Position Title: Program Officer, Uniterra Program
Position Location: Accra (Occasional travel in Ghana)
Reports to: Country Coordinator, Uniterra Program Ghana
Contract term: 1 year contract (with possibility of renewal)

Reporting to Uniterra Country Coordinator in Ghana, the Program Officer provides support to the Sector Program Officer (SPO), partners and volunteers in pursuit of Uniterra’s target results. He/she shall be provide support in the specific areas of inclusion of Gender and Youth as well as Monitoring and Evaluation, ensuring the use of results-based management (planning, activities monitoring and results reporting) in support of the Uniterra program.

KEY AREAS OF RESPONSIBILITIES

Gender and Youth Inclusion:

• Tools development and need analysis of the Uniterra program documents and staff
• Develop and facilitate training and learning opportunities for Uniterra in-country staff, volunteers and partners on gender equality
• Collaborate with local partners to develop strategies and tools to increase the participation of women and female youth and promote their increased access to and control over tailored services and products.
• Develop tools and create case studies of best practices in gender mainstreaming.
• Ensuring that gender equality and youth inclusion and engagement are taken into account in needs assessments and data gathering, capacity building, knowledge sharing, and partnership development through fixing specific mainstreaming objectives, activities to realize these objectives, and follow up on results.

Monitoring, evaluation (M&E) and reporting:

• Review and adjust Uniterra partner capacity assessment tools to fit local and partner context and requirements (ie. gender considerations) while ensuring that key reporting data is captured consistently, consolidated and transferred to the M&E Specialist in Ottawa.
• Administer the capacity assessment tool (CAT) to local partners and provide set of recommendations on partner context , current organizational capacity and future needs
• Follow up on Capacity Development Plans of Uniterra Partners to ensure that Uniterra is delivering on results and document gaps for consideration.
• Conduct the necessary data analysis from organizational capacity assessments and workshops to inform local needs and produce useful results
• Co-design, administer, or supervise data collection activities in relation to volunteer and partner activities.

Volunteer mobilization and support:

• Provide support to local partners, program support volunteers and the Country Coordinator, specifically regarding in-country orientation, security implement procedures to support volunteers upon their arrival in Ghana and for their entire stay in country (housing, security, living and working conditions, end of contract issues and emergency medical evacuations).
• Periodically review online annual work plan to ensure it is up to date.
• Organize appropriate training/orientation sessions, taking into account the specifics of each mandate, in preparation for the arrival of North-South volunteers and the departure of South-North volunteers.
• Coordinate and provide support to partners and volunteers specifically in relation to reporting and gender and youth issues.

Qualification Required & Experience

• Degree in Social Sciences (economic development, business development or development studies) or relevant work experience deemed as equivalent.

Experience and Competencies

• Two (2) years of experience in gender and youth programming
• Relevant experience in M&E using the results based Management
• Relevant experience in working in intercultural teams and experience in volunteer management
• Excellent communications and interpersonal skills.
• Knowledge of economic development policies and strategies, particularly in relation to the agricultural sector, business development, youth entrepreneurship, employability, and vocational and technical training.
• An innovative, entrepreneurial spirit.
• Proficiency with information technologies and computer skills (Word, Excel, the Internet, etc.) and familiarity with Google Drive and Gmail an asset.
• Adherence to the Gender Equality and Social Inclusion principles.

Language: Proficiency in English; both written and oral.

We are currently seeking qualified individuals to fill temporary positions as District Monitoring and Evaluation Assistant (11 positions) in our operational districts. Successful candidates will be contracted for not more than 3 months.

Responsibilities of M & E Assistant

• Train all district level staff including Spray Operators and Mobilizers on all M & E data collection tools and procedures.
• Supervise field data collection by Spray Operators and Mobilizers.
• Perform data collection verification in sprayed and mobilized communities and address data collection errors.
• Support Team Leaders and Field Supervisors to verify Spray Operator data collection forms using the Error Eliminator.
• Ensure timely arrival of all Spray Operator data collection forms from all sites to the data entry center.
• Supervise Data Entry Assistants to ensure that all data entry, cleaning and syncing protocols are well followed.
• Assist the District Operations Coordinator (DOC) to draw a district spray operations and supervision plan.
• Write and submit district weekly spray progress reports.
• Analyze district level spray data to inform decision making for ongoing spray operations.
• Perform other duties as assigned by the DOC and the program M & E Manager.

