Profile
The Workshop Manager will report to the Technical Director. He/She will be responsible for following main activities:

•   Providing assistance and advice in ensuring compliance with the guidelines and processes of Volvo;
•   Optimize human and material resources available;
•   Plan on a daily basis depending on the work tools and human means available;
•   Ensuring quality of work and ensure the productivity of the team;
•   Communicate daily management planning workshop with loading times available by mechanics;
•   Communicate a weekly activity reports (“Weekly Report”) to the direct management and SMT Europe (technical support);
•   Make a point of daily progress with technicians & mechanics to adjust the workload workshop to the work in progress and absences. Learn advisor and coach his team to maximize the performance of each;
•   Responsible for the effective management of claims and guarantees ensures that any file sent to SMT Europe and completed with accurate information;
•   Answer questions from dealers / authorized agents & branches on Rules and DGS (no authority to approve applications for this manufacturer’s warranty is provided by SMT Europe);
•   Explain the denial of coverage to customers, manage litigation cases (request for reconsideration or explanation) with the support of SMT Europe;
•   Distribute the work on a daily basis depending on the skills required, emergencies and constraints;
•   Ensure completion of the work while following the availability of parts and their availability;
•   Follow the progress of the operation and check the quality of services and compliance to the sales order and processes provided by Volvo;
•   Assess the cause, cost and delay further work identified by the mechanic / Technicians and communicate to clients;
•   Communicate with management to file comments and test results for billing;
•   Analyze performance indicators and provide a monthly basis to Technical Support in Brussels;
•   Compliance with norms, standards and values of the Volvo Group and promoting the image of SMT with customers and prospects.

Qualification Required & Experience

•   Minimum HND Mechanical Engineering with a minimum of 5 years’ work experience in a technical, operational and supervisory delivery role.
•   Formal training in Trucks and Construction Equipment operating

A post graduate degree in Sanitary Engineering or related field will be an advantage.
•   Experience in the supervision of plant maintenance activities will also be an asset.

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

The Millennium Development Authority (MiDA) is  seeking to engage qualified persons for the Chief Operating Officer (COO) position in the MiDA, on a fixed term contract of five years, renewable yearly.

Reporting to the CEO, the responsibilities include:

•   Responsible for day-to-day management and implementation of the Compact Program and the operation of MiDA.
•   Provide operational and strategic advice and support to the CEO.
•   Lead the Project Directors having direct program implementation responsibility during the implementation phase in attaining the compact objectives
•   Coordinate, manage, and oversee the preparation of periodic administrative, compliance, and implementation reports to be submitted to the Board of Directors and to MCC
•   Formulate implementation plans, including the preparation of budgets, disbursement request packages, work plans, procurement plans, and monitoring and evaluation (M&E) plans, to be submitted to the Board of Directors and to MCC.
•   Provide leadership, coordination, and day-to-day management for operations and program implementation, including environmental and social protection, gender integration, public outreach and communications.
•   Ensure that the operations of MiDA are in full compliance with local regulations and with MCC requirements and standards.
•   Serve as the primary liaison between Compact operations and procurement, financial management, legal affairs, and monitoring and evaluation (M&E).
•   Ensure continuous improvement of operational efficiency in Compact implementation.  Use appropriate information produced by the MiDA staff to provide recommendations, mid-course corrections, and lessons learned to MiDA and MCC.
•   Supervise various division directors to ensure effective program management, exchange of relevant information, identification and management of risks, and compliance with MCC requirements and standards.
•   Manage the work of MiDA employees using standard results-oriented evaluation methods and performance-based awards and make recommendations to the CEO on staff retention and related issues.
•   Provide feedback and input to the CEO to communicate with the relevant government and other agencies to ensure dissemination of critical information, commitments of resources, and the timely completion of tasks related to implementation of,the Compact program.
•   Act as officer-in-charge in the absence of the CEO.

Qualification Required & Experience

•   Must hold an advanced degree or its equivalent in Engineering (highly desired), economics, business administration, or public administration.
•   Fifteen (15) or more years of relevant operational experience, ten (10) of which is in a senior management position in a reputable private organisation (preferably in the energy sector (electricity utilities) and/or government agency handling fast-paced, complex and multi-disciplinary business processes, including electrical engineering or technical activities.
•   Demonstrated experience and proven management skills in managing a department or unit with at least fifteen (15) personnel.
•   Familiarity with Ghanaian government financial management and/or donor project management system is a plus
•   Capability of building and maintaining productive relationships with a range of actors,including national and local government officials, civil society organisations, and international donors.
•   Experience in implementing programs and projects involving development-partner assistance and knowledge of international competitive bidding rules.
•   Experience in results-focused project management.
•   Familiarity with MCC policies and procedures will be an advantage.
•   Computer skills in word processing, spreadsheets, the Internet, and familiarity with project management and Management Information Systems.
•   Excellent written and verbal communication skills in English
