Agricultural Finance Specialist, Ghana

We are currently seeking an Agricultural Finance Specialist for an anticipated USAID-funded project, the Financing Ghanaian Agriculture Project (FinGAP). FinGAP will address one of the key constraints that restrict the development of commercial agriculture in Ghana—access to finance. Together with local and international partners and in support of USAID/Ghana’s Feed the Future initiatives, ACDI/VOCA will identify and develop socially inclusive agriculture-related finance and investment. The first component, an Agribusiness Development Unit, will support agricultural enterprises to develop their ideas and create well-managed, financially sustainable operations, which will generate a pipeline of potential investment opportunities. The second component, an Agricultural Finance Unit, will provide capacity-building support and incentives to financial institutions (FIs) to expand their capacity to undertake agriculture-related investment. Together, these interventions are expected to mitigate perceived and actual risks to agricultural lending and increase the availability of finance for agriculture-related investments.

The Agricultural Finance Specialist will be responsible for overseeing capacity-building activities with partner FIs and potential investors, and managing the financial incentives facility to encourage growth of agricultural lending and equity investment portfolios and enhance the financial sector’s ability to serve its rural and agricultural clients. Position is contingent upon ACDI/VOCA being awarded the program.

Responsibilities:

•  Establish relationships with FIs and oversee the provision of technical assistance, advisory support services and mechanisms to incentivize agricultural finance to partner FIs
•  Manage relationships with existing government bodies and development partner programs where opportunities to facilitate agricultural finance exist outside of FinGAP
•  Build strategic partnerships with key private sector actors and investors and pursue opportunities where project support can improve their investments and operations in the agricultural sector, with a focus on target agricultural value chains
•  Design and implement activities that support and improve investment, productivity and competitiveness in targeted agricultural value chains, building upon existing credit guarantee programs where appropriate, with an initial focus on medium-sized transactions
•  Form strategic partnerships and provide effective management, compliance and support to local partners and subrecipients
1) Assess the impact of financial products, strategic partnerships and pilot efforts and make adjustments as needed to expand the outreach of finance providers to underserved markets
2) Address obstacles to finance faced by women and ensure outreach is gender inclusive
3) Provide effective management, compliance and support to local partners and subrecipients
4) Contribute to the development of reports for the donor, the host country and/or ACDI/VOCA

Qualification Required & Experience

•  An advanced graduate degree such as a master’s degree or Ph.D. in business, investment finance, microfinance, business administration and/or business management, or economics
•  Minimum of five years of experience working on donor-funded international development projects and an established track record of achieving results within challenging working environments
•  Minimum of seven years of experience in commercial banking and agricultural finance
•  Strong knowledge of financial sector and investment climate in Ghana and experience with SME finance and agribusiness development in West Africa
•  Experience with credit guarantee mechanisms and the ability to provide technical assistance to banks to support these programs; familiarity with USAID’s DCA program is preferred.
•  Ability to manage a variety of program activities (including grant funds), evaluate interventions and scale the most successful initiatives
•  Demonstrated ability to collaborate, willingness to innovate and ability to think systematically
•  Strong communications skills (oral, written, cross-cultural)
•  Fluency in English

Introduction:
The Rural Enterprises Programme (REP) is part of the Government of Ghana’s (GOG) effort to reduce poverty and improve living conditions in rural areas by improving infrastructure, technologies and skills needed for private sector development. The REP has been designed to upscale nationwide, the successful achievements of Rural Enterprises Project Phases I and II (REP-1 & REP-II). REP has 4 main components namely

•  Creation of Business Development Services;
•  Development of Agricultural Commodity Processing Infrastructure
•  Creation of Enabling Business Environment and
•  Programme Co-ordination and Management

REP is to be implemented in at least 161 districts nationwide. The Programme is co-financed by the Government of Ghana (GOG), the International Fund for Agricultural Development (IFAD) and African Development Bank (AfDB). A Programme Coordination and Management Unit (PCMU) has been established in Kumasi to oversee the day-to-day activities of the REP.

Qualified and Experienced Staff are urgently required to fill vacant position stated above at the PCMU in Kumasi. All PCMU appointments are Contract-based and reviewed yearly or as otherwise stated in Continuity of Contract will be based on acceptable annual performance rating and also the need for the specific expertise at the PCMU at the time.

He/She will generally have technical responsibility for the Access to Rural Finance and Institutional Development (ARFID) component and will report directly to the National Director. The RFID Manager will generally have responsibility to:

•  Improve the access of rural MSEs to sustainable, affordable financial services and to strengthen the capabilities of rural financial institutions (especially Rural and Community Banks [RCBs] to appraise and service loans to MSEs and the ARB Apex Bank to manage wholesale funds on an increasingly commercial basis and monitor their performance under a co-ordination framework;
•  Expand and strengthen partnership building between REP with MSE support institutions countrywide and provide holistic support for rural MSEs to grow on a sustainable basis

Our work is underpinned by USAID/Ghana’s Strategic Objective 5, “Strengthened Democratic and Decentralized Governance through Civil Involvement.” LOGODEP is being implemented by MSI, an international development consultancy company based in Washington, DC, in close collaboration with SNV, a Dutch development organisation with strong presence and experience in Ghana.

