BASIC FUNCTION OF POSITION

•   Under the direction of the Ambassador or his/her designee, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Country Coordinator provides leadership and coordination in implementing the USG HIV and AIDS strategy for Ghana, consistent with PEPFAR goals and resources. The Country Coordinator will act as the USG focal point in all PEPFAR Ghana related matters.

•   The incumbent’s work consists of broad program management of the multi-faceted PEPFAR function to develop, facilitate, and monitor in-country HIV/AIDS prevention, treatment, and care plans; to serve as the key coordinator and facilitator of the USG interagency team implementing PEPFAR activities in the areas of HIV/AIDS prevention, treatment, care, and health systems

•   strengthening; and to address issues, concerns, etc. associated with services for vulnerable populations, training and volunteers, and health care human capacity development. The Country Coordinator assists the U.S. State Department Office of the Global AIDS Coordinator and PEPFAR implementing agencies with planning, developing, directing, and controlling key functions of a major program with international scope.

•   The Country Coordinator’s portfolio involves the full range of roles and responsibilities associated with broad program management to include accountability for the success of the aforementioned functions; the monitoring and oversight of operations to deliver, measure and evaluate accomplishments and/or progress to date, and to highlight successes and to identify reasons for shortfalls; to adjust, should such action be necessary, to achieve program goals; the development and maintenance of internal control systems to ensure that human, financial, technological and material resources are safeguarded against waste, fraud, unauthorized use or misappropriation; etc.

•   S/he leads the USG PEPFAR interagency team in Ghana in the conception, formulation, and recommendation of initiatives in response to the epidemic profile in Ghana; coordinates and facilitates PEPFAR implementing agencies in the restructuring, reorienting and recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in policy, legislation, program authority and/or funding; establishes appropriate controls to ensure the integrity-financial, technical, and operational of all HIV/AIDS prevention, treatment, and care programs implemented pursuant to the PEPFAR; and will decide, in consultation with the U.S. Embassy leadership and PEPFAR implementing agencies, how best to direct the funds allocated to the country for successful program impact.

•   The Country Coordinator will provide leadership and technical direction to the USG interagency team in the development and implementation of all strategic information (SI) and monitoring and evaluation (M&E) activities to meet the needs of PEPFAR; and will aid in assuring the accountability of PEPFAR and other HIV/AIDS programs supported by the USG to Administration officials, Members of Congress, and the general public through the development and communication of appropriate statements, reports, and representation. S/he will be responsible for the coordination and linkage of USG bilateral assistance with other bilateral donors, non-governmental organizations, and international multilateral organizations engaged in the fight against the global HIV/AIDS pandemic, including the World Health Organization (WHO) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). In collaboration with the USG interagency team, the Country Coordinator will devise and maintain appropriate management and internal control systems to ensure that all resources are safeguarded against waste, fraud, unauthorized use of misappropriation; obligation incurred comply with applicable laws and regulations; and revenues and expenditures are promptly recorded and accounted for in accordance with Departmental procedures.

Qualification Required & Experience

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

•   Postgraduate degree (Masters) in public health, public administration, international development, nursing, medicine, health services administration or similar health related discipline, with formal training in public health program management is required.
•   Five years of progressively responsible experience in managing public health or development programs in the developing country context is required.
•   S/he must have expertise in planning and managing expenditure levels and funding pipelines, developing budgets, and managing funding flows to implement a program. Specialized and demonstrate knowledge of the principles, practices, methods, and
techniques of management of public health or other programs, especially in resource poor settings. S/he must have knowledge and demonstrated capability in facilitation and coordination of organizations or agencies with varied organizational culture and core competencies towards the achievement of common goals; must have knowledge of the culture, socio-cultural norms, and the public health capacities in-country; and must have knowledge of the operations and capacities of other donor governments, international multilateral organizations, and non-governmental organizations involved in the fight against the global HIV/AIDS pandemic.
•   Ability to demonstrate managerial, administrative and analytical skills; excellent collaborative leadership skills with competency in facilitation and negotiation between various stakeholders resulting in measurable, positive outcomes; ability to establish and maintain working relationships at all levels throughout the management, medical, scientific, public, and private sectors of the broad HIV/AIDS response community to gather and exchange information and negotiate proposals and initiatives; and ability to maintain relationships with the Government of Ghana at the highest levels, including representatives of the Ghana AIDS Commission and the Ghana Ministry of Health. Ability to provide timely expert advice and consultation to executive and senior level management officials regarding the appropriate investment of U.S. resources in the prevention, treatment and care of HIV/AIDS.
•   Level IV English (fluency) is required. High degree of proficiency in both the written and spoken language. Language proficiency will be tested.
•   Advanced skills in verbal and written communication to review and present analyses, provide guidance, solicit information, defend proposals, and negotiate agreements.