Qualification Required & Experience

• Minimum of Higher National Diploma (HND) in Statistics or a quantitative related field.
• Good background in field data collection with demonstrated ability to plan and coordinate large scale data collection exercise.
• Willingness to live and travel within the district assigned.
• Knowledge in data analysis and interpretation of results will be an advantage.
• Good organizational, report writing and management skills.
• Excellent interpersonal skills and ability to work as part of a team.
• Strong computer skills with good understanding on the use of MS Excel and Access
• Proficiency in English and one or more Northern Ghanaian Languages will be an advantage.
• Previous work experience in Indoor Residual Spraying will be an added advantage.
• MUST be able to ride a motorbike and possess a valid license

Successful candidates will be contracted for not more than 4 months. He/ she will report to the District Operations Coordinator/ IEC Coordinator.

Responsibilities of the IEC Assistant

• Spearhead the design and implementation of community-based outreach programs and communication strategies to ensure that ALL communities in the operational site/ sub-district are reached with IRS messaging.
• Manage and coordinate community mobilization and education activities to promote understanding and acceptance of Indoor Residual Spraying (IRS) as one of the key malaria control interventions conducted jointly by the GHS and PMI/USAID.
• Liaise with the District Operations Coordinator to engage key stakeholders in the sub-district in IRS activities to enable them fully participate in the implementation of IRS.
• Monitor /supervise the activities of community IEC Mobilizers in the sub-district during the implementation of IRS.
• Liaise with communication agencies/ organizations/ Ghana Health Service Officials/ District Assembly Staff, Community Leadership and Influential Persons who will assist with community mobilization efforts for a successful spray campaign.
• Facilitate trainings for IEC Mobilizers/ Spray Program Advocates.
• Provide weekly reports on IEC activities in the sub-district to the District Operations Coordinator (DOC)
• Perform other duties as assigned by the DOC/ IEC Coordinator.

Qualification Required & Experience

Requirements for of IEC Assistant position

• Minimum of a Diploma in Community Development Studies, Communication or relevant field with at least two (2) years relevant working experience.
• Additional professional training in participatory approaches and community mobilization is preferable.
• Good experience working with communities and local leaders, sensitizing and mobilizing communities.
• Strong organizational, reporting and management skills.
• Excellent interpersonal skills and ability to work as part of a team
• Strong computer skills
• Proficiency in English and one or more of Northern Ghanaian Languages peculiar to the District /Sub-district (Mampruli, Dagbani Moara and Kokomba dialects).
• Previous work on IRS activities will be an advantage.
• Being a native/ resident in any of the operational site/ sub-district will be an advantage.
• VERY GOOD knowledge and understanding of the geographical layout (especially of the chosen operational site/ sub-district) is key to this position.
• MUST be able to ride a motorbike and have a motor license.

JOB PURPOSE

ROLES AND RESPONSIBILITIES

1. Leadership

2. Funding and Grants Management

• Keep abreast of the trends within the donor environment in the Country and Internationally.
• Facilitate donor visits, donor meetings, round table discussions and evaluations as necessary.
• Ensure that effective grant management systems are in place.
• Be aware of all donor conditionality and monitor adherence.

3. Programme Management

• Ensure that robust systems of planning and delivering projects are in place and implemented, from design and inception to delivery and evaluation
• Support the Programmes Manager to ensure that project performance is monitored regularly and compared to targets, deliverables, and budget.
• Ensure that the planning, delivery and evaluation of projects complies with donor expectations and the terms of donor contracts, and that reporting to donors is of the highest standard.
• Ensure that impact is effectively evaluated and measured to the highest standard in all programmes on a regular basis, and that learning from the data is maximized and new strategies are adopted to increase impact.
• Ensure that the impact of WEFI’s work is clearly demonstrated through annual impact assessments, and use the information to develop annual reports to be shared with various stakeholders.
• Develop new project proposals using learning and achievements from previous projects.
• Develop and maintain an organizational culture of learning and reflection leading to changes in programme delivery

4. Financial Management

• Provide oversight to all finance and administrative services in the organization.
• Ensure effective implementation and compliance with the Financial Management Manual and compliance with procedures required by grant or contract agreements.
• Oversee the development and implementation of annual budgets.
• Ensure that adequate internal control mechanisms are in place.
• Review accuracy of accounts and carry out periodic checks on financial matters.
• Oversee annual and project-specific audit processes within the organization.
• Ensure the preparation, accuracy and timely submission of financial reports that comply with grant or contract agreements and ensure compliance with all aspects of WEFI policies and donor funding.
• Check and verify all inventories and promote efficient management of organizational assets.
• Be a signatory to all bank accounts.

