Duties and Responsibilities

• The Senior Technical Officer, in collaboration with other team members, will offer technical leadership and co-ordination for effective implementation of the activities outlined towards addressing Human Rights barriers to accessing HIV/TB related services by KP, PHLHIV and TB clients.

He/She among other duties is expected to perform the following functions

• Provide technical support to other civil society partners for improved implementation of activities towards addressing human rights barriers
• Assist the design and organization of training programmes on human rights for various target groups
• Support the revision/development of human rights educational materials to raise awareness and to facilitate effective field education
• Gather and document information on human rights violations, following up on cases and refer for redress
• Support the development of work plans and innovative activities that promote an understanding of rights and responsibilities under the HR interventions
• Provide leadership in the planning, implementation and monitoring of activities on the field
• Ensure timely preparation and submission of reports as may be required
• Document success stories and lessons learnt
• Perform any other duties as may be assigned

Qualification Required & Experience

• Master’s Degree in Human right field, Development Management, Psychology and/or other related area
• Minimum of 3 years experience in project management
• Knowledge and experience of the social and cultural setting in Ghana
• Experience in working with key affected populations will be an added advantage

Competencies

• Proficiency in Microsoft Office suite
• Good communication (spoken and written) skills
• Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity

Job Description

CARE International in Ghana is seeking a qualified candidate to fill the position of Private Sector Liaison Officer to support an anticipated four-year USAID-funded Project aimed at Empowering Women and Girls in the Cocoa Supply Chain in Ghana. The objective of the project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within the Cocoa supply chain..

Two key intended outcomes of the project are: (1) improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within the cocoa supply chain; and (2) Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the cocoa supply chain..

Job Summary

The Private Sector officer will be responsible for coordinating implementation of project initiatives / activities required to achieve the stated outcomes. The successful candidate should possess significant experience in private sector and labor rights of women and girls in the Cocoa value chain in Ghana. This position is subject to the funding / award decision of USAID which will be made known by 30th November 2018.

Key Responsibilities

This position will mainly support the development and /or implementation of the project’s strategies for:

• Partnerships; especially with private sector actor(s) within the Cocoa supply chain, to improve policies and business practices for protection against child labor, forced labor, and other violations of labor rights for vulnerable women and girls,
• Supporting initiatives for the implementation, and/or expansion of existing private and/or public initiatives, policies, or programs in relation child labor and other violations of labor rights for vulnerable women and girls.
• improving private sector actor(s)’ understanding and implementation of protections against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within Cocoa sector.
• addressing discriminatory hiring practices and gender-based violence and harassment at work that affect vulnerable women and girls, specifically.
• incorporating and utilizing information from periodic context /situational analysis, including high rates of informality and occupational segregation by gender, and existing private sector policies and procedures related to protections for vulnerable women and girls in the workplace in the cocoa sector.
• facilitating access for victims of child labor, forced labor, and other violations of labor rights to legal and social services and complaint or grievance mechanisms,

Qualification Required & Experience

• A minimum qualification of a first degree in Social Science and related fields.
• At least three years of professional experience in the area of corporate social responsibility or private sector supply chain social compliance programs.
• Ability to maintain working relationships with all project stakeholders, including coalition building and partnership promotion.
• Understanding of key labor issues, including child labor, forced labor, gender discrimination, and workplace exploitation.
• Ability to meet deadlines, achieve targets, and provide all required inputs to deliverables.
• Fluency in relevant national language and proficiency in English is required.
• Must devote a minimum of 50 percent of time to the project.

IPA seeks a Deputy Country Director (DCD) based in Accra, Ghana, to support the Ghana country program. Established in 2009, the IPA Ghana office employs 50 staff members and manages up to 25 research projects each year. IPA Ghana is headquartered in Accra with an additional office in Tamale. IPA Ghana has an established strong presence in the local research environment with government institutions, international organizations, private companies and NGO partners. This position provides a unique opportunity to gain high-level management experience in a large country program, and to be closely involved in policy-relevant research, working with top academics, donors, government and other practitioners to foster evidence based-policy making.

As a member of the IPA Ghana management team, the Deputy Country Director will work closely with the Country Director to provide strategic direction, operational support, research oversight and capacity building to a team of 50 full-time local and international staff. The DCD will oversee several impact evaluations which are expected to span across multiple sectors over time: health, education, financial inclusion and enterprise development. The DCD will also oversee the operations and finance functions of IPA Ghana as a whole. He/she will contribute to IPA’s continued expansion by initiating new partnerships and projects in the country and will support the dissemination of results to local practitioners and policy makers.