Job Summary:
The Social and Behavior Change Communication officer is responsible for supporting SPRING’s technical and programmatic approach and implementation of Social and Behavior Change Communication (SBCC).

•   Job Location: Tamale, Ghana.
•   Reporting Relationship:    The Social and Behavior Change Communication Officer reports to the Social and Behavior Change Communications Advisor based in Tamale, Ghana.

Major Duties and Responsibilities include, but are not limited to:

•   Support the successful implementation of the Social and Behavioral Change Communication (SBCC) strategy on Nutrition for the SPRING/Ghana
•   Support the implementation of research protocols within the program and foster partnership with other actors to maximize research and practice opportunities
•   Provide creativity and energy to SBCC efforts within the nutrition agenda.
•   Foster strategic alliances with key media platforms and material development service providers, as well as other government and non-governmental institutions
•   Work closely with Strategic Information team on performance monitoring and documentation of processes
•   Support the SBCC Advisor in the development of tools and other materials needed for the assessment, SBCC strategy and program development and implementation.
•   Support the implementation of assessments, formative and other research needed in the development and monitoring of the community-based strategies/approaches.
•   Provide timely reports, documents and proposals as requested
•   Review and refine documents/outputs produced by consultants and other SPRING/Ghana staff

Qualification Required & Experience

•   A master’s degree in SBCC, behavioral sciences, and/or public health-related behavior change or equivalent work experience

Disseminating Innovative Resources and Technologies to Smallholders (DIRTS)

IPA Ghana seeks a Research Associate who will support the evaluation team under the Disseminating Innovative Resources and Technologies to Smallholders (DIRTS) project including: marketing agricultural inputs and rainfall index insurance, and providing community-based mobile extension services. Lead Principal Investigators on the DIRTS study are Dean Karlan and Christopher Udry of Yale University. The study’s interventions are implemented in collaboration with the Ministry of Food and Agriculture, the Ghana Insurers Association and several other partners. Evaluation of the project occurs via a series of electronic and paper surveys with randomly selected respondent households. This position will be based in Tamale, with required travel across the Northern Region.

Duration of contract: 2 years

The Research Associate, working closely with the Senior Research Associate and the implementation team, will help design, manage, and execute weekly labor surveys throughout the agricultural season, using mobile phone technologies. The position will involve development of survey instruments in conjunction with the Senior Research Associate and Principal Investigators, management of incoming weekly survey data to ensure high data quality, and supervision of a team of field staff to ensure all research protocols are adhered to. In addition, the Research Associate will support the evaluation team in the conduct of other surveys.

Specifically, the Research Associate will:

•   Develop and pilot survey instruments; manage translation into local languages;
•   Manage the Computer Assisted Interviewing; oversee the programming of the software; conduct high frequency check on all incoming electronic data; provide detailed quality control for collected data through regular data cleaning and analysis; design and review monitoring reports and help identify the causes of potential bottlenecks in the data management system.
•   Manage the logistics of the weekly labour survey, including managing the budget, timelines, Community Survey Agent recruitment, training and payroll, and procurement;
•   Ensure adherence to data quality protocols, including auditing , monitoring data collection, and conducting data quality audits;
•   Manage critical high-level relationships with partner organizations;
•   Participate in meetings with key stakeholders and present research findings;
•   Write reports detailing research findings and proposed interventions;
•   Oversee funding and human subjects approval applications, and ensure that all necessary approvals are in place;
•   Maintain compliance with all organizational policies and procedures;
•   Keep the evaluation team, relevant members of the project implementation team and the management team routinely updated on activities, concerns, and decisions that need to be made; and
•   Perform related duties as assigned by supervisor.

