Salary is commensurate with experience.

Qualification Required & Experience

•   At least five years of experience working in West Africa on access to credit and financial services related to SMEs and agricultural export/trade promotion
•   Experience with letter of credit, factoring, collateral management, grain warehouse receipts, credit guarantees and alternate guarantee mechanisms the use of technology to facilitate access to finance innovative financial product development and crop instance.
•   Demonstrated capacity to structure deals, including out grower schemes and value chain approach, partnering with patient capital and equity fund, leasing companies, etc
•   Good knowledge of regional banks and their SME and agriculture programs, such as the EBID and BOAD
•   Experience analysing economic and financial sector policies and regulations.
•   Experience providing policy advice and training in areas such as economic policy and finance, development.
•   Experience working throughout  West Africa
•   Experience working with USAID, ECOWAS, and other regional bodies
•   Fluency in English
•   Knowledge in French is a plus

(JSI) has received funding from the United States Agency for International Development to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in northern Ghana with a focus on strengthening the treatment and preventive nutrition services in health facilities, and overseeing the implementation of specific tasks that strengthen community based nutrition improvements.

Job Title: Finance and Administrative Officer (FAO) (Job: GH-441412)

Job Summary

The Regional Finance and Admin Officer will have responsibility for supporting all aspects of Finance and administration of the SPRING’s Northern Region Office. This includes supporting the Finance and Administration Manager in maintaining Regional office Financial systems, (Standard Accounting Practices), compliance to USAID rules and regulations, financial reporting, financial operating policies and finance manuals, maintaining all relevant ledgers, prepare staff payroll and submit all tax, social security and pension payment, managing bank accounts, preparing for audits, assisting and monitoring budget development procedures. Have over sight responsibility of all financial and administrative functions.

Reporting Relationship

The FAO reports to the Finance and Administration Manager based in Tamale, Ghana.

Major Duties and Responsibilities include, but are not limited to:

•   Assist with managing financial transactions including payment to vendors, travel reimbursement for office staff, preparation of monthly salary disbursement, and request for funds transfer from Accra Office, prepare bank reconciliation reports, and monitor the petty cash reimbursement system.
•   Maintain all necessary accounting records (e.g. general ledger, balance sheet, trial balance, fixed assets and depreciation, etc) as appropriate and ensure they are acceptable for annual audits. Specifically, post all transactions to expense report prepare pre import function for the monthly report, post all transactions from payment vouchers to statement of account, prepare monthly bank/ advance reconciliation.
•   Prepare all forms for withholding tax, make deductions from invoice payment, submit report to Finance & Admin Manager (FM) obtain CD/VAT/NHIL vouchers from vendors, submit it to FM for exemption certificate.
•   Assist in Tamale office setup.
•   Contract with vendors to provide services, such as food service, logistics for workshops and training in the region. Visit facilities to collect reports, event tracking forms etc.
•   Any other duties as may be assigned by the Finance and Administration Manager.

•   Ability to work independently with minimum supervision in a multi-cultural environment.
•   Excellent written and verbal communication, analytical, decision making, problem solving and administrative skills.
•   Must be able to juggle multiple assignments, meet deadlines, work flexibly in a dynamic, fast paced environment and maintain sense of perspective.
•   The position requires a fair minded, people oriented and caring individual with excellent interpersonal skills and sensitivity to diversity.
•   Successful experience in similar jobs.
•   Required computer skills included MS Office (minimum Word and Excel), computerized accounting system (Quickbooks) and internet.
•   Excellent organizational skills and attention to detail.
•   It requires a highly motivated individual with a strong customer service orientation and a demonstrated commitment to JSI’s organizational values and financial regulations.
•   Experience working with USAID funded projects

Key Performance Areas

•   Preparation of quarterly management accounts

Qualification Required & Experience

•   A first degree im Business Administration plus a second degree in Finance / Accounting and/or professional qualification in CA (Ghana) or ACCA

Work Experience

•   Should have (5) years relevant post qualification experience of which three (3) years must be at a senior level

Essential skills

•   Must have excellent computer skills with good knowledge of an accounting software, preferably ACCPAC, Oracle Financials or SAP
•   Must have good analytical skills and organisational problem-solving skills
•   Must be a good leader
