Plan Ghana, an international child-centered community development organisation, is looking for a dynamic and results-oriented person to fill the position of Sponsorship Manager.The position is located at the Ghana Country Office, Accra and reports to the Country Director.

Job Purpose: To manage and be accountable for all sponsorship activities in the country.

Typical Responsibilities – Key End Results of Position:

•   Member of the Country Management Team
•   Manage country sponsorship activities in a prudent manner. To do this:-
•   Makes sure that Plan Ghana has an effective working relationship with National Offices, Regional office and International headquarters with respect to sponsorship
•   Performs sponsorship strategic and tactical planning to bring in innovations and best practice in the country
•   Manages the country caseload (new and existing quota) in collaboration with the Programme Unit Managers for approval by the Country Director
•   Makes sure that the sponsorship communication activities are in line with the organisation’s requirements and Sponsorship Book (SB) guidelines, policies and processes
•   Prepares, informs, shares and updates all sponsorship policies, processes and procedures
•   Complies to Plan’s child protection policy in sponsorship
•   Develops contacts with other child sponsorship organisations for consensus on areas of operations
•   Manages all sponsor visits to the country and ensures they are done in a professional and coordinated manner
•   Trains PU staff and ensures that children’s club members and local based organisations are also trained on sponsorship communication activities, policies and processes; Also build the capacity of field staff and ensures they are updated with sponsorship policy, processes and new developments
•   Gender mainstreaming in sponsorship activities and maintains gender sensitivity to staff and associates
•   Makes sure that the all Plan sponsorship systems are working and issues reported to helpdesk on time
•   With the support of the PUMs, make sure that Sponsored Children are visited a least once annually and summary of status reported as per agreed local processes
•   Prepares, monitors and implements annual sponsorship operational plans for the country
•   Conducts quarterly field visits, submit reports and acts on it
•   Provides timely and quality support for disaster preparedness and execution of activities during disaster, and manages associated risks in this regard;
•   Fulfils Plan’s Child Protection Policy by making sure all sponsorship activities, processes and document at PU level are in line with Plan’s Child protection policy
•   Perform any other duties that may be assigned by the Country Director to support the achievement of organisational goals

Communications and Working Relationships:

•   Medium contact with Plan partners for the provision of quality and timely sponsorship activites
•   Has high contact with all Country Office and Programme Unit Sponsorship Progamme staff to support smooth implementation of the sponsorship functions
•   Maintains medium contact with other staff from the Programme Unit and Country Offices to gain their support for understanding and implementation of administration related activities and to ensure they understand the operations of sponsorship in the country
•   Maintain high contact with sponsorship staff in the Regional, National and at International Headquarters
•   Maintains high contact with Partners, International NGOs with sponsorship programmes

The job responsibilities of this position require occasional contact with children and it is expected that children shall be protected at all times.

Qualification Required & Experience

•   Master’s degree/equivalent in Marketing/PR/Communications or Development Studies/Social Sciences or related area

Disaster risk reduction (DRR) is an urgent and significant development issue in Ghana. Recognizing the importance of strengthening DRR capacities in achieving sustainable development and poverty reduction in Ghana, the National Disaster Management Organization (NADMO) and UNDP will implement the Community Resilience through Early Warning (CREW) Project to build capacities within the country to reduce disaster risk by putting in place an integrated early warning system that is both scientific and people-centered. Supported by the Government of Norway, the project is designed in a way that it aligns with the Hyogo Framework of Action and the Ghana Plan of Action for DRR and climate change adaptation (CCA), and leads to tangible results in both the national and community levels.
Through the implementation of hazard mapping, early warning, and vulnerability assessment and reduction, the project aims to achieve 1) a reduction of economic and human losses and damages from priority disasters, and 2) establishment of effective early warning and communication for priority hazards to reduce disaster risks in the 10 pilot sites by 2015.

The project management team will be based in NADMO while the quality assurance team will be based in UNDP Ghana Country Office. The Technical Specialist (National) will be part of the quality assurance team at UNDP. She/he will directly report to the Cluster Manager of the Sustainable Development Cluster. In order to successfully deliver his/her work, she/he needs to work closely with and mobilize inputs from the project management unit staff, project officer, international technical specialists, and M&E expert.

Duties and Responsibilities
Summary of key functions:

•   Technical services in areas related to early warning system, disaster risk reduction, GIS and mapping, community-based capacity building, climate change adaptation;
•   Building strategic partnerships;

•   Support to knowledge building and knowledge sharing.

Ensures provision of top quality advisory and technical services:  

•   Works with Technical Advisor and International Technical Specialist to mobilize technical inputs to the project;

•   Undertake in-house research, if necessary;
•   Reviews reports from consultants;
•   Ensures that the project is managed and implemented in accordance with UNDP rules and regulation.

