USAID funded Ghana Systems for Health Project is seeking an experienced Regional Coordinator. Under the supervision of the Chief of Party or his/her delegate, the Regional Coordinator will represent the office in the specified region. S/he will be the point person to coordinate and implement activities. S/he will supervise the regional office staff and oversee the administrative, financial and logistic function of the regional office. S/he will work closely with all stakeholders to provide on-the-ground technical support for implementation and coordination of lower-level activities in order to ensure and reinforce linkages between technical activities; integrate cross-cutting areas into programs; and foster national-to-regional and region-to-region collaborations. S/he will support the documentation and/or publication of activities and sharing of lessons learned and best practices. In addition, s/he will write progress reports according to USAID requirements.

Roles and Responsibilities

•   Manage the day-to-day functions of the regional team (administrative, financial, and logistic).

The USAID-funded Ghana Systems for Health Project is seeking an experienced Monitoring and Evaluation (M&E) Specialist. Under the supervision of the Senior Monitoring and Evaluation (M&E) Advisor, the M&E Specialist will collect, track, and analyze data for the project, in collaboration with Ghana Health Service staff and partners in the region. He/she will be responsible for contributing to required reports and ensuring both the validity and the quality of data collected. He/she will carry out responsibilities in accordance with the USAID-approved Performance Monitoring Plan (PMP).

Roles and Responsibilities

•   Provide support to the implementation of the project’s PMP.
•   Support improved data collection, analysis, and use of key project indicators by Ghana Health Service, USAID, and local partners, including support to surveillance systems and the use of data for timely and effective decision making and planning.

USAID funded Ghana Systems for Health Project is seeking an experienced Clinical Advisor. Under the supervision of the Deputy Chief of Party or his/her delegate, the Clinical Advisor will oversee health-program activities across the four areas of Systems for Health, including technical input and guidance. As a seconded position to GHS/Regional Health Directorate, the Clinical Advisor will lead efforts liaising with the government, ensuring effective and high-quality, integrated health programs at the regional level.

Roles and Responsibilities

•   Ensure the quality of activities being implemented.

•   Implement all activities related to MIDA programmes in Ghana in partnership with relevant organisations, including the Ministry of Health, Ghanaian healthcare institutions and NGO partners;
•   Disseminate information about the MIDA Health programme to health institutions in Ghana and maintain a regular network of information-sharing with relevant MIDA partners;
•   Assist the Ministry of Health in the recruitment, selection, and preparation of Ghanaian candidates for training in the Netherlands;
•   In cooperation with host institutions, provide practical assistance to the Diaspora professionals during their stay in Ghana;

POSITION NO: A11001

BASIC FUNCTION OF POSITION

•   The incumbent represents the Office of Security Cooperation (OSC) in discharging U. S. interests in connection with the following programs: International Military Education and Training (IMET), Africa Center for Strategic Studies (ACSS) and Countering Terrorism Fellowship Program (CTFP). S/he provides International Military Education and Training (IMET) assistance to the U.S. Embassy, Lome and Cotonou, and is responsible for planning and evaluating training provided to the Ghanaian military personnel. Incumbent assists the OSC Chief in the management of Foreign Military Sales/Foreign Military Financing cases as they pertain to training to ensure the office maintains compliance with Foreign Assistance Act (FAA) of 1961, as amended and effective use of all available training funding and performs all other administrative support functions as assigned.

•   Incumbent consults with the highest authorities of the Ghanaian military and answers inquiries and explains policy, training programs, and procedures regarding participant training; manages a large sub-Saharan Africa IMET program with an annual budget of $650,000, identifies actual and potential problem areas within IMET and, in coordination with OSC Chief, initiates corrective actions. S/he consults with Ghanaian military officials to determine training requirements and recommends appropriate courses, works with Country Program Managers (CPMs) of the U.S. Military Departments (MILDEPs) to implement the Ghanaian training requirements. Incumbent develops and coordinates comprehensive two-year training plans to accomplish USAFRICOM’s and the Ghanaian military objectives.

Qualification Required & Experience

•   Completion of secondary school; college diploma, specifically in Training Management, Human Resources, Management, Public Administration, Business Administration is required.
•   Previous work experience in an Embassy and/or prior member of Ghana Armed Forces or U.S. military is required. Three to Four (3-4) years of progressively responsible experience in training programs administration or related fields–at least three with a U. S. Government Agency is required.
•   Level IV (fluent) in written, spoken and reading English. High degree of proficiency in both the written and spoken language, including the ability to translate. On occasion, the Job Holder may need to act as an interpreter. Language proficiency will be tested.
•   Thorough knowledge of Department of Defense (DoD) and U.S. Army, Navy, and Air Force Security Assistant education and training programs, regulations, and policies is required. Comprehensive knowledge of training facilities available locally, in the U.S., or in CONUS.
•   Must have the ability to manage complex training requirements and schedules; manage training and office budgets; obtain, analyze, and evaluate relatively extensive data and prepare precise and accurate analytical reports; develop and maintain a wide range of working-level and senior-level contacts in DoD, Ghanaian military authorities and Government of Ghana circles; and render advice clearly and objectively. Strong computer skills (Microsoft Office suite, plus special programs/websites) are required. Typing skills and computer experiences will be tested.

•   Identify and recruit new Bluestar Social Franchises by mapping and assessing the eligibility of private clinics, maternity homes, pharmacies and chemical sellers against defined criteria.
•   Develop and implement strategies to improve overall accessibility of MSIG core services in franchised outlets with targeted strategies that improve accessibility by young people
•   Develop strong relationships with key project partners including Ghana Health Service (GHS) at the regional and district level as well as local community leaders and other partners identified over the course of implementation.
•   Facilitate community entry in targeted communities and maintain good relationships with community leaders in collaboration with Communication and Marketing team
•   Conduct monitoring visits to youth project activities in the region and submit reports of such visits

Summary:
