Job Description

•   The Finance Manager will ensure thatt all financial data and reporting are within the corporate financial guidelines and directions, donor requirements, accounting and reporting regulations aimed at a complete and up-to-date insight on the (financial) performance of the country and projects.

Responsibilities include:

•   Finance Strategy for country and projects: Contribute to the formulation of the Financial and Accounting strategy of the country. translate business requirements in Finance functional requirements for the country. balancing country interests, relevant regulation and Corporate standards and guideltnes, and develop country Finance strategy as well as contribute to development of the country strategy and management agreement.
•   Management and Financial Advice: Provide Stcrategic advice on the financial management and performance indicators and related legal issues in order to support in business decisions and act as an effective business partner within the country.
•   Financial Planning and Control Cycle: Prepare and communicate on budgets, formulate, communicate and monitor procedures, guidelines and work instructions for financial administration for the offices. within the guidelines of the Corporate controllor and corporate standards. Also contributes to the development and finalisation of all project budgets.
•   Financial Administration and Accounting: Consolidate financial data for the country funds, ensure processing of accounts payable and accounts receivable, Tax related requirements carry out reconciliation of administrations, manage the ledger accounts as well as manage and maintain cash and liquidity levels, aligned to financial regulations. SNV financial standards and guidelines of the Corporate Controller, and ensure relevant registration and documentation and archiving.
•   Management Reporting: Collect, review and analyse and interpret (trends in) financial and non-financial data, draft financial and administrative reports on country/office/fund/donor financial and non-financial indicators, using the corporate/project reporting formats and within guidelines of the Corporate controller.
•   Management Of Team: Develop and innovate work methods and procedures, manage budget and lead and/or participate in relevant projects as well as organise, recruit, develop and motivate staff of own team.
•   Internal Control: Conduct internal compliance and control assessments, identify and address risk areas and implement measures to minimise the risk of irregularities, coordinate audits, based on corporate compliance and audit procedures and in consultation with Field Finance Officers and country management team.
•   Information Services: Provide financial data and analyses to relevant internal and external parties as input for further decision-making and handling as well as answer questions regarding financial administration and data, based on requests and corporate procedures as well as monitor the delivery of services within the country, based on the Service Level Agreement with other external service providers.

Qualification Required & Experience

•   Master’s qualification in Finance, Accounting or related disciplines
•   Five to seven years of proven relevant experience in similar positions position

Job Summary

•   International Cocoa Initiative (ICI) – Terms of Reference, Finance Associate, ICI Ghana
•   The International Cocoa Initiative Finance Associate supports the National Coordinator (NC) with the management of Finance for the National Coordination Office based in Accra, Ghana and ICI’s operations in-country.
•   The Finance Associate is in charge of ensuring the effective and efficient financial operations of ICI’s operations in Ghana. The Finance Associate supports in particular the NC with the accountancy and financial management of ICI operations, tracking and monitoring of the National Coordination Office, Direct Implementation Budgets and project budgets. The main duties will include preparation of and follow-up on budgets; initialing all orders and payments, accounting/bookkeeping, financial reporting and liaising with the general secretariat in Geneva and external partners (NGO partner organizations, auditors, tax administration, etc.); and keeping all financial and accountancy documents up to date.

Financial Responsibilities

•   Responsible for the accountancy and financial management of the National Coordination Office and ICI Operations in Ghana and for ensuring duties instructed by the NC and the ICI Secretariat are fulfilled:

To provide support in particular with:

Accountancy:

•   Responsible for bookkeeping, covering among other payables and receivables, petty cash;
•   Supervise all control duties (Secretariat, bank, service providers and auditors);
•   Set up balances and make sure the office accountancy is in conformity with the national requirements as well as ICI’s requirements and policies
•   Issue all accountancy, tax and social declarations to the competent authorities;
•   Suggest any improvements in the accountancy procedures
•   Process payment of salaries, allowances, travel claims and other payments to ICI Ghana staff, vendors and other claimants;

Financial management / Budget review:

