Job Vacancy For Generation Project Director At Millennium Development Authority (MiDA)

The Government of Ghana was declared eligible for a poverty reduction grant from the Millennium Challenge Corporation (“MCC”), a United States Government Agency. In connection therewith, the Government submitted Concept Papers to MCC, and after a successful outcome of due diligence, and the availability of funds, has resulted in a Compact between the Government and MCC pursuant to which MCC would provide a five-year, multimillion dollar poverty reduction grant to the Government of Ghana (a “Compact”). The Millennium Development Authority (MiDA) will  be responsible for the management of the implementation of the Compact. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact to procure professional personnel in MiDA to assist the Government with the management and implementation of the Compact program in a transparent, timely effective, efficient, results-oriented and fiscally sound manner,

Job Summary

Reporting to COO, responsibilities include:

•   Serve as the point of contact for the power generation sub-sector projects (Generation Projects) on behalf of the MiDA in its relations with MCC. These projects include: the Power Generation Sector Improvement Project that is aimed at opening up the power sector making it attractive to private investment and operationalizes the ‘Gas to Power’ Value chain; the Energy Efficiency and Demand Side Management Project that promotes measures to maximize available electricity; and the Regulatory Strengthening and Capacity Building Project that provides technical support to energy sector regulators (most notably PURC and EC) to ensure better reporting and tariff reviews.
•   Represent the Generation Projects to the Ghanaian public and program partners and serve as the lead representative of MiDA to the donor community, civil society, the private sector, and other constituencies.
•   Report to the COO on a regular basis on progress, issues, and risks related to the implementation of the Generation Projects
•   Execute overall guidance and instructions from the COO to implement the Generation Projects in a timely and effective manner.
•   Provide leadership, direction and management for the MiDA Generation Projects staff, including direct supervision of the Project Managers.
•   Provide guidance and approval of the Generation Project implementation plans, including budgets, work plans, procurement plans, periodic disbursement request packages, and monitoring and evaluation (M&E) plans;.
•   Work closely with the leadership of relevant Government units to ensure dissemination of critical information commitment of resources and the timely progress related to policy and regulatory reform related to the Generation projects.
•   Work closely with the Reform Unit on all matters that pertain to institutional and policy reform associated with relevant Generation Projects (e.g., tariff changes, IPP framework).
•   Act as MiDA’s Contract Manager for all signed MiDA contracts associated with the Generation Projects, Duties include approval of Terms of Reference and Cost Estimates; review of Technical Evaluation Reports Bid Review Reports, and contract awards; as well as oversight of contractors’ performance (and recommendations regarding exercising any options).
•   Manage Generation Project portfolio (Power Generation Sector Improvement Project, Energy Efficiency and Demand Side Management Project, Regulatory Strengthening and Capacity Building Project). This includes review and approval of quarterly budgets, financial projections, high level project work plans, financial and human resource allocation/reallocation, human resource and project procurement plans, contractor and direct hire performance management revisions, and overall strategic direction.
•   Direct, motivate, and coordinate the various Generation Project Managers of MiDA towards achieving their objectives and targets.
•   Participate in the selection process of reporting MiDA staff (Generation Project Managers), develop criteria for ongoing performance monitoring, conduct performance reviews, and recommend performance improvement plans or other corrective actions (including termination) to the COO.

Qualification Required & Experience

•   Advanced degree or its equivalent in economics, business administration, Engineering, environmental science, law or public administration.
•   Fifteen (15) or more years’ experience, seven (7) of which is in a management position in the energy sector (in particular the oil and gas industry; or a public/private power generation company),
•   Extensive knowledge of and relationships with key companies, organizations and stakeholders in the energy sector in Ghana.
•   Demonstrated experience and proven management skills in managing a large company or programme (budget/average annual turnover of at least US$ 10 million per year) and permanent staff of at least ten (10) personnel.
•   Experience managing contract/contractor performance, including development of terms of reference, evaluation of proposals, and periodic assessment of deliverable/contractor quality.
•   Familiarity with Ghanaian government public financial management and donor project management ,    systems or similar systems.
•   Excellent and demonstrable leadership ability and interpersonal skills,
•   Capable of building and maintaining productive relationships with various energy sector stakeholders from the Ghanaian government (both national and local), civil society, NGOs, private sector, and international donors.
•   Strong supervisory and mentoring skills.
•   Outstanding organizational and interpersonal skills evidenced by demonstrated capability of building and maintaining productive relationships and working collaboratively with a range of actors and stakeholders, including government officials, private sector partners, international donors, contractors, and counterparts.
•   Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across departments or divisions.
•   Demonstrated experience managing portfolios of multiple projects or initiatives, including human and financial resource allocation/reallocation, periodic review and evaluation of project and personnel performance, and providing direction to reporting staff on corrective actions/strategy changes required to improve implementation.
•   Advanced computer skills in email, word processing, spreadsheets, the Internet, and familiarity with Management Information Systems and project management systems.
•   Excellent written and verbal communication skills in English.

