Background

This project is to provide Assistance to the ECOWAS and to Member States in West Africa for the Development and Implementation of Drug Control and Crime Prevention Strategies.

Duties and Responsibilities

Posted in Accra under the overall supervision of the UNODC Representative for West and Central Africa, the substantive guidance of the Head of Law Enforcement Section (Organized Crime & Illicit Trafficking), and the direct supervision of the UNODC National Programme Coordinator in Ghana, the Programme Associate will;

• Participate in the development and implementation of Field Office activities on Organized Crime and Illicit Drug Trafficking, by providing substantive and technical expertise in the areas of project implementation, organization of high-level events and workshops, development of relevant substantive documentation, operational support including procurement, administration, human resource, general office support, etc.;
• Provide analytical and substantive support to project officers in the execution of project-specific activities (such as workshops, meetings, official and assessment missions, preparation of concept notes and terms of references, etc) in a timely manner and in accordance with UN standards and procedures;
• Liaise with various departments at the UNODC Regional Office, HQ and UNDP Ghana Office to facilitate the smooth implementation of activities as required;
• Support the design and formulation of programme activities within the area of responsibility, translating UNODC’s priorities into local interventions. Introduce performance indicators/ success criteria, targets and milestones.
• Develop and manage supplier relationships with internal and external vendors of the UNODC in Ghana to ensure the sustainability of Field Office activities;
• Draft correspondence on substantive and budget-related issues and prepare and update periodic substantive reports, briefing notes, graphic and statistical summaries and programme spreadsheets;
• Performs general administrative tasks, to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.);
• Draft responses to correspondence and other communications; produce a wide variety of large, complex documents and reports;
• Performs other duties as assigned.

Qualification Required & Experience

Education:

• University degree in the fields of administration, finance, development studies, human resource management, or relevant areas;
• Good knowledge of Microsoft Office packages (Word, Excel and PowerPoint) and experience in handling of web-based management systems.

Work Experience:

• Experience in project implementation, administration, accounting, audit, budget, finance, procurement as well as supplier relationships with internal and external vendors, human resources and general office support, including ICT and communication, within UN administration and UN management system Umoja.
• Experience in the field of law enforcement, crime, illicit trafficking and drug-related projects.
• At least five (6) years of relevant work experience;
• Experience in the execution of project-specific activities such as workshops, meetings, work-plans, official and assessment missions, preparation of concept notes and presentations is desirable;
• Work experience in a United Nations field office, particularly in West Africa, will be considered an asset;
• Readiness to travel within the region.

Job Summary

The Country Sponsorship Coordinator will manage sponsorship communications at the Country level and Program Units Offices (PU). • The position is based in Accra.

Key Responsibilities

• Coordinates and collates activities for sponsorship operations in collaboration with PU Sponsorship Coordinators for timely implementation at PU and Country Office level.
• Prepares, monitor and manages the sponsorship communications project and reports any issues to the Sponsorship Manager.

• Coordinates all sponsor visits with NOs and ensures visit reports are available for NOs within 14 working days after visit.
• Coordinates the timely acknowledgement and response of all digital communications and report bi-weekly to the Sponsorship Manager.
• Participates in the preparations of operational plans, budget and reports to the sponsorship department.
• Reviews all submitted PU cancellation memo templates annually for the Sponsorship Manager’s approval before use.
• Prepares quarterly photo stories on sponsorship activities in the PUs for the attention of the Sponsorship Manager.
• Identifies and reports sponsorship operational issues timely and to the Sponsorship Manager
• Responsible for filing and achieving of sponsorship documents at CO level.
• Attends and participates in all sponsorship meetings
• Fulfills Plan International’s Safeguarding Policy by making sure all sponsorship activities, processes and documents at PU level are in line with the policy
• Performs any other duties to be assigned from time to time to support the achievement of organizational objectives

Qualification Required & Experience

• A Degree in Development Studies or equivalent in a related discipline.
• At least three (3) years experience in a similar function.
• Knowledge on development issues affecting children.

