Job Summary

RECRUITMENT FOR THE ESTABLISHMENT OF THE TECHNICAL SUPPORT UNITS (TSUS) AT THE UPPER EAST AND UPPER WEST REGIONS

To strengthen the HIV response at the regional and district levels in the GAC, Development Partners and Stakeholders have agreed to the establishment of Technical Support Units (TSUs) in all the ten regional capitals. This has been ratified by the Commission. The Government of Ghana, Development Partners and Stakeholders have declared their commitment to the process.

The Ghana AIDS Commission therefore has vacancies for the Technical Coordinator and invites applications from persons.

Objective of Position:
To perform activities involved in the planning and co-ordination of the technical services of the Commission under the direction and supervision of the Director of Technical Services and in partnership with the Regional AIDS Committee.

Duties and Responsibilities:

•   Assist in the planning and coordination of the decentralized technical activities at the level of the Regional TSU.
•   Assist in the planning and supervision of decentralized sub-project processes.
•   Undertake activities related to planning and coordinating the provision of technical services to people affected by HIV and AIDS.
•   Assist in coordinating activities in the promotion of behaviour changes and dissemination of information via IEC/BCC materials.
•   Document Technical Assistant/Technical Support (TA/TS) needs at the regional and district levels; such requests shall be sought by the GAC from institutions/consultants with the requisite skills to fill he TA/TS gaps, while building local capacity.
•   Coordinate capacity building and training for key implementers (MMDAs, private sector, civil society, traditional structures and community leaders etc) at the decentralized level.
•   Organize quarterly coordination meetings involving all key actors at the regional level and facilitate same at the district level in partnership with the District AIDS Committee.
•   Lead district and regional level planning exercises including operational planning in line with the NSP 2011 – 2015.
•   Track all district releases of the 0.5% of District Common Fund and report to the Regional for action.
•   Facilitate resource mobilization at the regional and district levels for the local HIV response from the private sector, individuals and donor partners.
•   Support all regional and district level surveillance, operational research and surveys to generate strategic information both from the general population and most at risk populations.
•   Assist in coordinating preparation of quarterly technical reports from the region and its designated districts.
•   Under take any activities as directed by the Director

Qualification Required & Experience

•   Must have an advanced degree in Social or Medical Sciences (MSc. MPH, etc) with requisite experience or knowledge of the epidemiology of HIV/AIDS, its prevention, treatment, clinical and/or community level management.
•   Must have experience in Project Management.
•   Must have a minimum of 5 years post-qualification working experience in the Public, Private or NGO sector

Competencies and Skills:

•   Strong administrative and managerial competencies;
•   Leadership, planning and analytical skills;
•   Considerable technical knowledge and commitment to HIV/AIDS issues;
•   Excellent report writing skills.

Job Summary

Project Summary:
IPA Ghana seeks a survey team to work on the “Enhancing the Productive Assets of Micro Entrepreneurs” (EPAME) project. EPAME is a project that examines the economic and social impact of a hybrid savings-loan product for micro entrepreneurs in developing countries.  The project examines whether marketing an untied savings-loan product with no restrictions on how capital from savings deposits and loan proceeds is invested, or a tied savings-loan product in which capital investment is dedicated ex ante to a specific firm asset leads to better productivity and growth outcomes for micro enterprises.  The EPAME project is undertaken in collaboration with Financial Republic (FR); a local micro-finance organization.

Team Leader:
Team Leaders will oversee survey fieldwork. This will involve managing a team of Surveyors, overseeing field finances, supervising daily survey activities, survey monitoring and writing daily field reports to the Project Manager. Team Leaders will also maintain records; including survey tracking, surveyor attendance and project expenses. Team Leaders are responsible for maintaining high quality data collection and will report to the Project Manager.

