Background:

CHF International is anticipating a contract with a key private sector partner  through which CHF would work with their key Stakeholders to implement health, education and community projects in the six coastal districts of the Western Region and other selected districts in the Central, Eastern and Greater Accra regions. This partnership will engage key stakeholders to construct and set-up sustainable infrastructure and services that cut across education, health, and water among others.

CHF International, is therefore recruiting a Technical Director (Civil Engineer) to lead and manage these projects in the most cost effective, technically sound and timely manner. The Technical Director would be based in Takoradi and frequently travelling to the six coastal districts of the Western Region and other regions as may be needed. He would work very closely with the CHF STMA Coordinator and team, a Community Mobilization Officer, a civil engineer, a Safety and Environmental Compliance Officer as well as CHF’s Capacity Building Specialist, and reporting directly to the Country Director in Accra, in the conduct of daily duties.

Essential Duties And Responsibilities:

•  Responsible for the overall management and reporting on the CHF International and partners’  partnership;
•  Serve as the lead technical expert on CHF International’s partnership activities on infrastructure development, including design, technical specifications, construction or rehabilitation, testing, operation and maintenance;
•  Responsible for planning and implementing the different components (technical, stakeholders engagement, capacity building) of the projects;
•  Responsible for establishing and maintaining relationships with the partner  and their partners as well as needed government, private sector and community  key actors needed for smooth project implementation;
•  Review documentation of resources/ Consultants and contractors  as required for all aspects of the projects;
•  Set up an M&E System, supervise and monitor field implementation of all activities in the Western Region and elsewhere under this partnership, as may be assigned by the Country Director;
•  Work with the program  team to identify key partners important to the design and implementation of technical  projects  and ensure they are involved in the design and implementation of these projects;
•  Manage partner branding needs  on the projects as well as assist in effective engagement with  key stakeholders of each project;
•  Help build practical capacities of  technical teams and project  stakeholders for sustainability;
•  Interface with Government institutional partners and other NGO’s in the implementation of program activities;
•  Lead the team in the review of available engineering designs and, strategies, to identify and prioritize current barriers as well as find solutions to those barriers for smooth project implementation;
•  Prepare and implement  a safety and environmental compliance strategy for all the projects;
•  Ensure use of consistent criteria for technology selection, design standards, and costing standards across the projects, in compliance with guidelines as set by recognized state institutions;
•  Schedule, attend and compile reports on and take corrective measures as well as present reports to the Country Director on construction site meetings, showing the  updates on status of  works;
•  Prepare and submit weekly and monthly reports and plans for the partnership; and
•  Document all processes and out puts as well as lessons learnt on all activities and interventions.

Qualification Required & Experience

Qualification:
Essential:
The senior Technical Director should be a Senior Engineer with the following essential qualifications:

•  A post graduate degree in Civil Engineering , Building Technology, or related field;
•  At least 10 years demonstrable experience of managing construction projects preferably in a development context;
•  Ability to prepare/read and interpret design drawings, bills of quantities, etc.
•  High degree of computer literacy;  MS Excel and MS Word are essential;
•  Experience and / or knowledge of Ghanaian public sector
•  Strong organizational and interpersonal skills;
•  Ability to work in a team oriented setting;
•  Excellent oral and written communications skills in English language;
•  Excellent organizational skills and ability to determine priorities and respect deadlines.

•  Experience in working in Ghana

Desirable:

•  Understanding of and experience with the development community and donor agencies, or private sector operations; and
•  An understanding of logical frameworks, monitoring and evaluation methodologies and the measurement of project impact.

CHF International is seeking a Program Officer for the implementation of key activity components of the CHF International program “Water Access, Sanitation and Hygiene for Urban Poor (WASH-UP)” funded by USAID.  The program will provide targeted technical and organizational capacity building and funding to local intermediaries to increase access to improved water and sanitation infrastructure, and promote better hygiene.

Essential Duties and Responsibilities:
The Hygiene & Sanitation Promotion Officer will, together with the Hygiene & Sanitation Promotion Specialist,:

•  Monitor Hygiene & Sanitation Promotion activities in program communities
•  Work closely with households and landlords to improve water and sanitation-related behaviours
•  Give hands on user-education and support to beneficiaries of house latrines
•  Develop latrine user guide/manuals for use in households
•  Work closely with school health coordinators under the SHEP program
•  Strengthen and support school health committee as part of the SHEP program
•  Monitor the implementation of school hygiene education in schools as part of the SHEP program
•  Assist the water and sanitation boards to promote hygiene in schools, house-holds and public places
•  Work closely with sub-metro Environmental Health Unit to promote water and sanitation-related behavior change in communities
•  Supervise and monitor the work of local Hygiene & Sanitation Promotion NGOs
•  Collaborate with other CHF staff to ensure smooth implementation of the WASH-UP program
•  Assist in the training of CBOs, local NGOs, latrine caretakers, water vendors in water and sanitation-related issues
•  Write reports and success stories on implementation of the Hygiene & Sanitation Promotion component of the WASH-UP program.