Job Summary

• To lead, co-ordinate, facilitate and provide technical support in alignment with Plan International’s Gender Equality Policy and the project Gender Equality Strategy and to provide technical support to the project team, local partners and other stakeholders on mainstreaming gender equality in the implementation and management of the Strengthening Health Outcomes of Women and Children (SHOW) Project.

Key Responsibilities

• Provides top quality analysis and integration of gender in all SHOW project documents, promotional materials and other strategic documents;
• Under the direction of the Project Manager, facilitates capacity building of partners; GHS, NGOs, CHVS, Mother Support Groups, VSL Groups, Daddies Clubs, religious and traditional leaders etc. on gender equality and power related dynamics of households, families and communities to ensure quality and timely delivery of the project activities relating to the empowerment of women and girls, male engagement and gender-responsive MNCH service delivery;
• Facilitates building of partnerships, networks, coalitions and alliances with other stakeholders in the area of gender equality particularly at the project level;
• Collaborates with other project teams in and outside Plan International Ghana to ensure effective integration of other ongoing sector programmes such as, Health, Water and Sanitation, Child Protection and Household Economic Security Programmes in SHOW project activities, where feasible;
• Ensures gender equality considerations are mainstreamed in the Child protection and Disaster Risk Reduction (DRR) activities, where applicable;
• Complies with Plan International’s Child Protection Policy at all times to prevent children from all forms of child abuses;

Qualification Required & Experience

• Post-graduate degree in Social Sciences or related field, background in Gender Studies or a related field will be an asset;
• At least 5 years experience in a similar position in an international organization similar to Plan International;
• Demonstrable experience and technical skills of developing and implementing gender transformative and gender integrated strategies and programmes;
• Ability to lead strategic planning, results based management and reporting;
• Demonstrable experience in advocacy, especially around gender related issues;
• A thorough understanding of the Convention of the Rights of the Child, Convention for the Elimination of all forms of Discrimination Against Women (CEDAW) and other human rights instruments;

• Researches, analyzes and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and capacity development, and proposes policy options to RCs/UNCTs;
• Identifies and analyzes issues that impact multiple SDGs and their targets and proposes ‘accelerator interventions’ that can help unlock and accelerate progress towards sustainable development across multiple areas;
• Assesses sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN’s role and programme in the country;
• Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda;
• Researches, develops and presents policy papers, guidance notes and other knowledge based-tools for discussion in country-level forums to help influence and advance policy dialogue on achieving the SDGs.;
• Contributes to the preparation of UN flagship reports, including the analysis of data and the provision of evidence to build the case for policies and interventions on SDGs;
• Monitors regional and global economic trends and issues and analyses their implications for the realization of the SDGs at the country level;

2) Provides substantive advice on innovative economic and SDG policies to RCs and UNCTs, as well as to national counterparts in government and other relevant partners

• Provides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and provides advice on potential trade-offs between SDGs;
• Prepares inputs for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country;
• Together with UNCT members, plans and facilitates an integrated approach to the UN’s policy advice to national counterparts in government and other external partners;
• Plans and directs the work of the in-country UN Joint Policy Team (or equivalent) and drives cross-pillar nexus approaches in country to policy, analysis and assessment.

3) Assists the UNCT in the development of new generation of SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs

• Assists in the development and implementation of the UN Development Framework (UNDAF) to ensure that the UN’s country-level operational activities effectively support the implementation of the 2030 Agenda in country;
• Provides substantive support to programme formulation and revision throughout the UNDAF cycle, based on sound SDG analysis;
• Contributes to the UN joint programming process to identify and support the formulation of a new generation of UN joint programmes that are aligned with the SDGs, oriented towards investment, and have impact at the national level;
• Assists UNDAF result groups in the implementation of joint workplans to promote SDG-relevant and SDG-responsive UN operational activities for development;
• Plans and facilitates UN support to governmental and multi-stakeholder processes on SDG policy development and capacity development.

