Perseus Mining is a dual listed (Australia, Toronto) gold miner and explorer focused on the West African region. Perseus Mining (Ghana) Limited (PMGL) has recently commissioned the world-class Edikan gold project in the Western Region of Ghana. Edikan Gold Mine (EGM) has a current mining reserve of 3.3M oz of gold from a resource base of 4.3M oz. The Edikan processing facility has been designed as a 5.5Mtpa processing facility with the ability to expand this to 7.9Mtpa in the future. The plant is capable of producing at a rate of 220-270,OOOoz gold per annum.

Purpose of Role:

•   The HR Manager will provide HR leadership focused on improving the performance of the Edikan Mine Site Operations and associated activities. To enable the attraction, engagement, retain and build the capability of the site leaders and the workforce generally. With a business focus on increased performance and productivity, the HRM will lead positive change management initiatives in consultation with the site leadership team. Maintain and improve the industrial relations policies and practices on site.

Key Responsibilities

•   Provide advice and support to the General Manager on all key issues
•   Ensure stable and productive industrial relations
•   Design and implement the Edikan business HR strategies
•   Assess and anticipate HR related needs and proactively communicate with the Edikan site management team and offer HR solutions
•   Identify and lead site specific HR continuous improvement projects and change management initiatives
•   Implement strategic workforce planning and reporting in alignment with site Objectives
•   Develop HR Policies and Procedures to ensure that the PMGL practices are aligned with the organisational best practices
•   Ensure HR policies and procedures are implemented consistently, and that core values of the Company concerning employees are upheld, especially those concerned with fairness and equal opportunity
•   Manage the Company’s recruitment, induction, workforce engagement, performance management and separation processes
•   Design, develop and monitor the learning and development policies and procedures. Implement a comprehensive training cycle involving identification of employee learning needs, design and execution of training programmes, and evaluation to determine the impact of training.
•   Manage the development and implementation of human resource planning policies and procedures involving identification of high potential employees, design of a succession planning system, and establishment of a career development system to systematically prepare people to assume higher responsibility.
•   Undertake regular review of HR and Administrative systems, policies and procedures to ensure conformity with best practices
•   Train, develop, coach, and mentor subordinates to perform competently in their roles and prepare them for more senior roles;
•   Design and implement employee engagement initiatives to promote excellent communication amongst management and employees
•   Manage and maintain all rewards and recognition systems on site.
•   Liaise with unions, labour commission, labour department on employee-related matters;
•   Maintains consultative and advisory relations with all departments on HR issues.
•   Perform any other duties that may be assigned by the General Manager.

Qualification Required & Experience

•   Bachelor’s degree in Human Resources or related field (preferably a Masters degree)
•   Internationally recognised HR professional qualifications (CIPD, SHRM)
•   Able to gain the respect of the other site leaders
•   Experience in site generalist HR leadership
•   Proven industrial relations experience
•   Good investigative. analytical, problem – solving and information
•   Considerable knowledge of the principles and practices of good HR practices, labour law, labour regulations and policies
•   Sound negotiation, mediation, communication and interpersonal skills

Background:

•   The Private Enterprise Federation (PEF), a non-profit and non-political organization established in 1994 to support the development and growth of private sector businesses in Ghana is seeking to engage the services of experts in the above role undertake specific assignments per the details below, under a grant from Africa Lead, A USAID Contractor:
•   The overall goal of the support is to strengthen the organizational, human and financial resource capacities of PEF to enable it deliver on its mandate.

Deliverables:

The specific timeline for each deliverable and reporting template will be documented following briefing meetings with PEF. The broad deliverables include;

•   An inception report, not more than 10 pages, containing the consultants’ proposed roadmap with timelines of the assignment;
•   Develop a comprehensive HR manual for PEF
•   Produce up-to-date job descriptions for current staff and potential staff based upon the Federation’s Business Plan
•   Produce a personnel handbook that clearly outlines employee performance management, compensation/incentive system
•   Develop for implementation HR planning strategies with consideration on immediate and long-term staff requirements
•   Develop a system to assess training needs of staff and also provide induction for new staff
•   Undertake any other assignment relevant to the sustainable operations of the Federation and its members.

