Job Summary

•   Configures and administrators other Network devices such VSAT modem, Gilat Hub components, Radwin Radio, WiMax and Alvarion VL.
•   Configures SIP Audio code to connect through SIP call manager server for VoiP solution.
•   Configures Cisco Unified communication VoiP solution-, IP phone, Call manager express (CME) on routers.

Network Technical Support

•   Clearly defines and escalates problems to Tier 3 (Consultants/ Third party Vendors) for issues needing further investigation with assistance from shift Manager.
•   Conducts proactive maintenance activities designed to ensure optimal operation of the network.
•   Conducts advanced technical support for all network related issues under tier 2 category. (where tier 2 is the second line local support before further escalations)

Develops and conducts proactive maintenance activities designed to ensure optimal operation of the network.

•   Provides operational management information by collecting, analyzing, and summarizing operating and engineering data and trends
•   Periodically analyses and diagnoses network trend for predicting avoidable recurrent of network incidents.
•   Plans against system weakness, anticipates resources required such as link capacity growth and ensures high network availability and quality.

Technical Documentation and Records Keeping

•   Ensures that all aspects of the network are thoroughly documented to the effect that all such documentations and network diagrams are always updated and accessible to all relevant teams.
•   Reports on deployed systems performance/scaling to technical Management including but not limited to:
•   Incident Report
1) Network performance Report
2) Network Assessment and evaluation
3) Proposal document to clients
4) Preparation of working  Procedures

Network Monitoring and Management

•   Monitors Network for traffic utilization, Network Security, Network device resource utilization & Backups. Monitoring tools to be used include solarwinds, Cacti, PRTG and whatsupgold.
•   Manages Network devices using tools like Alvarion BreezeConfig, Alvarion NMS, Gilat NMS, Allot NX and CiscoWorks.

On-call Rotation to Duty

•   Performs on-call duties and overtime as required including working on weekends and at night, all to ensure problems are addressed either remotely or on site in a timely manner.

Supervisory Duties

•   Assists with supervisory duties and the coordination of all technical activities at the Network Operations Centre in the absence of the shift manager

Training

•   Trains and guides other colleagues as part of knowledge transfer within the department during operations
•   Prepares training manual for knowledge transfer
•   Organizes regular formal in-house training for junior staff in selected subject areas

Qualification Required & Experience

•   BSc Degree in IT, Computer Science or Network Engineering
•   Second Degree in IT related courses – MSc IT- Networking / Security
•   Professional certifications – Any of the following:
•   CCNP Security, CCDA, (CCNP Service provider), CCIE or equivalent
•   5 years’ work experience
•   Ability to evaluate networking problems and propose appropriate solutions
•   Knowledge of computer systems configuration, installation and administration
•   Ability to plan, coordinate and follow up to monitor people and work activities
•   Ability to design and implement control systems and take corrective action to correct deviation
•   Ability to relate effectively with people at all levels
•   Trustworthiness-ability to conduct self in a manner which elicits trust, respect and confidence of team member.
•   Ability to take initiative and pay attention to details

The African Regional Intellectual Property Organisation (ARIPO) (hereinafter referred to as “the Organisation”), an Intergovernmental Organisation, which was established at Lusaka, Zambia, in 1976 by an Agreement concluded under the auspices of the United Nations Economic Commission for Africa (ECA) and the World Intellectual Property Organisation (WIPO).

The Organisation was created, inter alia, to promote the development of intellectual property laws appropriate to the needs of its members, establish common services and training schemes, and assist its members in the acquisition and development of technology and the evolving of common views on intellectual property matters.

The Organisation grants and administers Intellectual Property titles on behalf of the member states and provides Intellectual Property information to its clientele in the form of search services, publications and awareness creation. Membership of the Organisation is open to all states members of the African Union (AU) or of the United Nations Economic Commission for Africa (ECA).

The present members of the Organisation are: Botswana, The Gambia, Ghana, Kenya, Lesotho, Liberia, Malawi, Mozambique, Namibia, Rwanda, Sao Tome and Principe, Sierra Leone, Somalia, Sudan, Swaziland, Uganda, United Republic of Tanzania, Zambia and Zimbabwe. (Total: 19 states)

The organs of the Organisation are:

•   The Council of Ministers, consisting of ministers who are responsible in the Member States for the administration of intellectual property matters;
•   The administrative Council consisting of heads of offices, in the member States, dealing with the administration of intellectual property; and
•   The Secretariat (the Office of ARIPO) headed by the Director General as the principal executive officer of the Organisation

Job Description

•   Duty Station: Harare, Zimbabwe
•   Duration of Appointment: Fixed-term contract of two years (renewable)

Principal Duties

Under the supervision of the Director General, the incumbent Systems Administrator shall have the following tasks;

•   Maintaining the implemented Web Site and LAN at ARIPO, including the office automation configuration management to the required needs of the users
•   Supervise the external facilities management providing IT services to ARIPO, including the servicing and maintenance of contracts.
•   Implementation of the required changes of the ARIPO management information system.
•   Designing and developing self-sustaining system in the Industrial Property Sector.
•   Advising on the day-to-day running of IT related matters.
•   Installations of software, upgrade, including operating systems and provide user support services and effect amendments to applications in accordance with use requirements.
•   Provide guidelines for an overall IT security policy for ARIPO, including the designing and the implementation procedures for system, data, file and equipment security.
•   Management and control of both hardware and software
•   Assisting in identifying needs, organizing and providing training in the use of computer equipment, operating systems and software application, including trouble-shooting software problems.
•   Any other duties assigned by the Director General

Conditions of Employment:

•   Conditions of service shall be subject to the ARIPO Staff Rules and Procedures or be determined by the Administrative Council of the Organisation
•   Salary and allowance on first appointment shall be those applicable to Grade L-3 STEP 1 of the ARIPO salary scales of the profession category.

Base Salary: US$39,150 per annum

Post Adjustment Allowance: Depending on the rise and fall, in value, of the United States dollar, a post adjustment index which is presently 52.4% of base salary is applied as a cost of living allowance.
Dependency Allowances: US$900 per year for a dependent child. Maximum number of children (3).

Other conditions include:

•   Payment of travel and removal expenses
•   Once off Installation grant
•   Education grant up to a maximum of three children
•   Housing allowance
•   Contributory medical insurance scheme
•   Annual leave of 30 working days
•   Paid home leave every two years

Medical Examination: The appointment is subject to a satisfactory United Nations type medical examination

Qualification Required & Experience

•   A Bachelor’s degree in Information Technology or Computer Science and a minimum of five (5) years post qualification experience in application of IT; or
•   A master’s degree in Information Technology or Computer Science and a minimum of three (3) years post qualification experience in the application IT
•   A minimum of 3 years at a strategic level i.e. ICT strategy development, project planning and management, business process management systems and contract administration
•   Good interpersonal, presentation and negotiating skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
•   Knowledge of Intellectual Property would be an added advantage
•   Ability to work under minimum supervision
•   Ability to work as a member of a team
