The U.S. Mission in Accra, Ghana is seeking highly motivated and qualified individual for the position of SYSTEMS MANAGER in the Regional Executive Office (REO) of the USAID/West Africa. BASIC FUNCTION OF POSITION

The Systems Manager is responsible to the USAID/Accra Supervisory Executive and Executive Officer for planning and implementing Information Resources Management (EXO/IRM) Unit functions and reporting to senior Mission Management and USAID/Washington on the status of Agency effort in these functional areas. Major Duties and Responsibilities

1. INFO Resources Management Activities

Leads the Information Resource Management Team (IRM) by assisting the Sub-units to (1) establish work plans; (2) set priorities; (3) monitor progress and; (4) liaise with other teams. Directly supervises and evaluates supervisors of each sub-unit. Reviews the work of all IRM staff. Coordinates the activities of Communications and Records (C&R) sub-unit, the Systems sub-unit. Reports to the Supervisory Executive Officer. Is a member of the Mission core concepts, monitoring and evaluation focus/working groups.

2. Systems Manager Activities

•   Identify with Mission Management the information needs and systems to meet those needs and a procurement plan to obtain the necessary equipment and supplies needed to implement those systems;
•   Works closely with AID/Washington, IRM to establish information resource plans, projects, and comprehensive short and long range strategies for Mission automation in compliance with USAID standards and, with Mission Management, to develop multiple year budget estimates for acquisition of new equipment, site preparation, software procurement and/or development;
•   Under authority of Mission information systems security officer, is responsible for managing and implementing the automated information system security program to protect hardware, software, and Mission data from loss, and also ensures that the Network is compliant with ISS standards; Copied at: ghanacurrentjobs.com
•   Schedules and supervises computer center site installations, including all maintenance and repair for hardware, telecommunication and power control equipment, and environmental support systems;
•   Where necessary, acquires contract support to assist in repairing computer equipment and implementing automated systems and Mission ADP training by developing scopes of work, evaluating capabilities of prospective suppliers, advising on selection of contractors and supervising contractors and supervising contract staff;
•   As LAN System Administrator, responsible for providing optimal use of existing and new technology resources through a LAN. Supervises day to day network operations and maximizes system performance; provides management advisory services, user support and training; developing, implementing, and monitoring LAN Network protection system; and other related LAN duties;
•   Supervises the development of programs and processes to facilitate the gathering, storage and use of information;¬
•   Responsible for designing, implementing and supervising Mission ADP training for all users, managerial and operational personnel;
•   Accountable for the ADP portion of the non expendable Property Inventory System, ensuring reconciliation with the Embassy NEPA System;
•   Accountable for all Mission PC software, including ensuring compliance with 3rd party vendors copyrights laws;
•   Acts as liaison with AID/W, IRM, other US Government agencies and ADP related contractors (UPSs, electrical, etc.);
•   Responsible for the establishment and enforcement of ADP Mission Orders laying out policy and procedures relating to use of equipment within the Mission;
•   Assist other Mission Agencies in Accra and client Missions within West Africa as requested and provide advice to Strategic Objective Teams, Team Leaders, and Strategic Objective Specialist on automation planning, sourcing and procurement.
•   Trains users in operating Software products (Word, Excel, Access, Google, etc.) in use within the USAID/Accra missions.

Qualification Required & Experience

•   Education: Masters’ degree in the fields of computer science, information systems management, or equivalent is required.
•   Prior Work Experience: 6 years of progressively responsible work of a program, technical, or administrative nature where emphasis is placed on analytical, judgmental, and expository abilities with respect to the operation, management, and utilization of computer systems. The position requires prior supervisory function of 1 to 2 years.
•   Language Proficiency (List both English and host country language(s) proficiency requirements by level and specialization): Level IV English ability (fluent) is required.
•   Knowledge: An expert knowledge of computer hardware, computer programming languages, computer systems operations and their application, and the policies and the procedures relatives to equipment requirements planning, acquisition, funding, and justification. Must possess comprehensive knowledge of strategic objectives, projects, and organizations support, to discern opportunities for increase support, and to resolve operational problem of such supported organizations. Abt. Associates Inc., a US based company, is implementing the PMI/ USAID–funded African Indoor Residual Spraying (AIRS) program. AIRS has been implemented in Ghana since 2008 in some selected districts in the Northern Region.

