Urban Programme Manager

Duties & Responsibilities

Reporting to the National Director, the urban programme manager is responsible for the strategic planning, design, monitoring, supporting implementation and evaluation urban housing projects. He/she will be responsible for supporting the development and growth of Habitat for humanity Ghana’s urban initiatives with partner organisations, monitoring and evaluating of the urban initiatives and building the capacity of the national office and partners with rears to all matters relating to urban enabling programmes and housing value chain interventions. The emphasis of this program is around (a) scaled urban housing value chain initiative to increase access to decent, afforable housing and sustainble communities, (b) promotion of urban housing and settlement issues (c) direct community empowerment for housing related projects, and (d) advocacy work for responsible urban settlement governance.

Qualification / Experience

•  A Masters Degree in Urban Planning, Social Sciences, Economics or related discipline
•  A minimum of 7 years experience in poverty reduction programmes, specifically in urban poverty reduction of which at least 5 years are at senior management levels.
•  Experience in one or more of the following will be considered beneficial, microfinance, water and sanitation projects, low-cost housing, housing value chain interventions, training, urban projects and management of institutional project funding.
•  Good interpersonal skills, oral and written communication
•  Effective coordinator and team leader
•  Demonstrated ability to engage at the highest levels with donors and development agencies, government officials and UN Agencies.

The Millennium Villages’ team of experts in Agriculture, Nutrition and Health, Economics, Energy, Water, Agribusiness, Environment and Information Technology are working with local communities and governments to apply a proven holistic package of interventions to help villages get out of extreme poverty and meet the Millennium Development Goals (MDGs). With support from Savannah Accelerated Development Authority (SADA) and funding from the Department for International Development (DFID) of the United Kingdom, a SADA Millennium Village has been established in parts of the West Mamprusi and Builsa Districts of the Northern and Upper East Regions of Ghana. The project area covers a cluster of contiguous rural communities with an estimated population of 25,000 people.

JOB SUMMARY
Responsibilities/Duties:
Reporting to the Finance and Administration Manager, the Project Assistant will:

•  Maintain the Project Secretariat
•  Receive incoming and outgoing calls
•  Greet visitors and determine whether they should be given access to specific individuals.
•  Prepare responses to correspondence containing routine inquiries.
•  Arrange appointments and maintain supervisor’s calendar; receive, screen and place visitors/calls and answer queries with discretion.
•  Act as first point of contact for the Millennium Villages Project at the secretariat
•  Assist Cluster Manager and other managers to organize meetings, roundtables, thematic group meetings and evaluations, as well as arrange both internal and external meetings relating to project implementation.
•  Record minutes of all project meetings and prepare draft reports for the Cluster Manager.
•  Maintain and continuously update an inventory of all relevant contact persons and stakeholders, including GoG, and UNDP officials, Development Partners and Consultants for the purpose of ensuring regular contact /liaison between the project and stakeholders
•  Establish filing system for the Project and co-ordinate the disposal of all un –needed documents and records
•  Receive, screen, log and route correspondence and ensure follow-up
•  Assist in the collection, collation and analysis of data and reports provided by institutions supported by the Project.
•  Support all staff in assigned project based work, help in editing and translating into English.

JOB SUMMARY
Purpose of the position:
The role of the Gender Specialist will be mainly responsible for strengthening the capacities and mainstream gender across all the sectors of the Millennium Village in northern Ghana

Responsibilities/Duties:
The Duties and Responsibilities of the Gender Specialist will be as follows:

•  Conduct a gender baseline study on the socio-economic and cultural aspects of women, men, boys and girls in the project zone
•  Develop a gender mainstreaming strategy to be effectively implemented
•  Identify and support the implementation of effective methods and strategies with convincing results in the increase of girls schooling rate at primary and secondary schools and to monitor their implementation
•  Identify and support the implementation of effective methods and strategies with convincing results in the improvement of teenage girls and boys rights as regards sexual and reproductive health and protection against HIV/AIDS and to monitor their implementation
•  Support the development and the implementation of intervention plans to carry out activities that will increase the girls capacity to take part in educational, productive and civil activities, with special emphasis on infrastructures that can reduce the time constraint of teenage girls and women in particular as regards transport, water, sanitation and energy
•  Identify and support the implementation of effective methods and strategies with convincing results in allowing girls and women to access income generating activities
•  Initiate and/or improve data collection on gender issues, analyse and create the conditions for sharing lessons learned/experiences gained at village and all levels
•  Create the partnership conditions with all national and international governmental and nongovernmental organisations intervening on gender in the project zone

Reporting to the field coordinator, and working closly with the HSP Programme Manager, the Field Specialist will lead the implementation and coordination of Human Security Programme in Yendi and Tamale. Under the supervision of the field coordinator, the incumbent will be responsible for:

Key Tasks:

•  Work closely with the field programme coordinator to ensure effective and efficient management, planning and implementation of Human security interventions in assigned programme site.
•  Through participatory approaches mobilize communities to identify locality specific human security chanllenges and lead formulation of evidence based responsed, including periodic review of progress made in addressing human security threats by and with participating communities, in close consultation with Municipal Human Security Coordination teams
•  Assist in promoting the strategies for joint programming, ensuring synergies and complementarities within the framework of “protection and “empowerment”
•  Create mechanisms for participatory planning and management of the human security programme and promote local ownership
•  Coordinate quarterly meeting of the Human Security coordinating meeting in Tamale and Yendi to ensure HSP concept is mainstreamed at the local level.
•  Provide technical support to the respective Municipal/Metropolitan assemblies through the Municipal Human Security Coordinating Teams in identifying, documenting and sharing information on emerging human security threats and other developmental challenges.