4) Plans and directs SDG knowledge generation and management

• Plans, facilitates and contributes to communities of practice and knowledge networks that promote collaboration, peer support, innovation good practices, lessons learned, needs and opportunities in the area of sustainable development;
• Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the RC and UNCT on actions to strengthen the policy orientation of the UN;
• Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for developing these into bankable national SDG investment policies and programmes;

Main Functions

FUNCTIONAL RESPONSIBILITIES

In the framework of the West Africa Competitiveness Project (WACP) project Ghana and under the overall guidance of its programme manager at the Division of Standardization and Quality Infrastructure (PTC/TII/SQI), UNIDO HQ in Vienna, the National Project Officer (NPO) is expected to perform but not limited to the following main duties:

• Provide specialist technical advice to the project manager on issues related to the project, ensuring that all activities are technically sound and properly planned.
• Develop Terms of Reference (ToR) and Job descriptions for the implementation of national and international activities.
• Provide technical guidance on the procurement of goods (conformity assessment equipment and other facilities)
and services related to the project and in accordance with relevant local and international guidelines in consultation with the National Coordinator, through:

– Formulate specifications for the intended goods and services;
– Formulate appropriate procurement documents, including bids and contracts;
– Evaluate procurement documents submitted by prospective suppliers;
– Assess the compliance of delivered goods and services against specified requirements and international standards.

• Ensure the technical preparation of technical meetings, workshops, seminars or trainings as required.
• Provide, at national level, technical advice and identify needs for training in the following areas: accreditation, metrology, conformity assessment (testing and calibration, inspection and certification), standardization, and quality promotion to the specific value chains.
• Assure, at the national level, the implementation of the technical activities of the Programme.
• Analyze relevant national or international consultants reports and follow-up implementation of recommendations at national level.
• Ensure the technical supervision of the missions of national and international technical experts. Conduct regular meetings with counterparts (including outside Accra).
• Identify linkages that each component should establish with other interventions (donors) together with the other project experts.
• Propose capacity building programmes in areas relevant to the Programme.
• Follow up delivery, installation and commissioning of technical equipment for laboratories and other technical structures.
• Undertake any other tasks related to the Programme as specified by the project manager.

PROJECT MANAGEMENT:

• Ensure the coordination of the national technical and administrative activities of the Programme with proper implication the private sector, ministries and relevant institutions, as well as proper linkages with regional activities.
• Coordinate and facilitate, at national level, the missions of international and national experts and sub-contractors and ensure synergies at regional level.
• Ensure, at the national level, the administrative and financial management of the Programme, in liaison with the national UNIDO representative or UNDP office.
• Ensure meetings of the Technical Coordination Committee (TCC) and the Value Chain Strategic Committees (VCSCs), and manage its Secretariat.
• Ensure at national level synergy of actions among relevant organizations and institutions in the area of accreditation, metrology, standardization, conformity assessment (testing and calibration, inspection and certification) and the promotion of quality, as well as other activities related to TBT and SPS.
• Prepare national work plans (monthly, semi-annual and annual) and ensure their implementation and follow-up.
• Prepare national budgets proposals and TORs for subcontractors for the implementation of national activities.
• Prepare periodical technical reports (semi-monthly, semiannual and annual) on implementation of activities of the Programme at national level.
• Prepare the semi-annual and annual report of the Programme.

Qualification Required & Experience

Education

• Advanced university degree in science, business administration, economics or any other relevant discipline with a specialization in trade, project management.

Background

In line with the country-specific Security Risk Management (SRM) , the United Nations system in Ghana created Radio Rooms in Accra and Tamale with the primary responsibility of ensuring the safety and security of all UN staff, dependents and property. The Radio Rooms are designed to operate on 24×7 basis which requires the services of Radio Operator/Data Assistant.

The position is fully funded by UN agencies in Ghana through the Cost Shared Security Budget.

The Radio Operator/Data Assistant will provide radio communication/security support to staff and dependents in all UN Agencies. In addition, Radio Operator/Data Assistant will develop analysis and reporting capabilities. He/she will also monitor performance and quality control plans to identify improvements.