Qualification Required & Experience

•   A bachelor’s degree in economics, social sciences, public policy, or related fields;
•   Excellent management and organizational skills along with strong quantitative skills;
•   Experience living in a developing country is a strong plus;
•   Fluency in English with strong communication skills;
•   Knowledge of Stata (strongly preferred) or other data analysis software;
•   Familiarity with randomized controlled trials preferred;

Marie Stopes International Ghana (MSIG) seeks an experienced manager for the post of Regional Manager (RM). The RM will be responsible for overall leadership in their territory including: delivery of results i.e., annual business plan, donor projects and other initiatives, team member motivation and capacity building, strategic relationships with government and other stakeholders and also develops funding opportunities. The RM position is based in the MSIG regional office(s) in Takoradi and requires frequent travel within Ghana. The RM reports to the Head of Programmes/Deputy Country Director based in Accra.

Responsibilities include:

•   Develop a clear annual (regional) implementation plan in consultation with technical and project leads from the Accra support office and the regional team
•   Work closely with the Head of Programmes/Deputy Country Director to identify new funding opportunities and lead the development of high-quality regional proposals Work with the Social Franchise and Medical Development teams to ensure high clinical quality standards across all service delivery channels
•   Work with support office teams and other RMs to help establish new systems to support MSIG’s new regionalised structure (e.g.stores,finance,MIS, reporting,etc)
•   Review individual KPIs and continuously motivate high performance of the regional team members
•   Support the professional development of regional team members in collaboration with support office teams (such as. HR & Admin, Medical Development, Finance, Social Franchise etc)

Qualification Required & Experience

The person must:

•   Bachelors Degree in health, demography, public health, social sciences, development studies or business management
•   Masters Degree in related field and other professional qualification, ideally in project management required Knowledge of MSIG field operations and systems
•   At least seven years of post-graduate relevant work experience with at least three years of experience in a significant management position
•   Demonstrated experience in successfully managing and motivating teams and managing both medical and non-medical team members
•   Experience in managing project life cycles (representation, project design, activity implementation, budget/results management, reporting, evaluation, and negotiating adjustments)
•   Experience managing budgets; procurement and logistics and setting up new off ices/systems
•   Experience working with both public and private health facilities
•   Experience working in health and sexual reproductive health

Job Summary

To facilitate the delivery of all SATISFY Project activities by way of community entry, mobilization, participation in project planning, implementation, monitoring, review as well as evaluation. Collaboration with all relevant partners and stakeholders and working closely with leadership of the Ghana SATISFY field Project Manager.

Major Responsibilities

•   Ensure the implementation of the SATISFY project planned activities in a timely manner and within the project budget.
•   Undertake regular field monitoring visits and provide support to SATISFY Project beneficiaries (farmers) and / or other project activities planned.
•   Ensure all SATISFY Project activities implementation is guided by developed gender and environmental impact strategies of the project.
•   Plan and implement trainings for farmers and/ or other SATISFY Project beneficiaries and stakeholders in the project area(s) as per the planned project activities.
•   Participate in SATISFY Project meetings and share project activities implementation progress updates with other SATISFY project team members.
•   Prepare project activity progress reports and submit to the Field Project Manager in a timely manner.
•   Lead the organization of project review sessions (annual work plan meetings) at the district level with stakeholders, with support from the Field Project Manager and Project Managers.

Qualification Required & Experience

•   BA/BSc Degree in Agricultural Sciences, Food Security, Development Studies, Community Development, Planning or related field.
•   Certificate in Project Management
•   1 – 3 years experience in food security or agriculture.

Technical Skills & Abilities:

•   Strong computer skills and abilities:
•   Strong knowledge of sustainable agricultural (and/or environmental) techniques
•   Knowledge of modern food security and nutrition approaches.
•   Experience in working with livestock farmers.
•   Working knowledge of programs or projects management cycle
•   Ability to establish and maintain effective working relationships with staff and partners.
•   Good report writing and communication skills.
•   Good planning and organization skills.
•   Strong competence in community mobilization and development programming.
•   Must be a committed Christian, able to stand above denominational diversities.
