•   Developing and implementing training schemes for training master crafts persons and apprentices to promote effective linkages and collaboration with the private sector, Local Business Associations and non- governmental organisations (NGOs)

In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimiHion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact programme in a transparent, timely, effective, efficient, results-oriented and fiscally sound manner.

Job Description

1) Reports to Distribution Project Director
2) Coordinate with the MiDA team, relevant Implementing Entities, and other cooperating partners, to execute the activities under the Programme Implementation Agreement.

•   Effectively manage relationships between MiDA, ECG, the Ministry of Power and any other cooperating partners involved in implementing the EFOT Project.
•   In close collaboration with the Reform Unit Director, work with relevant
•   Ministries and cooperating partners to advance policy and institutional reform measures necessary for the success of the Project;

3) Reporting and Information Sharing:

•   Provide information and reports on the implementation progress of the Project to the COO, and as necessary to the MiDA Management Team, MiDA Board of Directors and MCC.
•   Prepare, update and monitor all relevant project documents including but not limited to: work plans, procurement plans, detailed financial plans, disbursement requests), risk management plans, and scoping documents {activity descriptions).
•   Provide technical inputs to disbursement requests, terms of reference, bidding documents, technical evaluation reports, and progress reports as required.
•   Coordinate integrated team input on progress reports and updates.
•   Ensure stakeholder participation in Project implementation and represent MiDA in public fora.

4) Technical Leadership

•   Identify resource requirements, bottlenecks, risks, and mitigation strategies, and reports on these to the COO. Also work with the Procurement Director and
•   Procurement Agent to develop procurement plans and oversee technical aspects of procurements related to the EFOT Project.
•   Work with the CFO and Fiscal Agent to process invoices, monitor project cashflow, and ensure accurate disbursement requests to MCC.
•   Evaluate reports from implementing entities on implementation progress and provide technical support to keep the EFOT Project on-track.
•   Effectively manage contracts for consultants and contractors implementing activities under the EFOT Project; these include but are not limited to: guidance and support; review and approval of deliverables; review and approval of invoices and change orders; and coordination and facilitation with key stakeholders to obtain information, approvals, and permits.
•   Performs all other tasks and responsibilities as requested by the COO or CEO.

Qualification Required & Experience

•   Advanced degree in Business, Management, Engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience in a related field (Electricity Distribution Company preferably), including project management experience in large and complex projects as well as projects funded by international organisations.
•   Demonstrated experience of managing and delivering high quality large projects (of at least $30 million) on time and within budget, including experience developing, monitoring and updating relevant project management tools (schedules, budgets, scoping documents, risk management plans).
•   Knowledge of, and experience with, Ghana’s electricity sector, preferably including an understanding of the Generation and Distribution challenges and related development strategies will be an asset.
•   Intimate knowledge of the regulatory and institutional framework that impact the EFOT Project (including EGG).
•   Ability to work closely with specialists in project-level infrastructure/engineering, environmental and social analysis, monitoring and evaluation, procurement, and financial management; Demonstrated ability to collaborate with multi-disciplinary and multi- cultural local and international stakeholders and counterparts.
•   Capable of working with minimum supervision but with a good sense of what threshold requires the involvement of management. Experience in all phases of procurement and contract management required.

Job Description

Qualification Required & Experience

•   Advanced degree in Business, Management, Engineering, or other relevant field of study; Project Management Professional certification (PMP) is a plus.
•   At least ten (10) years of professional experience in the energy sector, in particular managing projects designed to increase access to electricity in unserved/underserved communities.
•   Demonstrated history of managing and delivering high quality projects on time and within budget, including experience developing, monitoring and updating relevant project management tools (schedules, budgets, scoping documents, risk management plans).
•   Knowledge of, and experience with, Ghana’s electricity sector, preferably including an understanding of issues of electrifying unserved and underserved communities.
•   Knowledge and understanding of challenges and opportunities of infrastructure service delivery in urban and peri-urban areas in Ghana in general and electricity service delivery in particular.
•   Intimate knowledge about international best practices in the promotion of social inclusiveness in electricity services delivery.
•   Demonstrated experience and ability to coordinate project implementation with key stakeholders including government institutions, distribution utility companies, civil society organisations and the communities at large.
•   Demonstrated experience as a leader and in consensus building; strong capability to multi-task and manage multiple work streams simultaneously. Ability to work closely with specialists in project-level infrastructure/engineering, environmental and social analysis, monitoring and evaluation, procurement, and financial management; Demonstrated ability to work collaboratively with multi-disciplinary and multi-cultural local and international stakeholders and counterparts.

Project Description
The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job summary:
RING seeking is seeking an experienced professional to fill the position of WASH Officer. This project will focus on local government capacity building, livelihood and nutrition promotion in the northern region of Ghana. The WASH Officer will monitor district-level WASH activities in line with RING mechanisms in collaboration with District Assemblies. The WASH Officer will provide direct technical assistance to district-level WASH activities, focusing on implementation, quality review, attendance at trainings, follow-ups on implementation by trainees, and competency criteria in RING districts. This position will require a background in WASH with project management experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The WASH Officer provides technical support by developing and managing the implementation of the water and sanitation section of the RING project through his/her main duties as follows:

•   Provide support to partners’ staff to plan, budget and implement water and sanitation program activities.
•   Develop training programs and facilitate training of staff of partner organizations and project committees;
•   Develop and review manuals guiding the implementation of water and sanitation activities; and undertake regular community and partner visits to offer technical support in the implementation of WASH-related programs.
•   Assist RING partners in water and sanitation infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•   Work with RING partners to collect and maintain technical records in compliance with government requirements and any additional requirements;
•   Identify new opportunities and network with WASH partners to integrate and strengthen WASH activities within local WASH systems and community services in collaboration with District Assemblies.
•   Monitor performance of WASH activities in line with outputs and outcome indicators and document challenges and lessons learnt on water and sanitation interventions.
•   Participate in MID year and Annual review meetings of Partners
•   Facilitate partners to develop impact/success stories accompanied with pictures on WASH intervention
•   Review reports from partners and Provide written programmatic and technical reports as required by RING.

•   Develop, monitor and review the competitive bidding and selection processes.
•   Review bid proposals and specifications, compose requests for management action and recommend purchases requiring management or Board approval.
•   Give direction and guidance to management, staff, and vendors on procurement and stores regulations, policies and procedures.
•   Coordinate the award and negotiation of contract terms, pricing   and   payment   schedule,   ensuring   that   the agreements with the vendors/suppliers are commercially beneficial to the company.
•   Manage and resolve business  conflicts between the company and the vendors/suppliers.
•   Liaise with user-units for quality assurance of goods and services.
•   Ensure the effective and efficient clearing of goods from the ports in liaison with clearing Agents.
•   Apply for the necessary Exemption documents for the Clearing Agents to execute their jobs.
•   Direct and monitor the effective management of the Central Stores and all other stores of the company.
•   Liaise with functional areas to ensure sufficient stocks of materials at all times.
•   Establish priorities,   assign   workloads   and   monitor achievement of set targets in the Department.
•   Prepare and implement the Budget of the office of the Materials Department

Qualification Required & Experience

•   A recognized University Degree in Engineering.
•   Post-graduate qualification in Purchasing and Supply, Logistics or Materials Management.
•   Membership of a recognized purchasing and supply professional body (e.g. CIPS)
•   A minimum of eight (8) years post qualification working experience in purchasing and supply, at least five (5) years of which should have been in a senior management position.

Age limit:
The candidate should not be more than 50 years old by 31st December, 2015.

Knowledge and Skills:

•   In-depth knowledge of the public procurement law, ordinances, rules, regulations, and other requirements governing the public procurement activities in Ghana.
•   In-depth knowledge of the procurement and stores procedures, rules and regulations of bilateral and multilateral donors/agencies.
•   Strong negotiation and contract management skills.
•   Ability to develop and maintain strong professional relationships with internal and external stakeholders and work effectively with all categories of employees.
•   Ability to work in a fast paced and often pressured environment.