Responsibilities

Oversee a portfolio of 2-4 high-quality research projects:

• Provide day-to-day support and guidance to up to 8 research project staff on several ongoing studies to ensure work plans and timelines are met and data quality is high
• Ensure that IPA research is implemented according to IPA’s quality standards and Principal Investigators’ direction

Represent IPA Ghana with external stakeholders and participate in the development of new projects:

• Develop new and manage existing relationships with IPA partner organizations and Principal investigators to enhance the relevance and influence of IPA Ghana’s research, oversee targeted dissemination of research findings, encourage scale-up of successful projects
• Identify priority research questions and key concerns for policy makers, and initiate and manage the development of corresponding new research proposals
• Lead and initiate a portfolio of project development efforts with researchers, funders and partner organizations

Provide oversight to the Operations and Finance functions of IPA Ghana:

• Supervise the Operations Manager, in charge of human resources, legal compliance, IT, office management and other operational support in both IPA Ghana offices (Accra and Tamale)

The USAID GHSC-PSM Project is the primary mechanism through which the USAID procures and delivers critical public health commodities, and provides technical assistance to improve Ghana’s public health commodity supply chain system. To achieve this mandate, the project collaborates effectively with key in-country and international stakeholders to support key global health initiatives.

The HIV/AIDS Program Officer will provide technical support to, and liaise closely with the Ministry of Health (MOH) and other counterparts to ensure HIV/AIDS commodity availability and security in Ghana.

Principal Duties and Responsibilities (Essential Functions)

• Coordinate and provide technical assistance and logistical support to the MOH and the Ghana Health Service (GHS) in national forecasting and quantification of HIV/AIDS commodities to prepare and regularly update supply plans to donors.
• Provide oversight in the management of the HIV commodities pipeline.
• Assist the Ministry of Health (MOH) with drafting and submitting commodity procurement requests for USAID-funded commodities.
• Provide technical assistance and logistical support to the MOH/GHS in regular commodity distribution to ensure sufficient stock is available to meet client needs at all levels of the supply chain.
• Regularly report on commodity stock status and health facility performance as relates to HIV commodity and case management.
• Provide assistance with End Use Verification (EUV) exercises, ensuring that MOH/GHS staff is cognizant of data collection methodologies.
• Provide technical assistance to MOH by conducting and measuring system performance through monitoring and supervision of activities at the health facility level.
• Inform leadership of potential short-term technical assistance needs as required.
• Support the development of annual work plans, quarterly and annual reports, activity reports, and other related communications.
• Provide and/or organize technical assistance and training for MOH/GHS staff across all levels in HIV/AIDS commodity management.
• Collaborate with other members of the GHSC-PSM Systems Strengthening team focused on capacity building and Management Information Systems (MIS) to have a harmonized approach and ensuring MOH/GHS staff are equipped with the • skills to address supply chain needs.

Qualification Required & Experience

Organizational Context:

Under the overall supervision of the Representative and direct supervision of the Technical Specialist for MH/FP, the Programme Analyst substantively contributes to the effective achievement of UNFPA activities in the area of sexual and reproductive health, reducing maternal mortality and accelerating progress on the ICPD agenda and SDG 3. This includes incorporating into programmes elements of population and development, access to maternal and new-born health services, access to family planning services, HIV and STI prevention, gender equality, and poverty reduction; specifically in the context of women and young people (including adolescents). The role places special emphasis on humanitarian assistance.

The Programme Analyst analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. He/she ensures coherence with agreed national and international planning frameworks; and guides and facilitates the delivery of UNFPA programs by monitoring results achieved in the implementation. He/she ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.

The Programme Analyst facilitates the work of consultants, advisors and experts; and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues. He/she must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The Programme Analyst is a budget owner and thus is accountable for ensuring the proper disbursement and absorption of funds to implementing partners.

The Programme Analyst is a substantive contributor to the program team in the Country Office.

Main Tasks and Responsibilities:

Technical Expertise/Management:

• Analyses and interprets the political, social and economic environment relevant to reproductive health in the context of reproductive health and rights; and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analysing policy papers, strategy documents, national plans and development frameworks.
• Participates in relevant national and sub-national fora, enhancing UNFPA mandate on reproductive health; and works to ensure that technical issues are incorporated in national development plans and frameworks.
• Ensures the integration of RH/RR components in such UN system-wide process such as CCA, UNDAF, Millennium Development Project and SDGs monitoring Report. Assist in ensuring the prioritization of RH in SWAPS, health sector reforms and programme of work, GPRS and similar collaborative efforts.
• Addresses policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of RHCS within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
• Creates substantive knowledge of reproductive health issues in the country, assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
• Leads the development and implementation of humanitarian and emergency strategies at country level in collaboration with the UNCT
• Participates actively in appropriate UN coordination mechanisms (e.g. Joint UN Teams) and supports and contributes to all joint programmes/activities among the UN agencies.
• Ensures that there is universal access to reproductive health services and commodities during times of crisis.
• Ensures alignment of UNFPA humanitarian response plan with those of the Government of Ghana and other UN Agencies.