Duties and Responsibilities

• Under the immediate supervision of the Security Advisor (SA), the
• Radio Operator/Data Assistant shall be responsible for the following duties:
• Collection of data from primary or secondary data sources and maintain databases/data systems for the department.
• Interpret, analyze and update data using statistical techniques and provide ongoing reports for the department.
• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.
• Identify, analyze, and interpret trends or patterns in complex data sets for the Security Advisor or Assignees.
• Work with Security Advisor to prioritize security and information needs.
• Locate and define new process improvement opportunities for the department
• Maintain electronic and manual archives for UNDSS
• Provide materials/data/information for the SMT, OMT and SFP.
• Provide data for UNDSS mandatory returns
• Serve as Backup for UNDSS Administrative Assistant
• Serving in shift-system at a 24/7 radio room which maintains a radio and telephone communication regime with all UN staff in the Area of Operation;
• When required, he/she will assist police during investigations in all security related incidents involving UN staff.
• Ensure that all communication equipment (i.e. VHF and HF radios, fax mobile and land-line phones) are in perfect working conditions before the start of duty;
• Receive, process, record and pass all security related information to the appropriate quarters through the normal communication channels;
• Inform the Supervisors immediately of any incident/accident;
• Maintain communication link with the security agencies (police and military) with a view to providing the necessary assistance to UN staff members and receiving updated information on security matters;
• Register and forward all e-mail messages and messages deposited during working and off-duty hours;
• Assist with preparation of UN IDS and Access badges when on day shift.
• Accurately identify exact location/grid references of all incident/accidents and pass information to the Supervisors and the police;
• Maintain both electronic and manual register;
• Provide relevant assistance to visiting staff members requiring assistance through radio or telephone channels;
• Brief the incoming duty radio operator on all events, especially pending cases for which action is to be taken;
• Perform radio checks, as directed by the SA / Local Security Assistant (LSA) and Radio Room Supervisor;
• Keep the SA/LSA and Radio Room Supervisor informed of any information or incident that could have a bearing on the security of staff and property;
• Perform any other tasks as assigned by the SA/LSA/ Radio Room Supervisor

Qualification Required & Experience

Education

• High school diploma or equivalent in relevant field. Formal training in radio communication and Data Analysis

Experience

• A minimum of two years of progressively responsible experience in the collection, compilation and analysis of data from multiple sources including administrative sources to produce official documents and in the dissemination of information/data is required.
• Knowledge of radio communication procedures

Language Requirements

• Fluency in the English and preferable fluency in Ga and Twi languages

Other Skills Required

• Knowledge of radio communication procedures
• Experience with using or researching the use of new data sources to produce official documents is desirable.
• Experience in conducting analytical or methodological research in Security Risk Management is desirable.

Purpose of the Position

Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for national and sub-national data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders.

Key Expected Results

• Integrated Monitoring, Evaluation & Research Planning (IMEP) is prepared and in place to provide strategic priority and realistic plan of activities for M&E.
• Timely monitoring and measurement of changes in conditions due to programme or policies in country or region are conducted with the participation of relevant partners and are provided to the Country Office and national partners to facilitate national planning, and assess the impact of the programmes and policies, and report on the progress being made.
• Country Office Performance is systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team, using standard reporting formats and the Country Office’s own monitoring system trackME. An interactive online map of UNICEF Ghana intervention regions, districts and communities is prepared and frequently updated.
• Evaluation is designed and carried out with quality process and products in line with priority and strategy. Evaluation findings, recommendations and reports are used to improve programme performance and are effectively disseminated to the intended audience. Major partners are kept abreast and/or contribute to these exercises as required.
• The monitoring and evaluation capacities of Country Office staff and national partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes.
• Effective communication and partnerships are achieved in carrying out integrated planning of research, monitoring and evaluation activities within the Country Office and with the Regional office, and with all other stakeholders, including national partners, the UN Country Team and the international community; and the results are shared with all partners to stimulate joint engagement.

Qualification Required & Experience

To qualify as an advocate for every child you will have…

• A University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
• Professional work experience in programme development and implementation including monitoring and evaluation activities
• One year of strong relevant professional work experience in the specific areas mentioned.
• Expertise in Geographic Information Systems (GIS) would be a great asset.
• Professional technical knowledge/expertise in demography, statistics, and data management.
• Methodology of M&E, theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
