Job Vacancy For Fund Management Facility to Support UNFPA/GoG Programme At UNFPA

UNFPA assists countries to formulate population policies, programmes and strategies in support of sustainable development.

Job Summary

UNFPA is seeking the services of a Fund Management facility (FMF) to integrate/streamline programme management, implementation and funding under a single umbrella mechanism. This funding mechanism will be an important complement to  UNDFPA’s technical assistance and capacity development strategy and an alternative funding platform to:-

a) encourage innovation,
b) catalyze partnerships, and
c) to advance the organisation’s mandate.

UNFPA invites Expressions of Interest (EOIs) from suitable organizations/institutionsto serve as a fund management facility. Following the assessment of the EOIs, UNFPA will invite short-listed applicants to submit a full-fledged proposal to operate as the Fund Management Facility.

The management facility will ensure effective management of UNFPA funding awards to government strategic partners civil society  organisations to support programme implementation (advocacy/policy  dialogue, knowledge management and capacity building) in the following areas:

•   Maternal health including family planning, skilled delivery and prevention of obstetric fistula.
•   Comprehensive sexuality education and referrals to Youth Friendly Services for out-of-school youth
•   Community-based interventions to empower vulnerable adolescent girls (10-19) for the reduction of child marriage and teenage pregnancy rates
•   Sexual and Gender Based Violence prevention and mitigation as entry points for and focus of Gender Equality promotion
•   Domestication of SRH, MH, ASRH and gender-related national policies, programme strategies & plans, normative standards, and service delivery guidelines, protocols and tools for adoption and use at the sub-national levels
•   Evidence-generation and strategic information dissemination on cutting edge issues relevant to our mandate

The selected organisation or institution will be responsible for administering and promoting the Fund for the above activities and for establishing procedures for awards disbursement, management and independent procces and impact assessment.

Role & Scope Of The Facility:
The focus of the FMF will be to provide efficient, timely and accurate  methods for processing, managing, reviewing and awarding of UNFPA funding applications. The funding facility is intended to serve as a major avenue for the channelling of funds to the front-line civil society organisations and government organizations working in  the country to address key neglected areas of sexual and reproductive health and reproductive rights. All funding streams must be aligned to the organisation’s corporate strategic plan and national priorities be of high quality, and conform to the eligilibility criteria

Key task of the Fund Management Facility include:

•   Assisting in the formulation of the award proposal selection procedure and evaluation criteria to enhance efficiency and objectivity.
•   Performing the preliminary screening of applications vis-a-vis the agreed mandatory criteria of eligibility of applicants and UNFPA focus areas
•   Constituting and convening the Award Making Committee to oversee the award making, assess and evaluate award applications proposals
•   Supporting implementing partners through the entire award process from applying for the award to implementation,monitoring, evaluation and risk mitigation
•   Implementing UNFPA criteria and processes for use of UNFPA resources resources and effectively administering the funding facility in line with rules and regulations.
•   Ensuring UNFPA application and reporting processes,
•   Providing technical and managerial assistance as required and guidance to implementing partners
•   Making  funding  decisions  based  on  thoroughly documented procedures justifying the selection of awards allocations
•   Disbursing and accounting for funds
•   Drafting and submitting annual reports for use by UNFPA and/or submissions to donors

UNFPA will conduct yearly meetings with the funding facility and plan for the subsequent year. The facility will maintain a comprehensive database and financial records of all applications and awards and put in place arrangements for periodic external review of results and impact.

Where relevant, the FMF will put in place other measures as may be needed to manage any potential conflict of interest in order to maintain the profile and independence of the Fund to Support UNFPA/GoG Programme implementation.

Key guiding principles will be transparency in all aspects of operation of the Fund, a commitment to working with and supporting new partners, and, continuous learning and development.

The FMF will catalyze in an efficient and easily accessible way, technical support to the civil society organzations and the government strategic partners.This might include training on planning, management, and (financial) administration and facilitate opportunities for grantees to learn from each other

Qualification Required & Experience

Profile of Potential Bidders:

In order to be considered as a potential supplier, interested organisations/institutions should submit their Expression of Interest including the following information:

•   Brief presentation of your organisation including number of staff, budget, years of operations, legal status (statute), approved or positive financial audit reports over the List three years
•   Reference list demonstrating your qualifications for participating in this possible upcoming bidding process (see the qualifications above )
•   Contact information including full name and address, telephone and fax numbers, e-mail address, website and contact person
•   Clearly delineated roles and responsibilities in the case of a consortium of organisations bidding

Expected qualifications of supplier of services

•   5-10 years working in the areas listed above:
•   3-5 years (at minimum) hands-on experience in fund management
•   Track record in working on key neglected areas such as violence against women and girls; sexual and reproductive health, maternal health and adolescent sexual and reproductive health
•   3-5 years (at minimum) of experience in promoting lesson learning through inter-organisational cooperation and capacity-strengthening efforts

•   EOIs should include a Capability Statement, showing evidence of skills, knowledge and experience (grant management, advocacy, capacity strengthening and networking) in the key areas listed above
•   Summary CVs of key personnel of no more than 2 pages maximum (per CV) should also be included in addition to the Capability Statement

Responsibilities:

Background
A United States based Foundation has approved the CRS Ghana’s Integrated Sanitation, Hygiene and Nutrition for Education (I-SHINE) Project for a period of three years.

