Job Title:  Monitoring and Evaluation Advisor (Job: GH-441414)

JSI Research & Training Institute, Inc. (JSI) has received funding from the United States Agency for International Development to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in northern Ghana. SPRING’s work is designed to support USAID/Ghana and its other partners to accelerate progress towards reaching a measureable reduction in malnutrition in the Feed the Future Zone of Influence, with particular emphasis on the highest burden districts in Northern Region and Upper East Region.

Job Summary:
As a member of the SPRING Team, the Monitoring and Evaluation (M&E) Advisor will work under the direction of the SPRING/Ghana Deputy Country Manager.  The M&E Advisor’s primary responsibilities will be to organize and coordinate the collection, analysis, and reporting of routine monitoring and periodic evaluations of the project. M&E activities will be designed to assess and report on project activities and results, thereby enabling SPRING to identify problems, their causes, and solutions to improve overall program performance. M&E reports will provide USAID, the host government, and stakeholders at all levels with a record of progress, effectiveness and lessons learned. The overall approach is expected to provide decision-makers with accurate, practical and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner.

•   Job Location: Tamale, Ghana.
•   Reporting Relationship: The Monitoring and Evaluation Advisor reports to the Deputy Country Manager based in Tamale, Ghana.

Major Duties and Responsibilities include, but are not limited to:

Technical Leadership

•   Coordinate with SPRING/HQ in developing and periodically reviewing and revising a SPRING/Ghana PMP, including indicators and targets as well as plans, budgets, and timelines for M&E activities;
•   Establish and maintain a routine monitoring and reporting system to enable effective measurement, reporting, and use of PMP indicators;
•   Oversee M&E planning, development and management activities to ensure that SPRING/Ghana M&E functions smoothly and efficiently;
•   Build capacity of and guide SPRING/Ghana staff in the development, implementation, and use of the PMP and related M&E information;
•   Oversee SPRING/Ghana M&E activities, including designing, conducting, analyzing and reporting on surveys, evaluations or operations research;
•   Ensure quality, consistency and adherence to standards and best practices for M&E;
Compile and analyze data from each of the project strategies and activities;
•   Support SPRING/Ghana staff in presenting and using data on an ongoing basis for identifying problems if and when they arise and for evidence-based decision-making;
•   Prepare reports of SPRING/Ghana project results, as needed, at all levels;
•   Provide M&E information for quarterly reports, other reports, and presentations on SPRING/Ghana results and achievements;
•   Contribute to and actively participate in SPRING/Ghana project planning, even when not specifically related to M&E;
•   Help SPRING/Ghana and SPRING/HQ staff to identify research opportunities, carry out that research, and translate findings into practice;
•   Assist project staff in conducting web searches, and reviewing literature on research topics;
•   Communicate and coordinate M&E activities with the Ghana Health Service, implementing partners, and institutions to the extent possible and as appropriate;
•   Work with SPRING/HQ Strategic Information team to identify and inform SPRING staff of successes, challenges, and lessons learned;
•   Establish and operationalize the M&E components  of a quality improvement systems;
•   Work with other technical team members to identify opportunities for further strengthening of District Teams and community services ;
•   Work with the Deputy Country Manager and SPRING’s Technical and Strategic Information teams to design and support the implementation of learning and relevant research agenda for SPRING/Ghana;
•   Contribute to the development of technical resource materials, including guidelines, training manuals, curricula and job aids, as necessary.

Program Operations Support

•   Monitor technical interventions and budget expenditure in line with annual workplans;
•   Provide timely reports, documents and proposals as requested;
•   Review and refine documents/outputs produced by consultants and other SPRING/Ghana staff.

Human Resources Management

•   Participate in the identification, recruitment and management of consultants for research, design of documents such as consultant agreements and protocols, and other relevant tasks, as necessary;
•   Directly supervise the M&E Officer and oversee the activities of this position to ensure quality and timely submission of deliverables.

Qualification Required & Experience

•   Master’s degree in public health, statistics or related social science.
•   First-hand experience in quantitative and/or qualitative research (design, data collection, and analysis) is highly desirable;
•   Experience in primary data collection and/or analysis of quantitative or qualitative data is highly desirable;
•   Computer skills demonstrating competency in MS Office and at least one statistical package such as SPSS or STATA;
•   A minimum of 6 years work experience, 4 of which should include work in monitoring and evaluation related to international public health. M&E experience should relate to the use of measurement methods required for monitoring, evaluation and/or research in international public health programs in at least one of the following: household surveys, health facility assessments, operations research, qualitative research, routine health information systems or other routine data sources;
•   Experience with lot quality assurance sampling (LQAS), mobile technologies for survey data collection, or geographic information systems (GIS) is a plus;
•   Experience supporting projects or programs with a nutrition focus preferred;
•   Experience with projects funded by the United States Government (USG), particularly the United States Agency for International Development (USAID);
•   Strong decision making skills and results oriented approach;
•   Ability to work effectively and harmoniously with other administrative, financial and technical staff from SPRING/HQ, SPRING/Ghana, USAID, consultants, GHS, and international organizations;
•   Ability to work independently and manage various projects in a team setting, with limited supervision;
•   Ability to work effectively in a team consisting of people with different technical backgrounds and with varying levels of technical training;
•   Ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality;
•   Excellent English written and oral communication skills, and the ability to write for a range of audiences and purposes, including superior presentation skills;
•   Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic, and presentation media;
•   Proven track record that demonstrates leadership skills, project management, budget and resource management experience, and client relationship management capability.