In particular, the Team Leader will;

•   Supervise all the Surveyors at a field station, manage their work, and ensure that they are all following IPA survey protocols.
•   Distribute per diems to Surveyors each morning, collect receipts and reconcile the funds to the field manager.
•   Distribute respondent gifts to Surveyors each morning.
•   Verify that Surveyors have interviewed the right respondent.
•   Track expenditures, back checking and editing activities of each team using tracking forms accurately and consistently, and give daily updates to the Project Manager and Project Associate.
•   Do frequent and random spot checking in the field in order to monitor Surveyors.
•   Report consistent problems to the Field Manager and Project Managers.
•   Promptly respond to contact from the IPA Project Manager, Field Manager, or other IPA staff.
•   Be responsible for maintaining good relations with IPA, its employees, partner organizations and project participants.
•   Show respect for the facilities of IPA and its partners, in particular their office and any equipment, and conform to their standards of conduct while working at their facilities and with their employees.
•   Perform other duties related to the project that may be assigned to him/her.

Surveyor and Auditor:
Surveyors and Auditors will be responsible for data collection. In Particular Surveyors and Auditors will;

•   Administer interviews to research participants chosen by the IPA Project Managers, or as directed by them;
•   Adhere to all IPA survey protocols;
•   Contact the IPA Team Leader at any time with questions or concerns;
•   Promptly respond to contact from the IPA Project Managers, Field Managers, Team Leaders, or other IPA staff.
•   Perform other duties related to the project that may be assigned to him/her.

Editor:
Editors will be responsible for editing surveys. In particular the Editor will;

•   Edit the completed survey instruments as assigned by IPA;
•   Ensure that collected data is of the highest quality;

RECRUITMENT OF ENVIRONMENTAL AND SOCIAL SAFEGUARDS EXPERT FOR THE WAPP INTEGRATION AND TECHNICAL ASSISTANCE PROJECT

The objective of the West African Power Pool (WAPP) is to establish a regional electricity market in West Africa through the appropriate development and implementation of key infrastructure so that all ECOWAS member states are given access to economic energy resources.

Within  the framework of WAPP, an electricity Master Plan study was developed in 1999, revised in 2005, and its updated version approved for implementation by the Authority of the ECOWAS Heads of State and Government in February 2012. The outcomes of the approved Master Plan dictate an investment requirement of approximately US$26.416 billion involving the development of among others about 16,000 km of transmission lines, 7,092 MW of Hydropower, and 800 MW of Renewable Energy projects for the period 2012 to 2025. The implementation of these projects shall not only result in a complete integration of all the national power systems of ECOWAS Member States thereby promoting trade, but shall also significantly augment the quantity, quality and access to low cost clean energy resources, which in turn shall support poverty reduction and improve the economic well-being of the ECOWAS citizenry.

The International Development Association (IDA) of the World Bank has granted the West African Power Pool a total of $31.5 million equivalent to facilitate the Integration of the WAPP Networks and strengthen the human capacity of the WAPP Secretariat, and intends to apply part of the proceeds of the facility to engage the services of an Environmental and Social Safeguards (ESS) Expert to provide Technical Assistance to the WAPP Secretariat.

The ESS Expert shall be responsible for the following but not limited to:

•   Updating and harmonisation of procedures related to Environmental and Social Impact Aanlyses ((ESIA) and the preparation and execution of Environmental and Social Management Plans as well as Resettlement Action Plans for all WAPP Priority Projects as defined in the WAPP Master Plan;
•   Review and update the existing Guidelines for Environmental and Social Impact Assessment and formulate Guidelines for preparing Environmental and Social Management Plans and Resettlement Action Plans of Electric Power Generation and Transmission Systems in West Africa that reflect minimal common norms and standards for social safeguards/RAPs and ESMPs within the WAPP, and are also in full conformity with the prevailing requirements of ECOWAS Member States and Development Financing Agencies;
•   Develop a common framework for monitoring and verification of environmental standards and practices, and the implementation of Environmental and Social Management Plans and Resettlement Action Plan in the ECOWAS Member States;
•   Propose a Road Map for each of the ECOWAS Member States to institutionalise the Standards, Guidelines and Frameworks, when adopted, taking into consideration their respective situations;
•   Design an appropriate detailed Capacity Building Programme with the associated Budget that shall reinforce the capacities of each of the key stakeholders (national utilities, Ministries in charge of energy, Ministries in charge of environmental protection, National Agencies in charge of environmental protection) involved in environmental protection in each of the ECOWAS Member States to adequately meet the proposed Standards and Guidelines and also deploy the framework for monitoring and verification;
•   Supporting the WAPP Secretariat in the preparation of Environmental and Social Impact Assessments (including ESMPs and RAPs) for WAPP Priority Projects that shall include but not be limited to:
1)  Preparation of Terms of Reference for ESIAs, ESMPs and RAPs for thermal, hydropower, and transmission line projects;
2)  Recruitment of appropriate Consultants to prepare the studies, including the preparation of Calls for Expressions of Interest, Request For Proposals, Minutes of Contract Negotiations and Contract Documents;
3)  Review of reports submitted by Consultants, including the preparation of detailed comments and participation in report-review meetings.
4)  Following up on the progress of the studies including monitoring and evaluation of the output of the Consultants in collaboration with WAPP Project Coordinators;
5)  Preparation of Statements, Meeting Reports, Aide Memoires, Project Profiles and Briefs as and when required;
6)  Preparation and delivery of presentations to stakeholders including Funding Agencies to mobilise financing for the preparation and implementation of projects;
7)  Assessment of any significant issues, and if required, draw on policy and best practices to provide advice on a corrective action plan;
8)  Training of WAPP Secretariat staff to ensure an efficient follow-up after completion of the work.

The Environmental and Social Safeguards Expert shall be based in Cotonou (Benin) but shall be expected to travel extensively within the sub-region. Work may require occasional weekend and/or evening work.

The contract position is for a period of three (03) years with a probationary period of six (06) months. The remuneration package is very attractive and comparable to those in International Organisations.

Qualification Required & Experience

•   Interested candidates shall have Master’s Degree or Postgraduate degree in Environmental Science or equivalent. He/she should possess a minimum of 8 years of experience in formulating policies relating to environmental and social safeguards, including Africa. Having been involved in the preparation of studies relating to environmental and social impact assessments (including Environmental and Social Management Plans, Resettlement Action Plans) for power projects in addition to the implementation of Environmental and Social Management Plans and Resettlement Action Plans in the West Africa region shall be an advantage.
•   The candidate should have in-depth knowledge of the Guidelines, requirements and procedures of Fundng Agencies as related to environmental and social safeguards, with particular reference to World Bank, African Development Bank, KfW, Agence Francaise de Developpement, and United Nations’ Basic Principles and Guidelines on Development Based Evictions and Displacements. He/she shall also have understanding of national legislation in West Africa relating to environmental and social safeguards for power projects (thermal, hydropower, transmission); and be able to demonstrate experience in the preparation of Environmental and Social Impact Assessment, Environmental and Social Management Plans, and Resettlement Action Plans.
•   The candidate must be able to work effectively in a multinational team environment with a capacity to work with minimal supervision and exhibit strong skills in the MS Office suite of applications including Excel, Word, PowerPoint, Project, e-mail and internet programmes.

Job Purpose

The purpose of the Project Manager role is to provide support to the WUSP Country Programme Manager in order to ensure that all aspects of the implementation of the programme supported by WSUP proceed in a coordinated, efficient and timely manner in accordance with the agreed programme and budget. This will entail inter alia  identification and scheduling of tasks required to deliver programme components, monitoring progress, and working closely with the CPM to avert potential delays.

The post holder will also have a temporary responsibility for monitoring and evaluation (M&E) and support the CPM in nurturing and building relationships.