5. Human Resources Management

• Provide leadership support to staff and promote best practices in human resources management.
• Coordinate regular reviews and update of the human resources policies and procedures.
• Ensure that Health and Safety is prioritized in each area of WEFI’s work, especially in road safety.
• Ensure compliance with the overall human resources management manual and the national labour laws.
• Oversee adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development
• Coordinate the development of a staff development plan in line with strategic directions of WEFI.
• Oversee and monitor efficiency and fairness of recruitment processes across WEFI.
• Organize regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning.

6. Representation

• Be a signatory to all agreements entered into by WEFI.
• Serve as the lead spoke person for WEFI.

Qualification Required & Experience

• The ideal candidate must have a Master’s degree in social sciences, social work, gender studies, development studies or a development related field.
• Must have considerable knowledge and experience of the NGO sector in Ghana
• At least 10 years proven track record with a minimum of 5 years in a top leadership position in development work, women empowerment and poverty alleviation programmes with proven initiative, flexibility and enthusiasm in managing complex activities in a changing environment.
• Demonstrated senior management expertise, including proven ability to develop the capacities of multi-disciplinary professional teams undertaking comprehensive poverty alleviation strategy.
• Fundraising skills with proven track record in innovative funding streams, contract management from bilateral and multilateral donors etc.
• Proven experience in managing complex financial control and management systems.
• Demonstrated expertise in strategic and long-term planning and the ability to ensure that operational plans and activities meet targets and appropriately reflect longer term perspectives.
• Proven experience of working and negotiating with Government officials and/or donors at all levels.
• Sound and up to date knowledge of development concepts, methodologies and techniques including demonstrated expertise in at least one specialist development field.
• Excellent negotiation and communication skills, including demonstrated ability to handle sensitive diplomatic and Government level negotiations on matters affecting WEFI.
• Proficiency in English. Fluency of local language is an advantage to the role.
• Strong leadership and management skills with experience in networked federation / organisation and matrix functioning.
• Strong analytical/Problem solving, and management of crisis, conflict and risk.

The Ghana-West African Programme to Combat AIDS and STI (WAPCAS) is a civil society organisation that has been operating in Ghana since 1996. WAPCAS has since its inception been implementing HIV and STI programmes targeting key populations with funding support from several donors including the Global Fund.

Starting from 2018 to 2020, WAPCAS as a Principal Recipient (PR) of the Global Fund New Funding Model II will receive funding for the implementation of HIV/TB interventions for key populations.

Job Summary

The Programme Manager in collaboration with the other members of the programme management unit will offer technical direction, coordination, capacity building and logistical support for the effective implementation of the project activities. He/she will also support the sub recipients and WAPCAS direct field teams.

Duties and Responsiblities:

• Responsible for the day-to-day management of the implementation of the grant.
• Conduct periodic review of grants performance.
• In collaboration with the M&E Manager, prepare PR annual and quarterly implementation plans (IP) for all components of the project, review workplans from SRs and monitor all programme activities based on the Perform nee Framework (PF) to achieve project results.
• In consultation with Head of Finance, manage and process all requests for disbursement.
• Ensures availability and effective distribution of commodities and other logistics to SRs for the effective implementation.
• supports the implementation of a robust M&E system to track grant performance.
• support the assessment and implementation of capacity building plan to ensure the continuous development of project staff including sub-recipients (SR).
• Ensure the timely preparation and submission of programme reports on quarterly basis or as may be required.
• Provide guidance in the planning, implementation and monitoring of programme activities on the field and also offer technical assistance as and when appropriate.
• Initiate innovative strategies for the realisation of the 90-90-90 target.
• Lead the development and sharing of success stories and lessons learnt with key stakeholders.
• Attend meetings and conferences as may be deemed necessary.
• Participate in any other project related activities.

Qualification Required & Experience

• Master’s Degree in Community/Public Health, Development Management or related field with a background in health.
• Five (5) to (10) years’ experience in project management in a comparable organisation.
• She/he should be proactive in designing new strategies to improve performance.
• Skills in capacity building and effective communication
• Computer literate and ability to use project management software will be added advantage.
