Organizational Context:
Under the overall supervision of the Representative and direct supervision of the Programme Specialist, the Programme Analyst substantively contributes to the effective achievement of UNFPA activities in the area of sexual and reproductive health, reducing maternal and mortality and accelerating progress on the ICPD agenda and MDG 5. This includes incorporating into programmes elements of population and development, access to maternal and new-born health services, access to family planning services, HIV and STI prevention, gender equality, and poverty reduction; specifically in the context of women and young people (including adolescents).

The Programme Analyst analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. He/she ensures coherence with agreed national and international planning frameworks; and guides and facilitates the delivery of UNFPA programs by monitoring results achieved in the implementation. He/she ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.

The Programme Analyst facilitates the work of consultants, advisors and experts; and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues. He/she must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The Programme Analyst is a budget owner and thus is accountable for ensuring the proper disbursement and absorption of funds to implementing partners.

The Programme Analyst is a substantive contributor to the program team in the Country Office.

Academic Requirements:

•  Good knowledge of issues of reproductive health and rights and how this impacts on women and the young
•  Experience in working with government institution, NGOs and/or donor institutions
•  Experience in leading implementation of programmes, particularly in the area of reproductive health, maternal health and adolescents and youth

Languages:

•  A second UN language is an asset

The position reports to the Program Support Manager and has a working relationship with the Health Specialist and is located in the Country Office, Accra.

About the Project:
The Women and Their Children’s Health (WATCH) project is a three and half year multi-country project supported by the Canadian International Development Agency (CIDA) under the Muskoka Initiative. The WATCH project is a Community Based Health Intervention to Save Mothers, Newborns and Children and it is being implemented and managed by Plan Ghana. With Plan International in Canada providing technical backstopping.

Job Purpose:
The job purpose of the project manager is to lead and provide technical expertise in the implementation and management of all activities under the WATCH project.

Key Responsibilities

•  Management of the Maternal, Neonatal, and Child Health (MNCH) Strategy
•  Facilitate the design, work planning and management of the WATCH Project in 6 Districts in the Eastern and Volta Regions
•  Ensure that the WATCH project delivers high quality programming that is compliant with best practice as outlined by Plan Ghana’s Country Strategic Plan and Ghana Government guidelines and policies on MNCH
•  Liaise with the Ghana Health Service and other relevant stakeholders in project planning, implementation, monitoring, evaluation and reporting
•  Coordinate the activities of local NGO partners working under the project
•  Develop training programs and facilitate the training of professional Health workers, and partners in collaboration with the Ghana Health Service
•  Supervise field based Project Coordinators to deliver all WATCH related activities
•  Facilitate and organize review meetings at the regional and national levels in collaboration with Ghana Health Service on WATCH
•  Ensure Gender and Child Protection is mainstreamed in all WATCH related activities
•  Monitor financial, logistical and reporting aspects of the WATCH project assuring compliance with CIDA’s legal and reporting requirements
•  Ensure effective partnerships and networking in the delivery of the WATCH project activities
•  Establish and maintain productive collaborative relationships with a wide range of partners and stakeholders, the GHS/MOH, UNICEF, WHO, other donors, and NGOs (at the National level and field level as appropriate) to effective assure that WATCH’s activities are collaborative and complementary
•  Develop and implement strategies for improved networking by partners and sharing of best practices learned in the course of implementing WATCH activities, in order to accelerate program implementation and impact
•  Contribute to policy working groups/technical committees on the development of guidelines, tools, materials for wider use in the MNCH Sector
•  In collaboration with the Monitoring and Evaluation Coordinator, be responsible for ensuring planning and ongoing monitoring of the programme against WATCH objectives and planned results
•  Compile, analyze, and disseminate, on a regular basis, reports to Country Management Team on WATCH project
•  Prepare and submit quality and timely periodic donor required reports

Qualification Required & Experience

•  A University degree in Midwifery or Nursing with a background in Public Health, Health Promotion Sciences, Social Science or development work; or a medical doctor with background in Public Health or Health Promotion Sciences; or equivalent in a related field
•  At least 5 years work experience in Maternal Neonatal and Child Health with specific experience managing a donor funded project
•  Experience in designing integrated participatory strategies; community mobilization and capacity development partnerships and networking; advocacy and gender mainstreaming
•  Experience working with Local NGOs, Subdistrict/District/Regional Health directorate of Ghana Health Service and communities

The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs). With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village has been established in parts of the West Mamprusi, Mamprugu Moaduri and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

The Water, Sanitation and Hygiene Facilitator will work with members of the Health, Education, Infrastructure, Water and Sanitation, and Community Development teams to ensure that appropriate WASH interventions are well planned and implemented at village levels within cluster. The overall goal of the position is to assist the cluster local communities in achieving the Millennium Development Goals (MDGs). The main emphasis will be on WASH behavior change interventions in areas such as sanitation demand creation, household-level water treatment, hygiene and sanitation education, and local capacity building.