Programme Management:

• In collaboration with Government counterparts, NGOs and other partners, provides substantive leadership and inputs into the design and formulation of the Country Programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Ensures quality of programme/project design incorporating lessons learned, newly developed policies and best practices, and establishing appropriate execution and monitoring mechanisms and systems.
• Leads programme implementation guiding and orienting executing agencies and programme personnel introducing effective modalities and practices for implementation.
• Expedites and coordinates project implementation by:

o Establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies.
o Facilitating timely and efficient delivery of project inputs.
o Identifying and addressing capacity development needs of implementing partners and project personnel.

• Advises and reports on achievement of programme results, proactively measuring substantive progress and the effective utilization of financial and human project resources using appropriate monitoring and measuring mechanisms and tools. Identifies bottlenecks, constraints and resource deficiencies and recommends corrective action.
• Creates and documents knowledge about current and emerging reproductive health issues, by analysing programmes, strategies, approaches and on-going experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.

Funds Management:

• Prepares and manages programme budgets.
• Monitors programme expenditures and disbursements to ensure delivery is in line with approved programme budgets and to realize targeted delivery levels.
• Ensures the timely and accurate reporting of financial information.
• Raises requisitions for relevant travels and procurement under the e-procurement module in Atlas.
• Manages assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use (Form C).

Resource Mobilisation

• Assists advocacy and resource mobilization efforts of the Country Office by analysing and monitoring national health sector funding, devising advocacy strategies that lead to increased funding, preparing relevant documentation (e.g. project summaries, conference papers, speeches, donor profiles) and participating in donor meetings and public information events. Builds strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions.

People Management & Leadership:

• Proactively ensures that all activities remain aligned with the broader aims of the CO and Country Programme.
• Exchanges relevant information and maintains an open line of communication with colleagues and his/her supervisor to ensure that synergies across programming activities are obtained.
• Actively participates in CO and programme unit team meetings.
• Undertakes capacity building among project staff and counterpart government institutions on issues pertaining to reproductive health.
• Directs the efforts of the Programme Assistant in line with the programme objectives.
• Manages the performance and development goals of the Programme Assistant to ensure optimal performance; identifies and remedies performance gaps.

Administrative Management

• Submits progress reports and field visit reports in a timely manner and in line with required quality standards.
• Ensures that programme progress and analysis reports are prepared and submitted in a timely manner and in line with required quality standards.
• Develops TORs (and specifications) and other required documentation when submitting procurement requests and official requests for procurement.
• Participates in the procurement committees when appropriate.
• Provides evaluations of service providers to the CO, upon completion of said services.
• Ensures that procured goods are distributed to implementing partners in a timely manner.

Qualification Required & Experience

UNFPA is looking for candidates who have:

• Master’s degree in public health, social development, medicine, or other related social science field.
• Familiarity with issues of reproductive health and how this impacts on women and the young.
• 3 to 5 years professional experience preferably in programme/project management in the public or private sector (at national level).

Description

Provide scientific and technical support to the IWMI Coordinator of the Technologies for African Agricultural Transformation (TAAT) program in the planning and execution of water management field-level activities for the Rice, Wheat, Sorghum-Millet, Maize and Orange Fleshed Sweet Potato (OFSP) Value Chains in target countries.

DUTIES AND RESPONSIBILITIES:

• Assist, in coordination with Commodity Compact Lead institutions, Regional Member Countries (RMCs) and in-country partners, in planning and organizing the deployment of approved water management and irrigation technologies.
• Assist in the organization and implementation of field activities (preparation of fields in demonstration sites, installation of irrigation equipment, kits, etc.).
• Support on-farm demonstration and scaling-out of approved water management and irrigation technologies for each value chain in target countries.
• Coordinate with and receive guidance from country collaborators in data collection, database development, monitoring and evaluation, and capacity building activities.
• Assist in the preparation of quarterly and annual consolidated technical and financial reports for the Commodity Technology Delivery Compacts (CTDCs)

Qualification Required & Experience

TECHNICAL COMPETENCIES

• A Master’s degree in water resources management, agricultural engineering or a related field.
• At least 3 years work experience in agricultural water management in an African country.
• Good written and verbal communication skills in English with good working knowledge of French.
• Proficiency in MS Office applications, including database management and PowerPoint presentations.
• Experience in writing technical reports.
• Demonstrated ability to effectively and reliably carry out delegated functions without extensive supervision.