Job Summary

Currently, Abt Associates is implementing Indoor Residual Spraying (IRS) in five selected districts in the Northern Region: Kumbungu, West Mamprusi, East Mamprusi, Mamprugu-Moagduri and Bunkpurugu-Yunyoo districts.

We are currently seeking qualified individuals to fill temporary positions as Data Entry Assistant (16 positions). Successful candidates will be contracted for not more than 3 months. Candidates that live in any of the districts mentioned above will have added advantage.

Responsibilities of Data Entry Assistant

•   Enter house-to-house mobilization and spray data into the AIRS database.
•   Perform regular data cleaning to ensure quality data for spray operations decision making.
•   Address data collections errors
•   Generate and print house-to-house mobilization and spray data report from AIRS database for spray teams when needed.
•   File all house-to-house mobilization and spray data cards according to project filing protocols.

Qualification Required & Experience

•   Minimum of Diploma in computer science, management or any other related field.
•   Previous experience in data entry and management is an advantage.
•   Good interpersonal, communication and analytical skills
•   Proficiency in English and one or more Northern Ghanaian Language will be an advantage.
•   Comfortable in the use of MS office application especially MS Access and MS Excel.
•   Previous experience in IRS activities is an added advantage.

The Millennium Villages Project, supported by Millennium Promise Alliance and the Earth Institute at Columbia University, is a bottom-up approach to lift developing country villages out of the poverty trap that afflicts more than a billion people worldwide. The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs).

With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village was established in parts of the West Mamprusi and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

JOB SUMMARY

Purpose of the position

The Information and Communications Technology (ICT) Facilitator will provide strategic and operational ICT leadership for the SADA MVP Cluster in Ghana. This role reports operationally to the Regional ICT Manager and functionally to the SADA MVP Team Leader.

Responsibilities/Duties

•   Manage and monitor Cluster Mobile Network coverage in collaboration with out partners
•   Manage and monitor Project Office Data backups
•   Manage and monitor Project Office network issues
•   Utilize formal and informal reporting mechanisms to keep regional and global management teams informed on all ICT statuses and issues.

Developing new ICT resources, technologies and vendor

•   Assist the site staff with ICT needs assessments, coaching, skills development
•   In liaising with the Regional ICT Manager, Identify and evaluate new technologies that could benefit the Project office and Cluster staff
•   Identify and evaluate new opportunities with vendors to provide improved ICT services
•   Proficient in configuring Cisco routers and switches as well as Access Points and Wireless clients
•   Troubleshooting of problems using an organized, layered procedure
•   Hardware and desktop computing support

Managerial and Soft Skills

•   Implementation and promotion of ICT Policies and Standard Operations Procedures (SOP) for organizations
•   Service Level Agreement (SLA) preparation, management and enforcement
•   Project and contract management from inception to completion
•   Vendor relations and management
•   Dedicated to keeping up with new technologies and applying them to solve business needs

Qualification Required & Experience

•   Bachelor’s degree in Computer Science or Engineering preferred from an accredited University
•   At least 3 years of experience in a variety of ICT positions
•   Familiarity with ICT applications in rural Africa preferred
•   Familiarity with Programming languages e.i (ODK/mobile) applications in rural Africa preferred
•   Familiarity with Health applications Technology.
•   Familiarity with Agribusiness applications Technology.

•   Strong knowledge of LAN/WAN infrastructure and troubleshooting
•   Good understanding ICT best security practices