Qualification Required & Experience

Qualification and experience:
The Hygiene & Sanitation Promotion Officer should posses the following educational and job qualifications:

•  At least a degree or equivalent certificate in public, community or environmental health
•  At least three years experience in working with water and sanitation related issues
•  Conversant with the national water and sanitation policy
•  Conversant with urban water and sanitation issues
•  Must have worked with an NGO or institution engaged in promoting water, sanitation and hygiene interventions
•  Must have been directly engaged in the promotion of school and/or  community/public/ environmental  health programs

•  At least 6 years experience in behavior change programming in Ghana or a Masters degree and 3 years experience, preferably with specific experience in a US government supported project(s);
•  Proven experience in designing integrated strategies and campaigns, utilizing various channels of communication: radio, television, publishing, interactive media (radio, internet, email, post), peer education, mobile video units, faith – based and special interest NGOs. Must have experience with entire process from creative brief to finished product, including formative and evaluative research design;

Job Vacancy For Program Officer for Research At Population Council

Community Health Workers Project (CHWs): In October 2010, the Population Council began a multi-country USAID-funded project to understand how public-sector, dual-cadre family planning and maternal, neonatal, and child health (FP/MNCH) programs perform in different settings and how each cadre functions in relation to the other. The project will generate and disseminate knowledge about community-based delivery of FP/MNCH services, and will provide technical support to strengthen community-based FP/MNCH programs in five USAID priority countries: Ethiopia, Ghana, India, Kenya, and Pakistan. A program Officer is being recruited to assist with the implementation of the project research activities including the operations research studies planned for Ghana.

Reducing Maternal Mortality and Morbidity (R3M) in Ghana: A second major initiative is a program to support the government of Ghana in the effort to reach its MDG5 goal by 2015, with particular focus on the reduction of maternal morbidity and mortality due to unsafe abortion by improving access to and the quality of contraceptive services. The Council is coordinating a consortium of five partner agencies to provide technical assistance to local collaborators. The program is at the full expansion stage based on lessons from past pilot phases. Part of the Program Officer’s time is sought to assist support the Population Council’s components of the program.

Description Of Job

•  The Population Council is seeking an outstanding professional, social or health scientist to serve as Program Officer for research in its Accra Office to lead the Projects entitled.
•  Increasing Access to Family Planning and Reproductive Services in addition to providing technical support to the implementation of the Reducing Maternal Mortality and Morbidity Program in Ghana’s last year of the pilot phase.
•  The Program Officer will ensure the leadership of all the planned operations research studies in Ghana under both projects as well as the implementation of their day-to-day activities.
•  S/he will also represent the Population Council on the projects and be responsible for a successful implementation of the activities.
•  Under the Reducing Maternal Mortality and Morbidity Program, the Program Officer is expected to assist the R3M program team with the data collection and collation of service statistics data from R3M program partners.
•  S/ he is expected to assist the analysis and reporting of deliverables of the program to the donor.
•  S/he would help with the development and implementation of fine tuning Operations Research studies in support of the R3M program as well as the overall RH Program.
•  The Program Officer is also expected to assist the office fundraising activities.
•  s/ he will represent the Population Council in meetings, conferences and in other instances in and outside Ghana; liaises with other Population Council colleagues at the Headquarters and in other field’s offices.
•  The qualified candidate will work under the supervision of the Country Staff Associate.

Specific Responsibilities

•  Provide technical oversight and day-to-day backstopping and support, management and implementation of the projects in collaboration with local partners from central to community level.
•  Assist with the support to the programs/projects health management information systems led by the Council.

•  Substantial experience in developing and implementing operations research in RH/FP and in the utilization of research results.

Duties and Responsibilities:
Under the supervision of the Programme Manager, the Programme Associate (PA) is expected to provide budgeting, procurement, inventory, financial and administrative support to the Human Security Programme implementation. In particular, the PA shall perform the following functions:

•  Maintain the project accounts and prepare monthly and annual financial statements with supporting schedules.
•  Collaborate with UNDP procurement to ensure all calls for proposals/individual procurement notices for HSP projects are disseminated; bidding documents received/recorded; bid evaluation coordinated and evaluation report timely drafted to assist the Procurement Officer award contract.
•  Arrange appointments and maintain supervisor’s calendar; receive HSP visitors, place and screen telephone calls and answer queries with discretion
•  Assist in the collection, collation, and analysis of data and reports prepared by the PM/PC provided by consultants and stakeholder institutions
•  Assist the PM to consolidate monthly, quarterly and annual reports received from participating agencies
•  Provide weekly and monthly operational reports detailing progress, challenges and recommendations
•  Support the PM to promote knowledge sharing and learning on the Human Security concept and issues.

•  Ability to lead strategic planning, results-based management and reporting
•  Focuses on impact and result for the client and responds positively to feedback

Qualifications:

•  Bachelor Degree or its equivalent in Accounting, Economics, Public Administration, Management or its equivalent.
•  Two to three years of relevant finance and administrative experience at the national level is required.
•  Experience in the usage of computers and Microsoft Office software packages (MS Word, Excel, PowerPoint, etc).
•  Demonstrated experience in humanitarian and/or development coordination and in working with NGOs and donors
•  Fluency in written and spoken English is required for this post.

•  In-depth technical knowledge of malaria interventions being used in Ghana, including ACTs, RDTs, IPTp and ITNs. Prior experience collaborating with NMCP.

•  Minimum of 5-10 years of experience in monitoring and evaluation of public health programmes, with prior experience working on large donor-funded projects, preferably USAID-funded

•  Demonstrated experience in the design of M&E systems and quality assurance protocols
•  Experience in entomological monitoring preferred
•  Master’s Degree in public health or related field