Duties and Responsibilities:

•  Conduct an assessment of local beliefs, attitudes and practices related to water, sanitation and hygiene. Identify local constraints and barriers to adoption of safe WASH practices, including public health risks that will facilitate the appropriate design of locally-tailored interventions based on a solid understanding of the existing situation within communities in the cluster.
•  Based on a thorough needs assessment and input from community members and district officials, develop plans for WASH interventions that are appropriate and relevant to the needs on the ground.
•  Utilize an appropriate methodology to generate demand for sanitation and improve sanitation conditions in local communities at the household level.
•  In collaboration with the education team and local stakeholders, develop WASH educational materials for educators and health workers to use in promoting safe hygiene, sanitation, and water treatment practices.
•  Build capacity of key stakeholders, including educators, health workers, district officials, parents and community members, to deliver behavior change communication related to hygiene and sanitation.
•  Partner with local government offices, WASH networks, schools, implementing agencies, and other relevant parties to organize Global Hand washing Day commemorations each year. Mobilize community members to participate in WASH activities and strengthen sanitation and hygiene conditions in the villages.
•  Work with teachers and school administrators to establish or strengthen school health/hygiene clubs. Ensure that schools have a sound maintenance and operation plan for water points, latrines and hand washing facilities.
•  Conduct extensive outreach and community engagement activities.
•  Contribute to the monitoring and evaluation effort related to improved water, hygiene and sanitation, including report writing and interpretation of survey results.
•  Carry out any other relevant duties that may be assigned by the supervisor.

Qualification Required & Experience

Education and professional qualifications:

•  A diploma or bachelor’s degree in water, sanitation and hygiene or related degree (e.g., public health, environmental science, community development).
•  At least 4 years of experience implementing WASH interventions in rural settings.
•  Familiarity with behavior change communication and current WASH interventions and participatory methodologies.
•  Proven skills in community mobilization and facilitation from a gender perspective and practical knowledge and application of community dynamics in an integrated community project.
•  Strong problem solving and organizational skills; flexibility and calm under pressure.
•  Team player with good interpersonal and communication skills.
•  Knowledge of the Local Languages is an added advantage

The Millennium Villages Project, supported by Millennium Promise Alliance and the Earth Institute at Columbia University, is a bottom-up approach to lift developing country villages out of the poverty trap that afflicts more than a billion people worldwide. The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs). With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village has been established in parts of the West Mamprusi, Mamprugu Moaduri and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

JOB SUMMARY:
A Senior M&E Coordinator is being recruited for the SADA Millennium Villages Project site to oversee all aspects of monitoring and evaluation of the project, including quality assurance and reporting of key impact, outcome monitoring, economic costing and process evaluation data.

Specific responsibilities:
Overseeing the collection of key impact, outcome monitoring, economic costing and process evaluation data in the Project site. In particular:

Area Main Tasks:
Management:

•  Conduct periodic audits of data quality, including IRB compliance, and assuming overall responsibility for the quality of M+E data,
•  Facilitate regular progress meetings with the implementation team to feedback data on key metrics with the aim of making adjustments on coverage and targeting,
•  Reporting of M+E data in annual project and donor reports for public dissemination,
•  Conduct mixed methods analyses of data where relevant, generating tables and presentations as needed,
•  Facilitate M & E-related visits from the independent evaluators and donors,
•  Manage requests for data, and,
•  Prepare and submit reports to various stakeholders
•  Support the Team Leader in monitoring and reporting progress and output and have a good understanding of our internal MVP project management systems (Mpango & Quickbooks) and their relationship with MVIS
•  Develop workplan and budgets for M&E activities in the site

Impact assessment:

•  Manage preparatory work for surveys,
•  Training, oversight, and management of survey staff,
•  Coordination of survey field and data systems,
•  Data cleaning and indicator generation,
•  Data documentation,
•  Assurance of host-country Institutional Review Board compliance, and;
•  Generation of site-reports.

Outcome Monitoring:

•  Quality assurance and oversight of the data collection, validation, entry, and analysis of the data entered into the MVIS system.

Process Evaluation:  

•  Collect and report annual qualitative process data,
•  Directly supervise the hiring of qualitative note takers, data collection,
•  Ensure accurate collection of transcripts and notes,
•  Organize and properly label anonymized data.

Economic costing:

•  Coordinate the annual collection of costing data from all external project stakeholders: government sector offices, NGOs, UN organizations, community groups, and any other partners,
•  Ensure that templates detailing the cash and in-kind contributions toward all MDG-related activities in the project area are filled out accurately and fully.

Relationships:

•  Reports directly to Team Leader
•  Works closely with the M&E specialist at MDG centre EI
•  Directly supervise the data manager and data entry clerk
•  Works closely with sector coordinators

•  A Master’s degree in Epidemiology, Statistics or a related discipline;
•  Ability to work different data sources:  quantitative, economic and qualitative data;
•  A minimum of 3 years of field research experience including undertaking survey, outcome monitoring, process evaluation or economic costing work;
•  Experience with working with African Demographic Health or Socioeconomic Surveys data sets;
•  Fluency in statistical software including CS-Pro, Excel, SPSS, NVivo, and Stata; Geo-referencing skills desirable;
•  A proven track record of data management and analytical skills;
•  Demonstrated capacity in generating scientific reports, data tables, presentation materials and scientific outputs;
•  Familiarity with the Millennium Villages Project and its field and data management systems would be an advantage.