Job Summary

The Millennium Development Authority (MiDA) is  seeking to engage qualified persons for the Chief Executive Officer (CEO) position in the MiDA, on a fixed term contract of five years, renewable yearly.

Reporting to the Board of Directors the responsibilities include:

•   Serve as (he official point of contact on behalf of the Government of the Republic of Ghana (GoG) in its relations with MCC.
•   Represent the Compact program to the Ghanaian public and program partners and serve as the lead representative of the Millennium Development Authority (MiDA) to the donor community, civil society, the private sector, and other constituencies.
•   Report to the Board of Directors on a regular basis to apprise the Board of progress, issues, and risks related to the implementation of the Compact program.

•   Work closely with the leadership of relevant government units to ensure dissemination of critical information, commitment of resources, and the timely progress related to policy and regulatory reforms related to the Compact program.
•   Facilitate, direct, motivate, and coordinate the various divisions of MiDA towards achieving their objectives and targets.
•   Oversee the selection process of the MiDA staff, especially al the management level.

Qualification Required & Experience

•   Must hold an advanced degree or its equivalent in economics, business administration, Engineering, law or public administration.
•   Twenty (20) or more years’ in relevant experience, fifteen (15) of which must be in senior management position in a reputable organization or government.
•   Demonstrated experience and proven management skills in managing a large company or program (budget of at least USS 100 million) and permanent staff of at least thirty (30) personnel.
•   Familiarity with Ghanaian government public financial management and donor project management systems or similar systems.
•   Excellent and demonstrable leadership ability and interpersonal skills. Capable of building and maintaining productive relationships with various stakeholders from government (both national and local), civil society, NGOs, private sector and international donors.
•   Familiarity  with policies and procedures will be an advantage. Outstanding organizational skills and the ability to work in and manage, large, multi-cultural teams.
•   Demonstrated computer skills in email, word processing, spreadsheets, the Internet, and familiarity with Management Information Systems and project management systems.
•   Excellent written and verbal communication skills in English.

•   Responsible for the development of a comprehensive service schedule, scope and budget and direct appropriate teams in fulfilling the specifications to meet client and company objectives
•   Liaise with the Business Development & Marketing Department to stimulate and define requirements for new service in line with the company’s product & service line stratgy and monitor to ensure that services are professionally introduced, accepted and delivered
•   Responsible for the design / development of effective and efficient service delivery systems, processes and methodologies to ensure proper monitoring, control, adherence and support of service delivery operations of the company
•   Lead / direct and provide technical expertise in the investigation and resolution of challenges / high profile customer issues
•   Manage to ensure effective monitoring and evaluation of projects/services delivered in line with approved standards and regulatory requirements
•   Report on status of all service deliveries and projects (both local & international) to Management, Board and all stakeholders and initiate action to resolve major challenges and issues relating to modifications, cost, etc.

Qualification Required & Experience

•   Master’s Degree or its equivalent professional qualification in Business Administration, Computer science, information technology or related field
•   Must be a member of a recognised professional body
•   Ten (10) years working experience with at least 5 years in management position

Required Competencies

•   Excellent knowledge and understanding of operations management.
•   Demonstrated knowledge and experience in designing and implementing significant productivity services as well as customer satisfaction improvements
•   Excellent experience of leading and managing teams (including matrix management) within an operational service delivery or shared services environment
•   Strong commercial and financial awareness, monitoring, co-ordiation and budget ownership
•   Thorough understanding of customer’s business and market sector and ability to use that knowledge to anticipate how future services officer need to evolve to meet customer requirements.
