CARE seeks a Gender Specialist for an upcoming, four (4) year program in Ghana.

This project has a heavy focus on providing technical expertise to the Ghana Education Service in early grade literacy and numeracy for primary school students.  The project aims to improve reading skills in 2 million primary students by 2016.

SUMMARY

•  The Gender Specialist will provide leadership, direction, and coordination to integrate gender, ensuring that boys and girls and men and women will have their different needs analyzed and addressed with respect to the provision and improvement of early grade reading and numeracy skills in Ghana.
•  The Gender Specialist will use existing documentation and develop tools to enhance and expand on existing gender analysis to better understand the context and dynamics at a play related to gender and education in Ghana.
•  In addition, the Gender Specialist will lead development and coordination of trainings  for project staff, government officials, teachers and parents to raise awareness and provide tools for dialogue and communication  and action to improve gender relations.
•  The Gender Specialist will work closely with the Gender Education Unit ensuring alignment with the National Gender Action Plan and providing technical support as needed.

POSITION SPECIFICS:

Qualification Required & Experience

•  Master’s Degree in International Development, Women’s Studies, Education or related field or Bachelors and additional 5 years field experience.
•  Background/qualifications in gender transformative programming, gender analysis,
•  Minimum of 5 years experience working in the education or gender programming in an developing country,
•  Demonstrated ability to collaborate with diverse teams and effectively communicate new or sensitive topics;
•  Knowledge and experience with participatory planning methodologies that promote learning and social change
•  Excellent interpersonal and team work skills.
•  Superior written and oral skills in English are essential.

CARE seeks a Deputy Chief of Party (DCOP) for an upcoming, four (4) year program in Ghana.  This project has a heavy focus on providing technical expertise to the Ghana Education Service in early grade literacy and numeracy for primary school students.

The project aims to improve reading skills in 2 million primary students by 2016.

SUMMARY
The DCOP will be the technical and administrative assistant supervisor of all project activities and will be the assistant senior in-country project representative with overall responsibility for supervising project staff, and managing relations with partners and sub-grantees (both international and local).

The DCOP will assist the Chief of Party with coordinating program activities among a diverse group of stakeholders and beneficiaries, especially school officials, District Education Offices, Ministry of Education, the Ghana Education Service and USAID personnel.

The DCOP will assist the Chief of Party to ensure timely project implementation and technical reliability, monitor project activities, and ensure quality.

The DCOP has partial responsibility for financial accountability and reporting to USAID and the CARE home office.

The Deputy Chief of Party will be based in Accra, Ghana.

Qualification Required & Experience

REQUIRED QUALIFICATIONS:

•  Master‘s degree and five years of relevant experience post degree, including four years of relevant experience in developing countries; or a PhD/EdD degree

•  In-depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many partners and customers is mandatory.
•  Strong people management skills with the ability to provide guidance and support.
•  Strong communication, both oral and written, strong interpersonal skills, and the ability to develop excellent relations with donor officials and key local stakeholders.
•  Demonstrated knowledge of Ghana’s education sector structure, planning, and management. Technical experience in areas such as teacher training and support supervision, primary education, early grade reading and literacy, local language mapping, pedagogical frameworks, education systems and community mobilization;
•  Knowledge and experience in education and development in West Africa;
•  Organizational acumen and cultural sensitivity;
•  Demonstrated exemplary diplomatic, communication and interpersonal skills;
•  Excellent oral and written communication skills in English.

SNV is now implementing the High Impact Tourism Training for Jobs & Income (HITT) through the European Commission (EC) funded programme, Developing Technical and Vocational Education and Training (TVET) Methodologies and Services for the Informal Economy.

HITT aims to contribute to sustainable, scalable, pro-poor economic growth in Ghana as well as six other countries through the development and implementation of an integrated, market-driven tourism Technical Vocational Education and Training (TVET) system targeting the informal economy.

More specifically, the HITT programme aims to expand access for disadvantaged groups (in particular women, youth, under skilled and semi-skilled) to practical and market-oriented vocational training and facilitate direct links with the tourism industry to maximise opportunities for production, income and employment for participants.

SNV is implementing the HITT Programme in Ghana in partnership with the Opportunities Industrialization Centre, Ghana (OICG)

Location:  Accra with frequent travels to other regions

Objectives of the assignment:

•  Lead the HITT project team in Ghana to meet impact target including providing strategic direction in programme design and implementation, developing detailed implementation plans, day-to-day management and mentoring SNV and partner staff
•  Lead the development of curriculum, training material and approaches and the delivery and monitoring of Train the Trainer & Training of Beneficiaries for targeted occupations in Ghana
•  Identify synergies and develop strategic partnerships with government TVET institutions, training providers, development organizations, and the private sector to ensure additional funding for the implementation of trainings and that HITT training is implemented effectively and sustainable beyond the life of the project
•  Identify and document best practices, innovations and lessons learned from piloting the HITT learning and curriculum development approach in Ghana
•  Support HITT implementation globally through sharing best practise from HITT Ghana, inputting into the HITT learning, curriculum and enabling environment global approach
•  Raise the profile of  the HITT initiative in Ghana through public relations activities
•  Manage the HITT budget and fulfil SNV and EC reporting requirements to a high level

Qualification Required & Experience

Consultant Qualifications

•  In-depth understanding of the tourism and hospitality sector of Ghana
•  In-depth understanding of the TVET sector of Ghana and existing supply of TVET for the tourism sector
•  Proven track record of developing tourism curriculum and training material and designing and implementing trainings (Training of Trainer and end beneficiaries)
•  Proven track record engaging and developing strategic partnerships with the private sector
•  Practical experience and demonstrated knowledge on designing, developing, implementing and evaluating TVET programmes for the informal sector
•  Demonstrated experience in managing the implementation and monitoring of donor funded projects
•  Masters degree in hospitality and tourism, human resource development or other relevant field of study
•  Excellent written and spoken English skills and sound report writing skills

Timelines and contract term
A National Associate Advisor Contract of approximately 93 days will be offered from 06 August 2012 to 31 January 2013 – with possibilities of extension until January 2014 for approximately 96 days.

Purpose:
The incumbent will be based at the offices of UNHRD and will be required to perform the following duties:-

Major Duties and Responsibilities:

•  Receive all the WRP food and non-food commodities;
•  Report on the quantity of the received commodities and ensure that quantities dispatched as per consignor’s documents match with quantities received and endorse documents;
•  Maintain clean and pest-free storing conditions;
•  Ensure good warehousing practices; Supervise the off loading and stacking of the commodities, follow up tracking of the commodities in pipeline and report the same to the appropriate personnel;
•  Maintain records and/or ensure that assistants assigned to the various stores keep records of the food stuff offloaded/loaded at the warehouses, adhering to the WRP systems;
•  Control incoming goods both food and non-food commodities by such methods as physical counts, random weight checks, rejection of any spoiled commodity, reconditioning of underweight bags, etc;
•  Sign waybills of received and dispatched cargo;
•  Deliver goods on request against official and approved documentation;
•  Keep updated records on stack cards, and/or computer inventory lists;
•  Make periodic physical inventory checks;
•  Perform other related duties as required

Minimum Qualification
Knowledge, Skills and Experience:

•  Secondary School Education
•  At least (3) three years of progressively responsible support experience including at least one year in the field of transport, administration, accounting, statistics or another related field. At least one year at the G3 Level or equivalent