•   Examine the budget component of all project proposals received in the coordination office, matching each budget line with the planned activities
•   Support the preparation of  project budgets as needed
•   Support the preparation of the national coordination budget together with the national coordinator and other officers
•   Support the mid-year budget review process
•   Perform regular monitoring  of Direct Implementation expenses, which may include visiting offices in the various districts
•   Review staff liquidations as per ICI Financial Procedures

Financial policies and procedures:

•   Maintain proper accounting files on budgets, cash advance requests, liquidations, receipts (archive) and bank statements or balances; help put in place an archiving system;
•   Advise the NC and the Financial Manager on appropriate reforms to financial policies management in accordance with national laws
•   Support the development of ICI Ghana –specific financial policies, under the supervision of the NC and in coordination with the Finance Manager
•   Support ICI Ghana personnel in their understanding of financial rules and policies and ensure all staff comply with those
•   Give support to finance management related issues.

Financial Reporting:

•   Prepare and submit Coordinating office and DI monthly expenses and cashbook reportsto ICI Secretariat
•   Prepare financial reports on a quarter/annual basis as needed
•   Perform other duties as assigned by supervisors.
•   Provide support to the NC and Finance Manager for the yearly external audit

Qualification Required & Experience

•   Professional accounting qualification with 3-5 years relevant work experience in leading the finances, ideally for international NGOs.
•   Experience required: Accounting, Budget development, monitoring and analysis; Financial tracking and Financial reporting.

•   Knowledge of accounting software

CARE International in Ghana is seeking a qualified candidate to fill the position of Finance and Grants Manager – Northern Ghana Governance Activity Project (NGGA). The NGGA initiative in Ghana is part of CARE Ghana program that seeks to promote and strengthen responsive governance for improved agricultural development in Ghana. CARE is the lead implementer in a consortium for the capacity building intervention located in 26 target MMDAs of the Northern, Upper East and Upper West Regions of Ghana. The NGGA consortium brings together first-hand knowledge and expertise in evidence-based, gender responsive development programming in Northern Ghana to empower poor women and smallholder farmers to promote more productive and equitable engagement in Agriculture through training, networking, advocacy and joint action. This Northern Ghana Governance Activity is being implemented with the generous support of the American People, through USAID.

JOB SUMMARY

•   To oversee and coordinate all project accounting transactions so that funds for project operations are available on time and are accounted for correctly consistent with the rules and regulations guiding the use of USAID funds. The Finance and Grants Manager will be based at the National CARE – NGGA Office in Tamale and would be expected to undertake regular travels to project target districts/communities across the project districts in Ghana.

Key Responsibilities

•   Coordinate all the project accounting transactions so that fund for the project operations are  available on time and are accounted for correctly
•   Coordinate and consolidate all expenditure of the project and sub-office and submit monthly cash budget to Accra for cash transfer to the project office bank account;
•   Prepare all disbursement, adjustments, receipts Vouchers and cheques for signature;
•   Pay staff, suppliers and service providers and obtain receipts against same;
•   Check all advance justifications including supporting documentation and prepare AJEs for approval in Accra;
•   Request and reconcile the monthly bank statements, and inform the and CARE MO in case of anomalies;
•   Assist and facilitate the annual budget preparation for the NGG project;
•   Monitor expenditures against budgets and inform the COP of the major discrepancies;
•   Assist COP to abide by donor conditionalities with regards to project expenditure;
•   Provide support in preparation and revision of project budgets prior to submission to the donor;
•   Provide cost analysis information as require by COP;
•   Prepare and coordinate the preparation of periodic reports to the donors and key stakeholders as required by contracts meeting all reporting deadlines;
•   Conduct financial capacity assessment of partners;
•   Assist in the drafting of local NGO partners MoU and Sub-recipients agreement with consortium members;
•   Provide financial capacity building support to partners;
•   Assist partners (consortium members and CSOs) to maintain appropriate books of accounts, documentation and ensure proper accounting for CARE and USAID funds;
•   Advise project managers and Sub-office Coordinator on partnership financial management issues;
•   Review partners reports and records to ensure that CARE funds are used judiciously and to the maximum benefit of the CARE project/component;
•   Keep track of CARE funds with partners (consortium members and CSO’s);
•   Assist in reviewing and liquidation of sub-grantees expenditure.
