The Canadian High Commission seeks to engage the services of a Water, Sanitation and Hygiene (WASH) Advisor who will provide professional, technical, strategic and advisory support to the CIDA Ghana Programme team.

Status: Full Time Consultant (up to 20 days/month)
Duration: 2 years (with possibility of 1-year renewal)

Scope of Work:

The WASH Advisor will work closely with the CIDA Ghana Programme WASH team to provide technical assistance, project and programme monitoring, and advise on programme design and implementation.

Mandatory Requirements:

•  The Consultant must be a Ghanaian citizen or a current resident in Ghana for a minimum of twelve (12) consecutive months. Any non-Ghanaian citizen will be required to provide a valid residence and work permit (for a minimum of twelve (12) months)
•  The Consultant must have an advanced degree (master’s or doctoral degree) from a recognised university or relevant graduate diploma of a national institute in the field of environmental studies, public finance or administration, political sciences, development studies or other comparable fields
•  The Consultant must have a minimum of 7 years recent experience (within past 12 years) working in an advisory capacity in the area of water and sanitation in Ghana, including a strong rural water and basic sanitation component

Other Technical Requirements:

Applicants will also be assessed based on other technical requirements such as familiarity with development challenges in Ghana’s northern regions, experience in project planning and monitoring, and understanding of WASH policies/strategies, the impact of decentralization and the mandates of key central and local governments and agencies involved in the WASH sector in Ghana

Purpose of the Position:
To facilitate the delivery of all SATISFY project activities by way of community entry, mobilization, participation in project planning, implementation, monitoring, review as well as evaluation and collaboration with all relevant partners and stakeholders; working closely and with leadership support from the Ghana SATISFY field program manager.

Major Responsibilities:

•  Ensure the implementation of the SATISFY project planned activities in a timely manner and within the project budget
•  Undertake regular field monitoring visits and provide support to SATISFY project beneficiaries (farmers) and/or other project stakeholders as per the project activities planned
•  Ensure all SATISFY project activities implementation is guided by developed gender (with involvement of men/women in all project activities) and environmental impact strategies of the project

Job Vacancy For Final Evaluation (Recovery Programme) At UNDP Ghana

Background:
Following the 2007 floods in Northern Ghana, UNDP collaborated with NADMO to implement the “Recovery Programming Support for the Northern Ghana” aimed at addressing some of the challenges confronting the nation especially the three regions of Northern Ghana. The project objective was to enable UNDP support national efforts for disaster response in Northern Ghana and to effectively plan and respond to the perennial disasters confronting the Northern, Upper West and Upper East Regions of Ghana. This was carried out through three main components: coordination, sustainable livelihoods and disaster management.

It was expected to have contributed to achieving three main outputs:

•  Reinforcing existing coordination mechanisms at the Regional Coordination Offices of the Northern, Upper East and Upper West regions
•  Lessening food insecurity of most flood affected communities through livelihood support activities
•  Enhancing existing capacity development support for the National Disaster Management Organization (NADMO)

The project has been completed and has to undergo a terminal evaluation.

Scope of Services:
The outcome of the evaluation shall be both retrospective and prospective, taking stock of the past while looking into the future. It will assess the following:

•  General information about the Evaluation – the methodology should be stated, as well as the places visited, and all response from the evaluation findings and conclusions;
•  Assessment of project results – Determine contributing factors and impediments and extent of contributions made to the achievement of the outcomes through related project outputs;
•  Assessment of project sustainability of project outcome – To assess the financial resources made, the socio political factors, environmental, as well as institutional frameworks governance for sustaining the project’s outcome;
•  Catalytic role – To assess the replication actions carried out by the Project
•  Assessment of processes that affected attainment of project Results – Determine contributing factors in terms of country ownership, preparation, stakeholder involvement and financial planning

Eligibility:
Eligible consultants must have the following minimum qualifications:

Have an advanced university degree; at least eight years of work experience in monitoring and evaluation of development results; sound knowledge of disaster risk reduction and management; excellent writing and analytical skills; be fluent in English