Responsibilities
Crisis Care and Case Management Services

•   Provide immediate crisis care, advocacy and assessments for children coming out of forced labor trafficking situations and ensure all victims receive legally mandated government protections;
•   Assist IJM multidisciplinary teams and law enforcement officers in conducting child-sensitive interviews with victims and witnesses regarding forced labor trafficking that can be utilized in ongoing investigations, legal proceedings, and aftercare assessments;
•   Engage, prepare and support victims and witnesses throughout judicial proceedings in partnership with multidisciplinary teams of advocates and care providers;
•   Facilitate placement of child survivors into government approved shelter facilities for immediate protection and care;
•   Complete comprehensive needs assessments, including family and community assessments, toward the safe reunification of a survivor to his or her family and home community;
•   Develop and implement treatment plans reflecting objectives and services needed to attain sustained restoration of the child survivor, based on assessed needs of the child and his or her primary caregivers and in accordance with IJM Minimum Standards of Care;
•   Facilitate reunification service referrals through a network of partner providers;
•   Develop and implement strategies for the provision of direct assistance to survivors and their families in cases where aftercare stakeholders are unable or unwilling to address critical needs; and
•   Thoroughly document and monitor service provision and progress of participants within IJM’s internal electronic database (CTMS).

Program and Partner Development

•   In collaboration with the Director of Aftercare, develop and implement a model for provision of reunification services for child survivors of forced labor trafficking and their primary caregivers in accordance with DSW standards;
•   Develop a network of collaborative partnerships within key program areas that are equipped to serve the holistic needs of IJM aftercare participants, including service providers in the areas of health, education, income generation, protective services, mental health, basic needs (i.e. food, housing) and other relevant needs;
•   Assist the Director of Aftercare in assessing the gaps in comprehensive survivor aftercare service availability and implementing solutions to address these gaps;
•   Identify training and resource needs for aftercare partners and facilitate provision of critical trainings and resources within resource constraints and office priorities; and
•   Provide strategic input to quarterly Field Office reports for submission to IJM global leadership teams.

Qualification Required & Experience

•   Master’s Degree in mental health field; social work degree preferred;
•   Minimum two years of relevant experience in provision of case management services, implementing psychosocial assessments and interventions;
•   Experience working with survivors of trauma and ability to provide service interventions in a trauma-informed manner;
•   Excellent interpersonal skills, especially with children and their caregivers, the indigent and otherwise vulnerable individuals;
•   Experience in building collaborative partnerships with other social service providers;
•   Computer literate with proficiency in MS Word, Outlook and Excel;
•   Excellent knowledge of written and spoken English; fluency in Ewe and Twi preferred; and
•   Driver’s License preferred.

The five year USAID/USDA West Africa Analytical Support Services and Evaluations for Sustainable Systems (ASSESS) program is responsible for program evaluations in the Regional Economic Growth portfolio of the US Government’s foreign assistance programs to the region. This portfolio includes programs in agriculture, trade, environment, and the energy in 21 countries of West and Central Africa. The program currently has, but is not limited to, four components:

•   Program Evaluation (including both impact and performance evaluations)
•   Capacity Building of local institutions in M&E
•   Knowledge and Information Dissemination,
•   The African Center of Excellence (ACE), a regional training center. The ACE will serve as a focal point for the Mission’s convening power that brings together USAID colleagues and development partners to promote Agency priorities in foreign affairs. The facility will act as a center for knowledge management and exchange that advances USAID Forward reform initiatives through learning and collaboration.

Job Summary

Major Roles and Responsibilities:

•   Supervisory responsibilities
•   Overall responsibility for preparation, planning and carrying out training sessions and maintaining professional environment at the ACE and primary point of contact with USAID EXO’s Training Coordinator.
•   Responsible for developing the annual workplan and budget for ACE in Coordination with USAID’s EXO Training Coordinator.
•   Proper functioning of all electronic equipment, computer audio/visual, translation and other equipment arrangement required for classrooms instruction.
•   Assistance to training participants and instructors with computer audio/visual, translation and other equipment arrangements required for classroom instruction.

Qualification Required & Experience

•   Minimum Master’s degree in Business Management, Social Sciences or related field.
•   Minimum of seven years of relevant, progressively responsible work experience managing training programs in West Africa.
•   High proficiency in spoken and written English and French.
•   Demonstrated high level of capacity in writing technical and administrative documents in English and French.

Job Summary

Chemonics International, a U.S.-based international development consulting firm, seeks technical experts for a five-year USAID-funded rule of law project in Liberia, the Legal Professional Development and Anti-Corruption Activity (“LPAC”). This project, which is anticipated to start this fall, will provide capacity building expertise to Liberia’s Judicial Institute, Louis Arthur Grimes School of Law, Liberian Legal Information Institute, and Liberia National Bar Association. It also will provide technical assistance and support to the Liberian Anti-Corruption Commission and associated Government of Liberia entities in their efforts to prosecute corruption and educate the public about fighting corruption.

We seek candidates for long-term and short-term positions who have expertise in the following technical areas:

•   Judicial training
•   Bar association/legal profession development
•   Legal education reform, including clinical legal education
•   Anticorruption investigation
•   Legal information management
•   Human and Institutional Capacity Development (HICD) methodologies
•   Training or curricula development

Qualification Required & Experience

•   Relevant university degree
