Purpose of the position:
Provides support for the People & Culture function within the base and guidance to the Base & ADPs/Projects Managers in the interpretation & application of terms and conditions of service to all employees in the areas of human resources management, employee relations, staff development, career management & empoyees’ welfare. Communicate World Vision’s ethos and values as well as demonstrate an example to others.

Major Responsibilities:

•  Employee Relations
Support the Base Operations Team (ADPs and Projects) in handling and managing employee relations matters, behaviours and issues in close coordination with P&C National Office managers. – Immediately
Report on any Employee Relations incident as per the ER protocols
•  Reporting
Submit monthly, semi-annual and annual Base & ADP People & Culture Report
Submit a quarterly report on the administration and management of the internship/national services personnel programs within their respective areas of operations to the P&C Manager/L&D
•  Learning & Development
Collate learning and development needs within the Base and ADPs for incorporation into the annual learning & development operational plan
Monitor and report staff who have participated and benefitted from the annual training plan for P&C Manager/L&D records
•  Performance Management
Provide the required coaching and support for new hires and ensure probationary reviews are completed on a timely manner and results and recommendations are communicated properly to the concerned parties
Work with Base and ADP staff to complete contract appraisals for contract staff and support contract renewal/separation processes in close coordination and within the guidelines and approvals of the OBTL and P&C Director
•  Employee Welfare
Liaise with Base Office and ADPs in the administration of various types of leaves as: annual and sick leave and ensure all leaves are properly kept within Our People system
Support staff welfare and social activities at the Base & ADPs level
•  Risk Management and Controls
Ensure emloyee files are accurate and well managed and always kept under lock and key
Responsible for People & Culture information management system (PCIS) at the base & ADPs. Ensure data is always accurate and up-to-date
•  Networking
Promote effective networks within WV through effective communication, relationships and twin citizenship
Liaise properly with external agencies such as but not limited to social security unit labor office, tax office, and other local authorities. Ensure they reflect the right organizational image for all stakeholders
•  Leadership/Strategic Management
Ensure effective implementation of people & culture initiatives at the base & ADPs in close coordination with P&C Director
•  Induction and Orientation
Ensure new hires are properly oriented at the beginning of their assignment and conduct annual orientation update to exisiting staff at the base and ADP level
•  Internship
Ensure the hiring and selection of interns/national service personnel are within the established guidelines and selection criteria and the request has been approved by the ADP Manager and OBTL
Ensure the Terms of Reference (TOR) is properly drafted and communicated with the interns/NSP so that both parties will have a clear understanding of the roles and responsibilities as well as the expected outcomes
Office Administration
Ensure the Base Office is adequately managed – type, receive and send correspondence, photocopying, provision of protocol and guest relations
Ensure daily cleanliness of the office and other facilities and timely maintenance of office equipment
Manage the stores at the Operations Base – procurement of office logistics, tracking stocks and issuing of supplies

Qualification Required & Experience

Job Specification:

•  Bachelor degree in Human Resources Management, Business Administration, General Management or any other related field
•  3 years of experience in human resources position
•  Strong interpersonal skills with an ability to take and lead new initiatives
•  Good communications and mediations
•  Good organizational skills with an ability to set priorities and meeting the required deadlines
•  Team player with a caring personality to adhere to staff care needs

The Manager, Human Resources/Administration Manager will be responsible to oversee effective Human Resources and Administrative functions for the Greater Rural Opportunities (GROW) Project.  In the Human Resource (HR) area, the Manager will develop and implement HR systems including: HR policies; recruitment and selection; salary and benefit administration; performance management; and training and development.

The Administrative functions include: procurement and maintenance of assets, equipment and supplies; safety and security systems for both staff and assets; administrative support to the project team.  The Manager, Human Resources/Administration will oversee the project’s administration, security and driving staff.

As part of the Senior Management Team, the Manager, Human Resources/Administration will collaborate closely with other areas of project’s management and contribute to its overall success.  The Manager, Human Resources/Administration will report to the Country Project Manager.

Duties:

•  Develop nad implement appropriate HR policies that comply with MEDA’s HR guidelines and local Ghana legislation.
•  Maintain personnel files including tracking of employee data (vacation time, contract dates, salary letters, benefits, training, etc) and ensuring proper employment contracts are signed and on file.
•  Develop and manage the recruitment and selection process including: defining job descriptions, advertising and job postings, interviews and reference checks.
•  Organize and facilitate the onboarding process for new staff.
•  Design, implement and monitor a Performance Management with MEDA HQ support. Train staff to ensure the process is followed and provide support when necessary.
•  Manage payroll and salary administration system, and provide support to Country Project Manager for year-end salary increase process.  Conduct periodic salary surveys to ensure that MEDA’s salary scale is fair and positioned to attract and retain top quality staff.
•  Manage all staff benefits and insurances, ensuring that appropriate coverage is in place.
•  Support the safety and security functions including: developing a Field Security Manual with support from MEDA HQ; monitoring staff travel; managing MEDA’s fleet of vehicles; and providing logistical and security support to international visitors.
•  Monitor team morale and assist the Country Project Manager to address issues promptly.
•  Participate in the project’s Senior Management Team.  Prepare appropriate project reports and statistics to the Country Project Manager, and participate in annual planning as required.
•  Purchase and maintain all project assets, equipment and supplies in compliance with MEDA policy, CIDA guidelines and Ghana laws.
•  Directly supervise the work of the Administrative Asssistant; the Procurement Officer and other staff as may be required by the HR/Admin department.
•  Oversee the selection and supervision of project drivers and security personnel.
•  Carry out other duties as assigned by the Country Project Manager.

Qualification Required & Experience

•  A minimun of 5 years experience in senior himan resources management or a complex internationally funded project.  Experience working on a women-focused project an asset.
•  Experience with human resources and procurement management in compliance with requirement of major donors and in the Ghana context.
•  Demonstrated successful experience with staff supervision, recruitment and selection, performance management and salary scale maintenance is required.
•  Advance degree in relevant field or extensive experience in human resources management.
•  Demonstrated effective interpersonal and communication skills.
•  Experience dealing with issues of a confidential and sensitive nature.
•  Experience in the design and development of various HR systems for a project start-up is an asset.
•  Fluency in English is required.
•  Appreciation and support of MEDA’s faith, values and goals.
