Key Responsibilities:

•   Oversee and champion the articulation and development of the finance strategy ensuring alignment with the company’s overall strategy and business objectives
•   Drive the development and implementation of long-term and short-term financing strategies relating to capital sourcing, capital management and investment to maximise shareholder value in consultation with the Board and CEO
•   Oversee the preparation of the corporate budget as well as the department’s annual budget and monitor implementation
•   Design and implement strategies and mechanisms to safeguard the assets (liquid and fixed) of the company
•   Identify risks and long-term financial implications of intended corporate projects / initiatives, and advise the Board and other Management committees accordingly
•   Evolve and implement robust cost management strategies to monitor and control organisation-wide costs
•   Plan, direct and coordinate the implementation of effective accounting and financial policies, procedures and reports to ensure sound financial management and control as well as compliance with reporting standards, management requirements, and applicable regulatory requirements
•   Coordinate timely preparation of financial statements and ensure that the statements reflect The company’s financial position in compliance with statutory and regulatory
Oversee third party financial relationships with auditors and critical stakeholder interfaces with with particular respect to the Board, the Ministry of Communications, National Communications Authority and Ghana Revenue Authority.

Qualification Required & Experience

•   An MBA or a  master’s degree in Finance or Accounting
•   A chartered Accounting certification (ACCA, CIMA, CFA or a relevant professional body)
•   Minimum of 10 years experience related to Accounting/Finance with at least 5 years in a management position.
•   Experience in a telecommunication environment will be an advantage.
•   Essential Skills, Knowledge and Abilities
•   Extensive experience in leading and/or the delivering commercially focused financial solutions
•   Fully functional with all aspects of financial and cost accounting, reporting, treasury, tax and inventory management
•   Ability to negotiate complex commercial outcomes with a strong executive presence and ability to identify the true long term value propositions and opportunities
•   Excellent communication and interpersonal skills coupled with a strong ability to influence both internal and external stakeholders

Reporting to the Chief Finance Officer, the role holder will be responsible for the accuracy and completeness of revenue streams by detecting revenue leakages and implementing preventative measures to mitigate these revenue leakages. A key driver in process improvement, providing assurance for key revenue streams designing and implementing business controls to better identify and recover revenue loss.

Key responsibilities:

•   Develop a revenue assurance and fraud roadmap identifying strengths, weaknesses, threats and opportunities within the current platforms being used in the industry
•   Develop and implement a revenue assurance and fraud strategy
•   Liaise with Risk Management unit to establish control policies and procedures for all areas of risk and revenue loss
•   Create and maintain a risk register for all identified and potential risks
•   Define and implement control procedures to mitigate identified risks and revenue loss scenarios
•   Implement essential automated tools/solutions, to test for and monitor leakage and the adequacy of business rules
•   Develop and implement adequate test scripts for commercial initiatives  and other revenue impacting configuration before roll out
•   Conduct pre- and post-risk assessment of all new products and facilitate the implementation of required controls to correct identified risks
•   Manage the review of UAT and post implementation review of all products and services, charging and billing systems migrations
•   Actively seek revenue leakage within the company Ghana and work with internal stakeholders to plug leakage and ensure future revenues are assured
•   Develop, implement and monitor revenue assurance KPIs, including ones that monitor billing accuracy of all existing bill plans as well as new commercial initiatives
•   Develop and implement RA and Fraud reporting dashboard for all KPIS.

Qualification Required & Experience

•   First degree in a numerate discipline (Accounting, Actuarial Science, Mathematics, Computer Science, Engineering, etc.) Chartered Accountant or an MBA
•   Certified Information Systems Auditor would be preferable
•   Finance, Auditing, Revenue Assurance or related assurance work experience
•   A minimum of six (6) years financial, operational and information technology experience with a telecommunications service provider.

Skills and Experience  

•   Significant experience in telecommunications products, services, rates, tariffs, regulations, service level agreements, Telecommunications consulting/audit background
•   Significant experience with order provisioning, customer care, usage processing and telecommunications billing processes, systems and interfaces
•   Experience with process mapping and understanding data models
•   Ability to perform risk assessments of products and services pre- and post-implementation
•   Experience in revenue assurance, systems audit, information technology services and business process reviews
•   Ability to quantify revenue impacts of issues that may arise on the prepaid and postpaid platforms
•   Knowledge of Financial Reporting
•   Experience in use of data analytic tools
•   Project Management Skills.

•   Telecommunication experience will be an added advantage.

•   Comprehensive knowledge of risk management practices and principles

Job Summary

CCA is implementing a five-year project, FOSTERING-Food Security through co-operative in Northern Ghana, funded by the Canadian International Development Agency (CIDA) and developed in partnership with SEND Ghana and the Ghana Co-operative Credit Union Association (CUA). The anticipated project will increase sustainable and gender equitable food security for over 42,000 men and women in eight districts in the Eastern Corridor of Northern Ghana.

CCA seeks to hire highly competent dynamic and experienced finance and administration officer for its operations in Northern Ghana Reporting to the Country Manager, he/she is responsible to ensure all administration, accounting and documentation of all financial transactions in timely and accurate manner. In addition, the finance officer will ensure CCA compliance of all financial expenses at the field level He’she is expected to provide ongoing support to CUA and SEND finance officers to help them comply with CCA requirements. Moreover, the F&A officer will work and collaborate with CCA senior finance office in Ottawa.

Essential Job Responsibilities:

•   Adhere  to  CCA/DFATD  mandated,  procedures, reporting timelme and controls,  mduding.
•   Procurement.   Asset   Management,   and   Finance procedures.