The I-SHINE is a three year project (January 01, 2014 to December 31, 2016)  targeting  120 schools across six districts ( three each in Northern and Upper East Regions) of Ghana with the goal of contributing to improving  the health and well-being of vulnerable children in six districts in Northern and Upper East Regions of Ghana. I-SHINE Project will be implemented by CRS Ghana in partnership with the Ghana Health Service (GHS), Ghana Education Service (GES) and the District Water and Sanitation Teams of the beneficiary District Assemblies.

Purpose
The primary function of the M&E Specialist is to ensure the I-SHINE Project M&E objectives and results are achieved while meeting all expected technical quality standards.

Specific Responsibilities

•   Assist I-SHINE Project Coordinator and M&E and Learning Program Coordinator (MEAL Program Coordinator) to determine device needs and lead budgeting for purchase
•   Provide M&E technical support and guidance to CRS, GHS and GES
•   Assist in the development, roll-out and implementation of the I-SHINE M&E database
•   Integrate the I-SHINE M&E system into the appropriate databases at the district levels at GHS and GES
•   Collaborate with Health Information Officers at the regional and district  levels  to ensure alignment of I-SHINE M&E with the DHIMS and EMIS
•   Provide support as required to the I-SHINE Project Coordinator  in completing project reporting responsibilities
•   Provide monthly reports to the I-SHINE Project Coordinator
•   Develop tools and data collection instruments in collaboration with the I-SHINE Project Coordinator, MEAL Program Coordinator and GHS and GES partners

•   Ensure gender considerations inform M&E activity where appropriate

Project Description

Strengthening Partnerships, Results, and Innovations in Nutrition Globally (SPRING) is a five-year USAID-funded Cooperative Agreement to strengthen global and country efforts to scale up high-impact nutrition practices and policies and improve maternal and child nutrition outcomes. The project is managed by JSI Research & Training Institute, Inc., with partners Helen Keller International, the Manoff Group, Save the Children, and the International Food Policy Research Institute. SPRING provides state-of-the-art technical support and focuses on the prevention of stunting and maternal and child anemia in the first 1,000 days. In Ghana, SPRING will work in northern Ghana with a focus on strengthening the treatment and preventive nutrition services in health facilities, and overseeing the implementation of specific tasks that strengthen community based nutrition improvements.

JSI Research & Training Institute, Inc. (JSI) has received funding from the United States Agency for International Development to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in northern Ghana. SPRING’s work is designed to support USAID/Ghana and its other partners to accelerate progress towards reaching a measureable reduction in malnutrition in the Feed the Future Zone of Influence, with particular emphasis on the highest burden districts in Northern Region and Upper East Region.

Job Summary

The Social and Behavior Change Communication Advisor is responsible for supporting the design and overseeing the implementation of SPRING’s technical and programmatic approach to nutrition-related social and behavior change communication (SBCC).

•   Job Location: Tamale, Ghana.
•   Reporting Relationship:  The Social and Behavior Change Communication Advisor reports to the Deputy Country Manager based in Tamale, Ghana.

Major Duties and Responsibilities include, but are not limited to:

Technical Leadership in Nutrition SBCC

•   Lead the design of the nutrition-related social and behavior change communication (SBCC) strategy for the SPRING/Ghana program
•   Design and develop the SBCC thematic area through engagement with other development actors and district partners
•   Support the development of research protocols within the program and form partnerships with other actors to maximize research opportunities;
•   Lead the design and/or supervise the implementation of formative research needed in the development and monitoring of the community-based strategies/approaches;
•   In consultation with the Deputy Country Manager, represent SPRING/Ghana in technical coordination meetings and forums within the districts, region and country, as needed Lead the SPRING/Ghana social and behavior change communication (SBCC) team in planning, implementing and monitoring of selected nutrition-related advocacy activities
•   Develop strategic alliances with selected media platforms (community radio and/or other mass media) Develop scopes of work for and supervise graphic artists, community media specialist, and other materials development service providers
•   Work closely with the Strategic Information team to monitor performance against indicators established by the program, to systematically assess and document nutrition-related SBCC activities, best practices, and the SPRING/Ghana community-based nutrition approach
•   Contribute to the development of relationships with government and non-governmental institutions and other USAID projects, particularly those focused on the reduction of stunting through community-based SBCC and other approaches. In consultation with the SPRING/Ghana Deputy Program Manager, the SBCC team, and other technical staff, lead the development of effective messages, counseling tools, interpersonal communication (IPC) training, and other materials needed for the, nutrition-related SBCC strategy and program implementation.