We work in the 17 MMDAs to:

•  expand public participation in local governance
•  support targeted districts to increase the amount of funds they generate internally; and
•  achieve comprehensive development planning for local districts

Introduction:
Brief description of the LOGODEP Program:
The Local Governance and Decentralization Program (LOGODEP) is designed to advance USAID/Ghana’s Strategic Objective 5, “Strengthening Democratic and Decentralized Governance through Civil Involvement”.

LOGODEP seeks to support MMDAs and Regional Coordinating Council in implementing the decentralization policy as provided for in both the Constitution of the Fourth Republic of Ghana and the Local Government Act (Act 462)of 1993. The main focus of LOGODEP is to support a sustainable decentralized bottom-up planning, decision-making and implementation process through the training and capacity building of development agents at the district and community levels. In addition, LOGODEP aims to assist MMDAs in improving their capacity in financial management; economic development promotion; integration of decentralized departments into the assembly system; and to support sub-district structures to undertake their roles and functions.

LOGODEP seeks to improve existing service delivery systems at MMDA level, through the provision of training and technical assistance, and to widen the decision-making base by ensuring greater participation in the development process at community, sub-district and districts levels.

LOGODEP will actively support the on-going efforts of the District Assembly to improve internal capacities and to foster operational linkages with sub-district structures, decentralized sector departments, NGOs/CBOs and the private sector, as a means of ensuring decentralized management and citizen participation at the district level. The program is targeting all the 17 MMDAs of the Western Region and will also support the Regional Coordination Council in playing a more pronounced role in the technical backstopping of the District Planning Coordinating Units and its follow up of compliance issues.

An international organization is currently recruiting for the position of Project Finance Manager for a new project in northern Ghana. The incumbent will work out of the project’s head office in Tamale, Northern Region.

PROJECT OVERVIEW
The ultimate outcome of this 6-year project is to enhance food security and resilience for poor male and female smallholder farmers (35% male/65% female) and their households in the three northern regions. This ultimate outcome is to be achieved through increased, diversified and more equitable agricultural production; and increased, diversified and more equitable incomes and assets.

POSITION SUMMARY
Reporting to the Project Director in Tamale for administrative matters and to the organization’s Director of Finance in Canada for functional matters, the Project Finance Manager is responsible for overseeing the day-to-day financial operations of the project in Ghana.

The Project Finance Manager is primarily responsible for maintaining accurate accounting and financial records, preparing financial reports and statements on a regular basis, preparing and monitoring budgets, and ensuring that financial policies and procedures are followed, including while procuring goods and services.

The Project Finance Manager will be responsible for the implementation, administration, maintenance and management of financial systems as well as the training of staff in the project’s head office in Tamale and the regional offices in Wa and Bolgatanga.

Essential duties and responsibilities include:

• Establish and maintain accurate and timely financial records and audit trails for the project’s Ghana operations;
• Manage and ensure compliance with the overarching regulatory and contractual obligations (e.g. financial, human resources and legal) of the project’s Ghana operations;
• Ensure monthly and timely reconciliation of all asset and liability accounts including resolution of discrepancies;
• Ensure timely and accurate financial reporting as required, including Quarterly Requests for Advances;
• Ensure timely and complete budgeting processes are implemented, including variance analysis and guidance on managing the expenditures and managing the project cash flow;
• Provide overall financial management advice and technical assistance to the project team in northern Ghana as required;
• Oversee foreign exchange transactions and accounting;
• Review incoming financial reports from partner organizations and ensure accurate booking to the project’s Ghana accounts;
• Participate in financial monitoring of partner organizations;
• Participate in and support audits as required; and
• Other relevant duties as assigned.

Qualification Required & Experience

• A Master’s degree in Finance or related field is preferable; bachelor degree with extensive relevant experience accepted.
• Professional Financial/Accounting qualification (CA or equivalent).
• Minimum 8 years of relevant experience post qualification in accounting, management and monitoring, preferably with large international development programs.
• Substantial experience (3 years or more) building capacity of staff in finance and accounting.
• Experience with international donors’ contributions financial and administrative management preferable; experience with CIDA a definite asset.

REQUISITE KNOWLEDGE, SKILLS AND ABILITIES

• Proficient in Microsoft office packages, and computerized software applications.
• Excellent financial and analytical skills.
• Knowledge of International Financial Reporting Standards, control standards and the reporting requirements of major international donors.
• Must be detail oriented and capable of working independently.
• Ability to manage a financial/administration team across several sites and demonstrate leadership, versatility, and integrity.
• Knowledge of the agricultural sector and financial management issues specific to it an asset.
• Ability to monitor and evaluate financial and monitoring skills of partner organizations and to provide capacity building support, as required.
• Good written and spoken English.
• Ability to travel to regional offices in northern Ghana
