. MPH, MD, PhD or MA with extensive experience in LLIN distribution systems – highly desired.
•  Experienced project manager with 8 years of experience in technical, financial and administrative oversight.
•  Extensive experience in strategic health communication, LLIN delivery, social marketing, training and/or education.
•  Skilled manger with ability to oversee and motivate staff for sound, effective, results based programming.
•  Experience with management of evidence based programming.
•  Previous experience with USAID policies and procedures.
•  Familiarity with USAID policies and procedures.
•  Ability to work in fast-paced dynamic environment with multiple partners.Flexible and independent.
•  Excellent communication and interpersonal skills. References required.
•  Proficiency with MS Word, Excel, MS PowerPoint, and other standard software

Preferred Qualification:

•  Previous management experience of comprehensive malaria prevention and control programs preferred