•   Network with universities and research institutions to gather their inputs to the project.

Ensures facilitation of knowledge building and management:

Purpose of the Position

•   The incumbent is responsible for the overall management and administration in the development, planning, implementation, monitoring and evaluation of the Health & Nutrition programme in the context of child survival and development within the country programme. Accountable for effective technical leadership, management guidance and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve programme goals and expansion of UNICEF assisted Health & Nutrition interventions, including the attainment of the Millennium Development Goals.
•   As head of the Health & Nutritional group, leads, manages, develops and enables a competent team of professional and support staff to achieve the strategic goals and objectives of the Health & Nutrition programme.

Qualification Required & Experience

•   Eight years of relevant work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health and nutrition programmes relevant to child survival, health & nutrition care. Relevant work experience in a managerial position, or a technical expert position in health, nutrition, and child survival & health care. Developing country work experience or field work experience. Background/familiarity with Emergency.

Senior Engineer

•   Minimum a Master’s in Public Health or Social Sciences;

•   Devise the overall strategy, tools and mechanisms for monitoring, evaluation and information management for the GROW Project and its implementing partners.
•   Oversee the implementation of the project’s evaluative systems and Performance Management Framework
•   Provide leadership and guidance in the preparation of the weekly, quarterly and annual reports, ensuring quality and timeliness.
•   Work closely with the Country Project Manager and the Project Specialists in the preparation of annual work plans
•   As necessary, plan and implement capacity building on evaluation for staff and partners
•   Ensure sub-grants are contributing and meeting overall project targets in a cumulative way and that M&E is embedded in each sub-grant.
•   Ensure MEDA’s compliance in meeting  donor reporting requirements
•   Ensure evaluative systems incorporate gender and environment factors as appropriate.
•   Oversee the generation of ‘lessons learned’ systems to facilitate continuous learning for the project and stakeholders
•   Establish and maintain proactive contact with relevant stakeholders including donors, , government bodies, local organizations
•   Represent MEDA Ghana as and when necessary and requested by the supervisor.
•   Carry out other duties as assigned by the Country Project Manager.

Qualification Required & Experience

•   Master’s level education, preferably in social sciences, economics, business and/or international development or an equivalent combination of education and experience
•   Five years’ management experience in monitoring and evaluation, within an INGO or similar nature organization
•   Experience in women’s programming and/or economic developed strongly preferred
•   Strong familiarity with donor (specifically CIDA) regulations, reporting requirements,
•   Demonstrated leadership and vision in managing staff and major projects or initiatives at a national level.
•   Strong English communication skills, with specific emphasis on writing skills.
•   Demonstrated familiarity with various M&E tools
•   Excellent analytical skills, logical thinking, detail oriented and ability to work under pressure and tight deadlines
•   Excellent interpersonal skills and collaborative management style.
•   Excellent computer skills and proficiency in Microsoft Office applications.

Job Reports to: Regional Manager, in conjunction with the Head of Team: Contracts and Agreements

Main function: In collaboration with other members of the Africa team, the Regional Programme Adviser supports the regional programme’s strategic objectives in accordance with the Alliance global strategy.

•   The regional programme relies on decentralised activities that are implemented and supported by a range of people and organisations.  Therefore, the Regional Programme Adviser needs to work in collaboration with staff of the Alliance’s Secretariat, Linking Organisations (LOs) and Regional Technical Support Hubs, as well as other regional programme partners.
•   The Regional Programme Adviser is responsible in collaboration with the Contracts and Agreements Team for budget control of grants provided to partners.  The Regional Programme Adviser leads the ongoing management of capacity building that is delivered through the regional programme, and the implementation of the programme’s activities in the field (such as regional events).
•   The Regional Programme Adviser works with Regional TS Hubs to ensure partner organisations are supported to implement regional programme activities with appropriate quality; and where relevant are supported for country level and regional capacity building, knowledge sharing, influencing the environment of stakeholders in the HIV response, and organisational development.
•   The Regional Programme Adviser represents the regional programme to other staff in the Alliance Secretariat and externally when required, ensures effective knowledge sharing related to the regional programme and the Alliance more generally, and develops and maintains professional relationships with programme partners and relevant donors.