Main Responsibilities

•   Support the CPM to plan and implement the water, sanitation and hygiene activities set out in the WSUP programme and to achieve the given beneficiary numbers, timing and spend targets within the allocated resources and time frame.
•   Support the CPM and PD through monitoring against time and budget the completion of the various tasks necessary to deliver the WSUP programme
•   Deliver the project objectives for Accra, managing local procurement tasks and the recruitment of sub-consultants and sub-contractors, preparing and monitoring Task Orders and Consultancy Agreements.
•   Assist the CPM in the coordination of project partners including government, civil society, private sector.
•   Facilitate the design and formation of context based management models for service delivery to low income consumers.
•   Work in partnership with local service providers in the implementation of service improvements.
•   Identify capacity needs of service providers, institutions and other management structures involved in service delivery and coordinate the delivery of capacity development to address the gaps
•   Ensure adequate post construction operation and maintenance (O & M) support is in place for the institutional structures put in place to support service delivery.
•   Facilitate the development of forms of agreement between service providers and others to ensure the sustainability of the relevant management models.
•   Prepare and submit activity and financial reports to CPM on project implementation.
•   Assist with the documentation and sharing of learning and best practices with project stakeholders, liaising with the WSUP M&E Manager and Communications Officer.
•   Ensure compliance of all legal, health, safety and environmental requirements of WSUP projects’ construction activities in Ghana in accordance to all internal, national and international standards.
•   Supervise WSUP Project Officers.
•   Undertake any other project-related tasks that shall be assigned by the CPM.

Qualification Required & Experience

•   Hold a first degree in Public Health, Development studies or Social Sciences
•   Experience in software components in the WASH sector.
•   A minimum of 7 years of demonstrable competence and experience in integrated/community-based, water supply and sanitation improvement projects for international development organisations. Experience in low income urban WASH is an added advantage.
•   Proven experience of 2 years working in a project management role, with a track record of success in achieving results.
•   Excellent computer skills, with an understanding of MS Project, Engineering and GIS software desirable.
•   Should be a team player, driven by own initiative, good communicator and have ability to work under minimum supervision
•   Some experience working in a commercially oriented water utility and MMAs is desirable.
•   Leadership and inter-personal skills.
•   Ability to work effectively within a small, multi-disciplinary programme team and to liaise with institutional partners, consultants, contractors, community representatives and local politicians.

Background:

As a part of a broader and multi-partner conservation effort along the coasts of Ghana, USFS is working with the Government of Ghana and USAID to design and implement a coastal forest landscape conservation project in the six coastal Districts of the Western Region of Ghana. This Coastal Sustainable Landscapes (SL) project will contribute to moving Ghana into a low greenhouse gas emissions, high carbon sequestration development pathway in the land use sector. Activities under this program will be strategic and transformative and contribute to the Ghanaian national strategic process that is currently addressing climate change.

Once launched in late 2013, the project expects an overall long-term impact of strengthened capacity for low emissions development through improved coastal forest landscape management. The underpinning medium-term outcomes are the following:

•   Strengthened terrestrial ecosystem governance at all levels
•   Increased quality, availability, accessibility and use of biophysical and socio-economic data, technologies and management tools created at all levels for effective coastal terrestrial ecosystem management
•   Improved coastal zone management and livelihoods enhancement supported

Position Description:

The Project Director will manage the USFS SL project and take a lead role in the development, implementation, and monitoring of all project activities and partnerships including:

Program Management

•   Provide strategic direction for biodiversity conservation, climate change, environmental governance, and food security efforts;
•   Provide reporting and program implementation information on a regular basis to USFS/IP Washington, USAID/Ghana, and other partners;
•   Finalize, implement and provide oversight of work plans, budgets, and monitoring and evaluation frameworks;
•   Hire and supervise project staff, consultants, and visitors needed to implement program activities in Ghana; and

Activities under this program will be strategic and transformative and contribute to the Ghanaian national strategic process that is currently addressing climate change.

