BASIC FUNCTION OF POSITION

Major Duties and Responsibilities

1. INFO Resources Management Activities

Leads the Information Resource Management Team (IRM) by assisting the Sub-units to (1) establish work plans; (2) set priorities; (3) monitor progress and; (4) liaise with other teams. Directly supervises and evaluates supervisors of each sub-unit. Reviews the work of all IRM staff. Coordinates the activities of Communications and Records (C&R) sub-unit, the Systems sub-unit. Reports to the Supervisory Executive Officer. Is a member of the Mission core concepts, monitoring and evaluation focus/working groups.

2. Systems Manager Activities

•   Identify with Mission Management the information needs and systems to meet those needs and a procurement plan to obtain the necessary equipment and supplies needed to implement those systems;
•   Works closely with AID/Washington, IRM to establish information resource plans, projects, and comprehensive short and long range strategies for Mission automation in compliance with USAID standards and, with Mission Management, to develop multiple year budget estimates for acquisition of new equipment, site preparation, software procurement and/or development;

•   Schedules and supervises computer center site installations, including all maintenance and repair for hardware, telecommunication and power control equipment, and environmental support systems;

•   As LAN System Administrator, responsible for providing optimal use of existing and new technology resources through a LAN. •   Supervises the development of programs and processes to facilitate the gathering, storage and use of information;¬

•   Accountable for the ADP portion of the non expendable Property Inventory System, ensuring reconciliation with the Embassy NEPA System;
•   Accountable for all Mission PC software, including ensuring compliance with 3rd party vendors copyrights laws;
•   Acts as liaison with AID/W, IRM, other US Government agencies and ADP related contractors (UPSs, electrical, etc.);
•   Responsible for the establishment and enforcement of ADP Mission Orders laying out policy and procedures relating to use of equipment within the Mission;
•   Assist other Mission Agencies in Accra and client Missions within West Africa as requested and provide advice to Strategic Objective Teams, Team Leaders, and Strategic Objective Specialist on automation planning, sourcing and procurement.
•   Trains users in operating Software products (Word, Excel, Access, Google, etc.) in use within the USAID/Accra missions.

Qualification Required & Experience

•   Education:  Masters’ degree in the fields of computer science, information systems management, or equivalent is required.
•   Prior Work Experience:  6 years of progressively responsible work of a program, technical, or administrative nature where emphasis is placed on analytical, judgmental, and expository abilities with respect to the operation, management, and utilization of computer systems. The position requires prior supervisory function of 1 to 2 years.
•   Language Proficiency  (List both English and host country language(s) proficiency requirements by level and specialization):  Level IV English ability (fluent) is required.

Job Summary

We are currently seeking qualified individuals to fill temporary positions as Data Entry Assistant (16 positions). Successful candidates will be contracted for not more than 3 months. Candidates that live in any of the districts mentioned above will have added advantage.

Responsibilities of Data Entry Assistant

•   Enter house-to-house mobilization and spray data into the AIRS database.
•   Perform regular data cleaning to ensure quality data for spray operations decision making.
•   Address data collections errors
•   Generate and print house-to-house mobilization and spray data report from AIRS database for spray teams when needed.
•   File all house-to-house mobilization and spray data cards according to project filing protocols.

Qualification Required & Experience

•   Minimum of Diploma in computer science, management or any other related field.
•   Previous experience in data entry and management is an advantage.
•   Good interpersonal, communication and analytical skills
•   Proficiency in English and one or more Northern Ghanaian Language will be an advantage.

JOB SUMMARY

Purpose of the position

The Information and Communications Technology (ICT) Facilitator will provide strategic and operational ICT leadership for the SADA MVP Cluster in Ghana. This role reports operationally to the Regional ICT Manager and functionally to the SADA MVP Team Leader.

Responsibilities/Duties

•   Manage and monitor Cluster Mobile Network coverage in collaboration with out partners

•   Clearly defines and escalates problems to Tier 3 (Consultants/ Third party Vendors) for issues needing further investigation with assistance from shift Manager.
•   Conducts proactive maintenance activities designed to ensure optimal operation of the network.
•   Conducts advanced technical support for all network related issues under tier 2 category. (where tier 2 is the second line local support before further escalations)

Develops and conducts proactive maintenance activities designed to ensure optimal operation of the network.

•   Provides operational management information by collecting, analyzing, and summarizing operating and engineering data and trends
•   Periodically analyses and diagnoses network trend for predicting avoidable recurrent of network incidents.
•   Plans against system weakness, anticipates resources required such as link capacity growth and ensures high network availability and quality.

Technical Documentation and Records Keeping

•   Ensures that all aspects of the network are thoroughly documented to the effect that all such documentations and network diagrams are always updated and accessible to all relevant teams.
•   Reports on deployed systems performance/scaling to technical Management including but not limited to:
•   Incident Report
1) Network performance Report
2) Network Assessment and evaluation
3) Proposal document to clients
4) Preparation of working  Procedures

Network Monitoring and Management

•   Monitors Network for traffic utilization, Network Security, Network device resource utilization & Backups. Monitoring tools to be used include solarwinds, Cacti, PRTG and whatsupgold.
•   Manages Network devices using tools like Alvarion BreezeConfig, Alvarion NMS, Gilat NMS, Allot NX and CiscoWorks.

On-call Rotation to Duty

•   Performs on-call duties and overtime as required including working on weekends and at night, all to ensure problems are addressed either remotely or on site in a timely manner.

Supervisory Duties

•   Assists with supervisory duties and the coordination of all technical activities at the Network Operations Centre in the absence of the shift manager

Training

•   Trains and guides other colleagues as part of knowledge transfer within the department during operations
•   Prepares training manual for knowledge transfer
•   Organizes regular formal in-house training for junior staff in selected subject areas

Qualification Required & Experience

•   BSc Degree in IT, Computer Science or Network Engineering
•   Second Degree in IT related courses – MSc IT- Networking / Security
•   Professional certifications – Any of the following:
•   CCNP Security, CCDA, (CCNP Service provider), CCIE or equivalent
•   5 years’ work experience
•   Ability to evaluate networking problems and propose appropriate solutions
•   Knowledge of computer systems configuration, installation and administration
•   Ability to plan, coordinate and follow up to monitor people and work activities
•   Ability to design and implement control systems and take corrective action to correct deviation
•   Ability to relate effectively with people at all levels
•   Trustworthiness-ability to conduct self in a manner which elicits trust, respect and confidence of team member.
•   Ability to take initiative and pay attention to details
•   Good verbal and written communication skills