Responsibilities:    

PROGRAMME MANAGEMENT, CONTRACT OVERSIGHT AND QUALITY ASSURANCE

Objective: High quality regional programme efficiently and effectively delivered against the Alliance Strategic Framework

•   In collaboration with Africa team Advisers, Senior Advisers and Regional Manager, support LOs in appropriately developing their regional programme activities to contribute to the Alliance’s mission, vision and values, as well as the Alliance’s global and regional strategies

•   Support the review and approval of LO proposals to carry out regional programme activities in their countries, ensure that LOs and Regional TS Hubs have clear and agreed work plans for their regional programme activities, and oversee implementation according to agreed monitoring and reporting

•   Working in collaboration with Advisers, Senior Advisers and Regional Managers, support senior managers of LOs and regional partners in order for them to ensure delivery of work plans according to desired outputs and budgets, and to ensure their regional programme activities are successful

•   Regularly monitor programme implementation, financial performance, and compliance with donor and organisational policies and procedures; and submit reports as necessary.  Make recommendations for programme amendments or for changes in management or technical support strategies, as well as for managing the relationship with the regional programme’s donors

•   Monitor overall performance of regional activities, and collaborate with Africa team Advisers, Senior Advisers and Regional Managers to assist LOs and other partner organisations in identifying programme and financial gaps and proposed solutions

•   Review programmatic data and ensure consistency, quality and sign off using Alliance systems

•   Monitor risk within regional programme implementation, and advise on how to mitigate risk

PROGRAMMATIC AND ORGANISATIONAL DEVELOPMENT

Objective: Strong, independent, sustainable LOs contributing to national AIDS responses

•   Contribute to the regional programme’s capacity building plan in collaboration with the Regional Manager, Contracts and Agreements Team, Regional Technical Support Hubs, and other relevant colleagues
•   Manage the regional programme’s capacity building and technical support activities, including the Regional Programme’s contracting of technical support through Regional TS Hubs

REPRESENTATION, COMMUNICATIONS AND KNOWLEDGE SHARING

Objective: Effective representation, communication and knowledge sharing within and outside the Alliance

•   Ensure good communication and coordination within the team and partners in the regional programme
•   Ensure that appropriate knowledge sharing systems are in place, promote and contribute to organisation-wide approaches to knowledge management
•   Act as a representative and advocate for the regional programme both within the Secretariat and externally where necessary

RESOURCE MOBILISATION AND DONOR RELATIONS

Objective: Adequately funded programmes and scale up in the assigned countries

•   Collaborate with Alliance Secretariat and LO staff to foster relations with donor representatives, especially those based in the field
•   Support regional programme resource mobilisation in consultation with the Contracts and Agreements Team, field-based partners and Business Development team, including contributing to and/or leading on key inputs into proposal development
•   Contribute to the management of the relationship with the programme’s donors, ensure contract compliance and quality, timely donor reports.

STRATEGY AND HIV PROGRAMMING

Objective: Quality, community based programmes delivered by LOs at scale to contribute to the Alliance Strategic Framework
•   Ensure knowledge sharing and learning between regional programme partners, and contribute regional learning to Alliance wide global knowledge and learning
•   Actively support the development of new programming and innovation, including identifying, developing and reviewing new opportunities for the regional programme, particularly when they are complementary to LOs’ and partners’ existing strategies
•   Participate actively in regional strategy development and planning exercises in collaboration with the Associate Director: Africa, the Regional Manager and other staff
•   Maintain an up-to-date knowledge of the HIV and AIDS epidemic and responses in the region and especially in countries where regional activities are taking place

TEAM WORKING

Objective: Effective team working

•   Provide support to team members and other teams according to specialism and need, including at a distance when possible
•   Participate in the Alliance’s relevant planning (such as regional programme planning meetings, team planning), information sharing and team building
•   Collaborate with the Africa Team’s Advisers, Senior Advisers and Regional Managers,  who have responsibility for ongoing support to Alliance Linking Organisations in the region, in order to ensure coordinated approaches and effective use of staff resources that support LOs
•   Collaborate with staff of the Regional Programme Adviser’s host organisation, in order to facilitate good working and good institutional relationships, while being clear on the separation of responsibilities between their organisational priorities and those of the Alliance and its regional programme

OTHER DUTIES

•   Undertake other responsibilities not outlined above which are appropriate for a role of this nature, including occasional support to other programmes as agreed with the line manager
•   Provide cover, normally at a distance, for other members of the regional programme cluster during holidays and other absences, as appropriate

Qualification Required & Experience

•   Knowledge of HIV/AIDS programming in one or more of the following: prevention, care, support, treatment
•   Knowledge of capacity building and participatory methodologies
•   Experience required: Relevant work experience, including HIV programming in the region
•   Work experience in the NGO sector in one or more countries in sub-Saharan Africa
•   Experience of programme management (e.g. work planning, budgeting, monitoring and reporting).
•   Experience of working in an International NGO

Abilities and Skills required    

•   Strong communication skills in both English and French, including good writing.
•   Good strategic, analytical and planning skills.
•   Ability to represent the Alliance with partner organisations and in front of a wide range of audiences.
