Duties and Responsibilities

The solicitor-General is the Administrative Head of the Legal Service under the Legal Service Act, 1993 (PNDC Law 320) and Head of the civil Division of the Attorney General’s Department. Reporting directly to the Attorney General arid Minister of Justice, the Solicitor-General supervises the work of State Attorneys of the Department including, in particular, the conduct of litigation in civil matters on behalf of the State and representation of the State before local and international arbitral tribunals. In addition, the

Solicitor-General is responsible for:

•   Drafting and or reviewing agreements submitted by Ministries, Departments and Agencies of State and advising the Attorney General on legal issues arising out of or in connection with such agreements;
•   Supervising and coordinating the work of other agencies of the Legal Service;
•   Co-ordinating the activities of State Attorney’s in all the Regions of Ghana;
•   Ensuring effective management and performance of the Civil Division of the Attorney-General’s Department;
•   Overseeing the implementation of the Legal Service Act and the design and implementation of continuous training programmes for State attorneys
•   Performing any other duties that may be assigned to him/her by the Attorney-General

Qualification Required & Experience

•   The successful candidate must be a lawyer with not less than twelve (12) years standing at the Ghana Bar with a proven track record of law practice in either the public or private sector or both. A Master of Law (LL.M) degree will be an advantage.
•   Expertise in litigation, negotiation, arbitration and other methods of alternative dispute
resolution will be an added advantage. He or she must have excellent analytical, organisational and communication skills and must be knowledgeable in the use of information and communication technology (ICT) tools. Duties and Responsibilities

•   The Director of Public Prosecutions is the Head of the Prosecutions Division of the Attorney-General’s Department and is thus the frontline person who undertakes prosecution in the name and on behalf of the Attorney-General. •   Supervise and oversee the work of all state attorneys in the Prosecutions Division and in the Regions;
•   Advise all Government Departments and Agencies on criminal matters
•   Provide legal opinion on and handle cases relating to Mutual Legal Assistance and Extradition;
•   Formulate and keep under review the public prosecution policy of Government;
•   Ensure effective management and performance of the Prosecutions Division; and
•   Perform any other functions that the Attorney-General may assign to him/her.

Qualification Required & Experience

•   The successful candidate must be a lawyer with not less than twelve (It) years standing at the Ghana Bar with a proven track record of law practice as a criminal defense attorney or a public prosecutor. A postgraduate degree in criminal law or criminology will be an added advantage. A deep knowledge of Ghana’s criminal justice system is required.
•   Additionally, the successful candidate must possess a high degree of objectivity and moral integrity. He or she must have the ability to analyse legal factual situations and present arguments clearly and cogently.
•   He or she must have excellent analytical, organisational and communication skills and must be knowledgeable in the use of information and communication technology (ICT) tools. Scope:

Responsibilities:
Litigation

•  Serve as a link between the Legal & Compliance Manager, the External Legal Counsel and the Golden Star Group regarding all legal disputes and litigation;
•  Take initial custody of all court processes served on the Golden Star group and subsequently forward them to the Legal & Compliance Manager and the External Legal Counsel;
•  Responsible for dealing with the courts in respect of all court processes;
•  Liaise with appropriate departments, External legal Counsel and the Legal & Compliance Manager for purposes of giving evidence in court in respect of general matters relating to Golden star Group
•  Represent Golden Star Group in court personally during all court dates;
•  Responsible for updating the litigation register in respect of the Golden Star Group and submit periodic reports on legal and related activities to the Legal & Compliance Manager

Contracts Administration:

•  Serve as liaison between the Legal & Compliance Manager, the Contracts Administration at the mine sites, and the various departments within the Golden Star Group which generate contracts;

•  Assist the Legal & Compliance Manager in the management of legal and related documents;

Industrial Relations:

•  Assist the Legal & Compliance Manager in the management of legal and related matters involving employees;
•  Liaise with HR departments at the various mine sites and the Accra Office regarding all disciplinary hearing proceedings;
•  Compile records of all disciplinary hearing proceedings and transmit same to the Legal & Compliance Manager;
•  Assist in investigation into disciplinary cases where required by site HR departments

Qualification Required & Experience

•  Degree in Law, Social Science or equivalent qualification with at least six (6) years post-qualification experience;
•  Must be a practicing lawyer with up to 3 years experience at the BAR
•  Human resource management experience in the mining industry will be an added advantage;
•  In-depth knowledge of regulatory, legal, contract administration and corporate law;