Program Operations Support

•   Monitor SBCC interventions and budget expenditure in line with annual workplans;

USAID/Ghana Systems for Health Project will support improved, sustainable health-service delivery by strengthening systems vital to ensure access and quality while mobilizing communities and building public-private partnerships (PPPs) to maximize coverage. University Research Co., LLC (URC) and its international and Ghanaian partners share the vision that, by 2019, Ghana’s health systems will be sufficiently robust that the Government of Ghana and its health workforce, in direct partnership with the communities they serve, will be able to sustain equitable access to, demand for, and use of high-quality, high-impact health services with reduced external support, especially in the five regions targeted by Systems for Health. The USAID-funded Ghana Systems for Health Project is seeking an experienced Community Mobilization Specialist. The Community Mobilization (CM) Specialist will work closely with other project staff as well as Ghana Health Service at the regional, district, sub-district, and community levels to strengthen community-facility linkages for health service delivery.

Roles and Responsibilities

•   Support the design, promotion, implementation, and monitoring of community-based activities to promote community/household education/awareness on FP/RH, MNCH, nutrition, and malaria prevention and treatment issues.
•   Provide technical support for strengthening engagement and linkages between district, and sub-district, health management teams; health facilities; CHOs; community leaders; and community groups in the planning, implementation, and management of health services. Copied at: ghanacurrentjobs.com
•   Support and strengthen community-level health campaigns to build demand for key health services through gender-sensitive interventions and promotion of respectful care and male involvement, among other interventions.

•   Strengthen community-level advocacy efforts to reduce gender inequality and discrimination.
•   Develop and/or reproduce community mobilization training material, job aids and tool kits on key thematic areas.

Qualification Required & Experience

•   Master’s degree in public health or related field
•   Minimum of seven years’ experience mobilizing communities effectively and leading advocacy efforts
•   Demonstrated ability in program design and integrated approaches to community-level health service delivery

USAID funded Ghana Systems for Health Project is seeking an experienced Regional Coordinator. Under the supervision of the Chief of Party or his/her delegate, the Regional Coordinator will represent the office in the specified region. S/he will be the point person to coordinate and implement activities. S/he will supervise the regional office staff and oversee the administrative, financial and logistic function of the regional office. S/he will work closely with all stakeholders to provide on-the-ground technical support for implementation and coordination of lower-level activities in order to ensure and reinforce linkages between technical activities; integrate cross-cutting areas into programs; and foster national-to-regional and region-to-region collaborations. S/he will support the documentation and/or publication of activities and sharing of lessons learned and best practices. In addition, s/he will write progress reports according to USAID requirements.

The USAID-funded Ghana Systems for Health Project is seeking an experienced Monitoring and Evaluation (M&E) Specialist. Under the supervision of the Senior Monitoring and Evaluation (M&E) Advisor, the M&E Specialist will collect, track, and analyze data for the project, in collaboration with Ghana Health Service staff and partners in the region. He/she will be responsible for contributing to required reports and ensuring both the validity and the quality of data collected. He/she will carry out responsibilities in accordance with the USAID-approved Performance Monitoring Plan (PMP).

Roles and Responsibilities

•   Provide support to the implementation of the project’s PMP.
•   Support improved data collection, analysis, and use of key project indicators by Ghana Health Service, USAID, and local partners, including support to surveillance systems and the use of data for timely and effective decision making and planning.
•   Build the skills of, and support, facility- and community-based partners in M&E procedures so that data is generated in a uniform manner and partners understand the meaning of indicators upon which data is collected.

USAID funded Ghana Systems for Health Project is seeking an experienced Clinical Advisor. Under the supervision of the Deputy Chief of Party or his/her delegate, the Clinical Advisor will oversee health-program activities across the four areas of Systems for Health, including technical input and guidance. As a seconded position to GHS/Regional Health Directorate, the Clinical Advisor will lead efforts liaising with the government, ensuring effective and high-quality, integrated health programs at the regional level.

Roles and Responsibilities

•   Ensure the quality of activities being implemented.
•   Provide supportive supervision to the clinical staff.
•   In coordination with the Regional Coordinator, liaise with partners, sector working groups, and government stakeholders, including ministry of health, to ensure programmatic goals and strategies are in line with national and international priorities to reduce gaps in health systems and sustainability of quality projects.
•   Conduct regular field visits to identify opportunities for expansion of and improvements in program efficiency and quality.
•   Work closely with the health teams to determine training needs and develop training plan.
