Job Summary:

•  At least 7 years of relevant experience in World Vision or similar organization
•  Other: 10 years experience in leadership position is preferred

Key Responsibilities:

•  The Project Manager supervises 2 Project Facilitators who are staff of CARE and also work with 2 local NGO Partners.

•  Initiating project start-ups and closeouts in line with CARE Ghana checklist and guidelines.
•  Conducting annual capacity assessments of partners to ensure partners have adequate capacity for project implementation.
•  Leading assessments of PROMISE partners/sub-grantees, as well as development and implementation of post-award sub-grantee contracts.
•  Monitoring of partners implementation against agreed work-plan and sub-grant contract and ensuring timely support and quality assurance.
•  Establishing and implementing systems for partners narrative and financial reporting
•  Lead the design and implementation of participatory monitoring and evaluation plans
•  Ensure documentation of processes, progress, results, impacts and lessons learnt to inform development of donor annual technical and financial reports
•  Conduct regular project reviews with PROMISE team, partners and collaborators to assess status of project implementation against project outputs and outcomes
•  Take lead responsibility for documentation of project donor technical and financial reports on schedule as agreed in the donor IPIA.
•  Ensure the management of the project complies CARE Ghana HR, Administration and Financial policies and regulations
•  Ensure compliance with donor and CARE Ghana reporting requirements

Qualification Required & Experience

•  5 years progressive experience in the area of project management and promoting gender equality
•  Experience in working with local communities, partnership with local NGOs and District Assemblies structures
•  Knowledgeable in food security and nutrition issues
•  Demonstrated capacity in at least two of the following areas: equity and diversity; vulnerability, governance and institution capacity building; poverty alleviation; and conflict resolution.

Key Responsibilities:

•  Ensure Local NGO Partners organize regular community forums to assess impact

•  Provide Project Manager with training and capacity building plans for community groups and ensure the necessary logistic arrangements are in place for the training
•  Ensure training event reports are written and shared
•  With the support of VSLA resource people in the AFSP and Accra, facilitate linkages of VSLA to rural banks

•  The Project Facilitators should have a minimum qualification of a degree in rural / social development /agriculture, with an understanding and experience in the other.

Community Facilitators – (4 Candidates)

Job Summary:   
The Community Facilitators will serve as community resources for financial mobilization and community contacts. The successful candidates will ensure the stability of community savings and Loans by assisting members organize themselves and build their own resources through a VSLA or community managed savings and Loans associations. Their responsibilities will include but not limited to the following:

Key Responsibilities

•  Facilitate the creation of independent VSLAs and maintain a training relationship with groups for up to one year.
•  Ensure that  VSLA management committee fulfils its responsibilities and behaves democratically
•  Build awareness and confidence of prospective participants to learn the VSL system, use it properly and save actively.
•  Ensure the stability of community savings and loans associations by assisting members organize themselves and build their own resources through VSLA or community managed savings and loan group.
•  Collect monthly group data to be submitted to the Cargill Field Agent.
•  Support in compiling field report from groups and community leaders to generate project-Level information for donor reports, as well as for policy and project-oriented publications.
•  Work with partner organizations to develop quarterly operating plans that result in widespread expansion of VSLAs.
•  Work with the local groups to define, test and document the linkage between mature VSLAs and formal financial institutions.
•  Work with groups to develop and implement methods for measuring the impact of VSLA participation on individuals, children, households and communities.
•  Support in organizing the project monitoring and evaluation system and produce reports as required.
•  Facilitate and support the documentation of processes and achievements including documentation for public dissemination
•  Ensure CARGILL project team is informed by developments in community microfinance approaches and the related issues in Ghana.

Qualification Required & Experience

•  A  first degree in  Social Sciences, Adult Education or related field
•  At least 2 years field experience in community mobilization using participatory methodologies.
•  Proven experience in capacity building programming for district and community-based Cocoa stakeholders
•  Relevant experience in Village Savings Loans Associations (VSLA) is a plus.
•  Excellent Training, Facilitation & Presentation skills.
•  Experience in participatory and adult training / education.

Reports to: National Project Co-ordinator (NetWorks Ghana)

Job Purpose:
To lead the NetWorks M&E portfolio including the development and monitoring of the performance monitoring plan and documentation of the project’s progress.

Key roles and responsibilities:

•  Develop and monitor the Networks performance monitoring plan
•  Work with other NetWorks staff to obtain project data
•  Participate in project survey research, including design, sampling, developing of questionnaires, preparing data entry screens, conducting analysis, and reporting on results
•  Provide technical support to NMCP, Expanded Program for Immunisation (EPI) and the Center for Health Information & Management (CHIM) in data collection, analysis, presentation, and decision marking
•  Collaborate with USAID and other USAID-supported health partner organisations on M&E activities and issues
•  Ensure that the monitoring and evaluation activities involve existing collaborative links between NetWorks and the other USAID health partners and that planning and data utilisation activities are closely liaised with NMCP, EPI and CHIM
•  Assist with report preparation required by USAID and other stakeholders
•  Provide technical guidance in resolving other issues related to the project as required
•  Represent NetWorks professionally at partner meetings and other fora
•  Liaise with M&E staff of partnering organisations on policy issues, data sharing, indicator harmonisation, multi-partner evaluations, etc
•  Provide and support capacity development for staff central, regional, and district level; specifically provide consistent mentoring for LLIN M&E

Travel: Position will include frequent travels throughout Ghana

Qualification Required & Experience

Person Specification:

•  Master’s degree in Health, Statistics, Social Science, or related field
•  Minimum of eight years experience working in M&E at the national and community level in malaria or similar public health disease control effort
•  Skills in planning, designing, and implementing surveys
•  Evaluation methodology experience
•  Knowledge of sampling and sampling processes
•  Expertise in data management and statistical analysis, and experience in use of statistical software
•  Good diplomatic, representational, problem-solving, and interpersonal skills
•  Ability to work independently and with team members and partners at all levels
•  Capacity to manage numerous tasks and report in a timely manner
•  Ability to work under pressure with little supervision

The Canadian International Development Agency (CIDA) seeks to engage the services of an Intermediate Public Sector Management Advisor who will provide professional, technical and advisory support to the CIDA Ghana Programme team.

Status: Full Time Contract (up to 20/days/month)
Duration: 2 years (with possibility of renewal)

Scope of Work:

The Intermediate Public Sector Management Advisor will work closely with the CIDA Ghana Programme Governance Team to provide technical analysis, advise on harmonisation advise on programme design to CIDA and relevant CIDA partners.

Qualification Required & Experience

Mandatory Requirements:

•  Must be legally and operationally in a position to work on this assignment in Ghana;
•  The Consultant must possess a Master’s degree in international development, political science, sociology, public administration, or closely related field; or satisfactory combination of undergraduate degree in above areas and a minimum of three years of relevant full-time work experience including a significant element of research, analysis and academic writing
•  The Consultant must have a minimum of five (5) years (within the past ten (10) years of recent full-time experience in the area of analyzing and advising on public sector management issues at national and/or local levels and/or decentralisation and public sector reform issues
•  The Consultant must be fluent in written and spoken English

Other Technical Requirements:

Applicants will also be assessed based on other technical requirements and personal suitability such as communication skills, understanding of public sector management policies, plans, programmes, and issues at local/national levels in Ghana, in the context of decentralisation and public sector reform; ability to prepare and provide analysis and advice to biltateral and multilateral development partners on public sector management programming; ability to co-ordinate and harmonise public sector management programming and project options and present environmental sustainability in policies and development programmes; and familiarity with results-based management principles and applications