Period of Performance:  March – May 2017
Estimated LOE: 2 months

Qualification Required & Experience

•   Master’s degree in human resource management, organizational development or a related field is required.
•   Minimum of five years’ experience working with local for profit organizations, multilateral or bilateral international development organizations, non-governmental organizations, and/or private sector institutions is required.
•   Thorough knowledge of Labor Laws of Ghana required with knowledge of ILO requirements an added advantage
•   Familiarity with PEF, its member organizations and other domestic and regional APEX Private Sector bodies is desirable
•   Experience working with USG-funded or other cooperating partner agencies is preferred.
•   Ability to work in a multidisciplinary team and environment, and meet strict deadlines.
•   Experience in report writing and editing of human resources development proposal and reports necessary
•   Experience in conducting interviews and analyzing survey results.

Summary

The Human Resource Manager will provide leadership and management of the overall provision of HR services, policies, and programs for the Ghana Country Office.  This includes advising senior management on all strategic HR matters and overall management of the Country Office HR matters e,g, orienting new staff, developing, implementing and managing HR policies, processes and procedures in accordance with Home Office policy and standards.  The HR Manager will also manage staff recruitment and performance evaluation process. General HR Responsibilities:

•   Analyze the country’s HR needs and establish specific HR objectives for country office to ensure that HR policy/procedures and standards are met
•   Ensure country level management team members are well versed on country-related HR policies and that policies are implemented consistently.
•   Advise Country Director on all HR related issues.
•   Review salary and benefits policies for local nationals to ensure that organization is able to attract and retain highly skilled staff
•   Coordinate annual merit review process
•   Review and update local employment policies as per local laws and best practices in the international NGO community.
•   Liaise with Global Human Resources and Chief Administrative Officer as required.

Compensation and Benefits Responsibilities:

•   Provide guidance to Country Director on all local compensation related issues
•   Work with Home Office HR to review salary scales and bench mark to the market on a regular basis.
•   Manage the design, implementation and administration of innovative compensation programs and policies based Home Office guidance and policies.
•   Conduct job evaluations on new and existing positions, including reviewing job descriptions and recommending appropriate grade assignments
•   Support Country Director by answering compensation related questions
•   Evaluate jobs for internal equity and external competitiveness against salary survey data
•   Develop detailed knowledge of Jhpiego expatriate comp and benefits policies and practices administered by Baltimore, HQ.
•   Administer all employee benefits.
•   Answer queries from staff regarding benefits.
•   Review Jhpiego, Ghana benefits packages to ensure compliance with local laws and competitiveness with other international NGOs.

Staff Recruitment Responsibilities

•   Partner with hiring managers and Country Director to evaluate needs and determine specific position responsibilities and requirements to ensure accurate candidate sourcing
•   Draft job descriptions and advertise via appropriate channels in Ghana
•   Evaluate and benchmark new jobs to place them appropriately in the organization’s salary scale.
•   Pre-screen candidates and administer appropriate tests and coordinate next level of interviews
•   Counsel hiring managers on staffing and recruitment related matters, including legal considerations and coaching on interview techniques
•   Organize, lead and document post-interview debrief/feedback with interview teams and candidates
•   Perform detailed reference checking and/or reference analyses on selected candidates and review results with hiring managers
•   Ensure recruiting and hiring practices are in compliance with government regulations and organizational policies

New Hire Orientation and Employee Relations Responsibilities

•   Coordinate on-boarding to support the learning process of new employees
•   Conduct follow-up with new staff to ensure adaptation and identify problem areas
•   Work closely with supervisors to address issues affecting new staff
•   Develop and maintain a healthy employee relations environment providing staff a venue to discuss their work related problems and concerns.
•   Advise and assist staff with disciplinary and grievance issues
•   Mediate in staff conflict situations.

Employee Records Maintenance

•   Ensure that employee files are complete and all required documentation is maintained in a confidential and secure manner.
•   Ensure that HQ receives new employee documentation in a timely fashion.
•   Maintain recruitment and attrition statistics for staff.
