Job Purpose

Duties and Responsibilities

•   Support heads of Units, Departments and Sub Budget Management Centres (UDS) to implement performance management systems (PMS)
•   Lead in the development of incentives/ welfare packages for staff.

Duration
It is a four (4) year renewable contract based on satisfactory performance and conduct.The applicant should be able to serve at least a full term of four (4) years before reaching the compulsory retirement age.

Qualification Required & Experience

•   A Masters degree in the Social Sciences with a minimum of ten (10) years working experience in HR management with at least five (5) years at senior management level.
•   Evidence of leadership and continuing professional development and training in HR management
•   Broad knowledge base and experience in HR management, administrative and operational issues
•   Broad knowledge and experience in HR management strategies
•   Broad knowledge and understanding of the application of the National Labour Act, the National Pensions Act and other relevant legislations.
•   Experience in organizational development
•   Member of a recognised HR professional institution will be an added advantage

Qualification Required & Experience

•   Bachelor’s or equivalent in human resources management, public or business administration or law with at least five years of experience working in a related field
•   Knowledge of human resources concepts, including but not limited to negotiating employment agreements, tracking payroll, benefits and leave, conflict resolution and ensuring compliance with Ghanaian labor law and USAID regulations
•   Knowledge of acquisition procedures including but not limited to negotiating terms and conditions of contracts, processing requests for quotes and managing purchases from execution of orders through delivery, grants management, ensuring compliance with USAID and Ugandan regulations
•   Highly organized with the ability to maintain clear project files, vendor and personnel information systems, activity calendars
•   Excellent oral and written communication skills in English
•   Experience working with USAID-funded projects is strongly desired

Responsibilities

•   Manage, supervise and coordinate the activities of staff involved in administration, assuring the smooth and professional functioning of the office environment;
•   Oversee the procurement and maintenance of office equipment and the daily operations of the office;
•   Coordinate and manage the recruitment, hiring and onboarding process of candidates for open positions, including interviews of references;

Scope of Work