Once launched in late 2013, the project expects an overall long-term impact of strengthened capacity for low emissions development through improved coastal forest landscape management. The underpinning medium-term outcomes are the following:

•   Strengthened terrestrial ecosystem governance at all levels
•   Increased quality, availability, accessibility and use of biophysical and socio-economic data, technologies and management tools created at all levels for effective coastal terrestrial ecosystem management
•   Improved coastal zone management and livelihoods enhancement supported

Position Description:

The Assistant Director will take the lead role in project operations and administration including project monitoring and evaluation (M&E) to ensure accurate and comprehensive data collection, analysis, and reporting of project indicators to USAID, against the agreed targets, for project activities implemented by USFS and any Project funded partners. In addition, responsibilities include, but are not limited to:

•   Provide technical leadership in project operations and administration including logistics, procurement, human resources management, and financial management;
•   Provide oversight and coordination with USFS and any Project funded partners to collect qualitative and quantitative data for indicators to track implementation of biodiversity conservation, climate change, environmental governance, and food security activities;
•   Provide guidance/capacity building to funded partners for indicator reporting and review data entry for M&E;
•   Conduct M&E missions to the field sites to support implementation of M&E;
•   Produce progress reports in accordance with USAID indicator guidelines on a regular basis to USFS/IP and USAID/Ghana;
•   Coordinate with the Project Director to finalize work plans, budgets, and M&E frameworks;
•   Identify, document, and disseminate lessons learned; and
•   Serve as Acting Project Director when appointed.

Qualification Required & Experience

•   +5 years’ experience working in Africa, West Africa experience preferred;
•   Proven ability in project management/monitoring and administration;
•   Demonstrated knowledge of Monitoring and Evaluation (M&E) procedures and experience supervising M&E efforts for multi-sectorial, multi-country programs;
•   Professional written and spoken proficiency in English required;
•   Familiarity with USAID reporting procedures;
•   Experience in biodiversity conservation, climate change, natural resource management;
•   Proven ability to work well with multi-level stakeholders; strong interpersonal skills;
•   Demonstrated capacity building experience;
•   Strong writing, organizational, and communication skills; and
•   USAID or other donor experience strongly recommended

Responsibilities and Accountabilities:
Under the general oversight of the Immigration & Border Management (IBM) Division’s Immigration & Visa Support Solutions (IVSS) Unit at HQ and reporting directly to the regional VAC Team Leader programmatically and directly to the Chief of Mission administratively, the incumbent will provide administrative support for the Canadian Visa Application Centre operated by IOM; particularly she/he will:

•   Provide client service excellence to applicant at all times; in full compliance with the CIC Statement of Work (SOW) and the CIC Service Standards
•   Assist in the provision of client information: distribution of application forms, information sheets and checklists regarding visa requirements; assist with telephone, fax, e-mail, chat and SMS enquiries from clients (including requirements for submitting visa applications and the location of client’s passport), providing timely and accurate information to clients; marketing and providing assistance to clients with Value Added Services; marketing not limited to Self-Service and Assisted Data Entry Services including but clients of any changes to visa requirements or submission procedures
•   Assist in the collection and forwarding of complete applications as per CIC checklists, including biometrics collection: provide guidance to clients on the proper completion of application forms, while reviewing and collecting same applications along with any supporting/additional documents, a required; record, dispatch and follow up on applications and passports; arrange appointments for visa applicants who require interview, as required
•   Data Capture: Assist in maintaining a high degree of skill in using the CANVAC software platform provided; enter all applicant data, enrol biometrics as required, submit application documents in the required order, while forwarding all applicant, passport and appointment information to CIC; ensure accurate tracking of both applications and supporting documents via the CANVAC software’s bar code scanning system;
•   Returning of passports, supporting documentation and visa decisions. Assist in collecting processed applications; returning processed applications, passports and supporting documentation;
•   Reporting: Assist in maintaining accurate and detailed records of all applications and fees received, and biometrics enrolled and report these records daily;
•   Maintain a professional appearance and migrant friendly demeanour at all times;
•   Maintain positive working relationships with IOM’s Lead VAC Partner, VFS Global and CIC staff locally
•   Immediately inform management of any problems or issues related to her/his daily work and regularly make suggestions on how to improve efficiency and client service
