Abt. Associates Inc., a US based company, is implementing the PMI/ USAID–funded VectorLink Project, Ghana. IRS as a component of VectorLink Project has been implemented in Ghana since 2008 in some selected districts in the Northern Region.

Currently, Abt Associates is implementing Indoor Residual Spraying (IRS) in Seven selected districts in the Northern region: Kumbungu, West Mamprusi, East Mamprusi, Mamprugu/Moagduri, Bunkpurugu-Yunyoo, Karaga, Gushegu, districts.

We are currently seeking qualified individuals to fill temporary positions as Information, Education and Communication Assistants (24 positions) at each of the following operational sites/ sub-district:

DISTRICT – OPERATIONAL SITES

Kumbungu – Kumbungu and Dalun
West Mamprusi – Wungu, Kpasenkpe and Janga
Mamprugu-Moagduri – Mamprugu-Moagduri
East Mamprusi – Gambaga, Langbensi, Sakogu and Gbintiri
Bunkpurugu-Yunyoo – Nakpanduri, Nasuan, Yunyoo, Binde, Bunkpurugu
Karaga – Karaga and Pishigu
Gushegu – Gushegu, Galwei and Nabuli

Because successful candidates will be based in a specific operational site/ sub-district, it is an advantage for a candidate to be resident in any of the above mentioned sites/ sub-district. Successful candidates will be contracted for not more than 4 months. He/ she will report to the District Operations Coordinator/ IEC Coordinator.

Responsibilities of the IEC Assistant

• Spearhead the design and implementation of community-based outreach programs and communication strategies to ensure that ALL communities in the operational site/ sub-district are reached with IRS messaging.
• Manage and coordinate community mobilization and education activities to promote understanding and acceptance of Indoor Residual Spraying (IRS) as one of the key malaria control interventions conducted jointly by the GHS and PMI/USAID.
• Liaise with the District Operations Coordinator to engage key stakeholders in the sub-district in IRS activities to enable them fully participate in the implementation of IRS.
• Monitor /supervise the activities of community IEC Mobilizers in the sub-district during the implementation of IRS.
• Liaise with communication agencies/ organizations/ Ghana Health Service Officials/ District Assembly Staff, Community Leadership and Influential Persons who will assist with community mobilization efforts for a successful spray campaign.
• Facilitate trainings for IEC Mobilizers/ Spray Program Advocates.
• Provide weekly reports on IEC activities in the sub-district to the District Operations Coordinator (DOC)
• Perform other duties as assigned by the DOC/ IEC Coordinator.

Qualification Required & Experience

Requirements for of IEC Assistant position

• Minimum of a Diploma in Community Development Studies, Communication or relevant field with at least two (2) years relevant working experience.
• Additional professional training in participatory approaches and community mobilization is preferable.
• Good experience working with communities and local leaders, sensitizing and mobilizing communities.
• Strong organizational, reporting and management skills.
• Excellent interpersonal skills and ability to work as part of a team
• Strong computer skills
• Proficiency in English and one or more of Northern Ghanaian Languages peculiar to the District /Sub-district (Mampruli, Dagbani Moara and Kokomba dialects).
• Previous work on IRS activities will be an advantage.
• Being a native/ resident in any of the operational site/ sub-district will be an advantage.
• VERY GOOD knowledge and understanding of the geographical layout (especially of the chosen operational site/ sub-district) is key to this position.
• MUST be able to ride a motorbike and have a motor license.

JOB PURPOSE

• To provide overall leadership and strategic direction to WEFI programmes.

ROLES AND RESPONSIBILITIES

1. Leadership

• Lead the Senior Management Team in making key decisions that will ensure the smooth implementation of WEFI’s goal and overall strategic direction.
• Demonstrate clearly a personal drive for gender rights and sensitive towards the plight of the less privileged throughout work and ensure he/she leads by example in representing the organizational values, mission, vision and goal.
• Lead the team in agreeing on the modalities for Programming, Finance and Monitoring, Evaluation and Learning (MEL) on each project.
• Lead WEFI in all work activities ensuring the engagement of participants is held as the highest priority in the delivery of the projects.

2. Funding and Grants Management

• Increase the overall income of WEFI by securing new funding of projects through in-country and external funding initiatives.
• Ensure organizational sustainability by undertaking diversified fundraising initiatives.
• Keep abreast of the trends within the donor environment in the Country and Internationally.
• Facilitate donor visits, donor meetings, round table discussions and evaluations as necessary.
• Ensure that effective grant management systems are in place.
• Be aware of all donor conditionality and monitor adherence.

3. Programme Management

• Ensure that robust systems of planning and delivering projects are in place and implemented, from design and inception to delivery and evaluation
• Support the Programmes Manager to ensure that project performance is monitored regularly and compared to targets, deliverables, and budget.
• Ensure that the planning, delivery and evaluation of projects complies with donor expectations and the terms of donor contracts, and that reporting to donors is of the highest standard.
• Ensure that impact is effectively evaluated and measured to the highest standard in all programmes on a regular basis, and that learning from the data is maximized and new strategies are adopted to increase impact.
• Ensure that the impact of WEFI’s work is clearly demonstrated through annual impact assessments, and use the information to develop annual reports to be shared with various stakeholders.
• Develop new project proposals using learning and achievements from previous projects.
• Develop and maintain an organizational culture of learning and reflection leading to changes in programme delivery

4. Financial Management

• Provide oversight to all finance and administrative services in the organization.
• Ensure effective implementation and compliance with the Financial Management Manual and compliance with procedures required by grant or contract agreements.
• Oversee the development and implementation of annual budgets.
• Ensure that adequate internal control mechanisms are in place.
• Review accuracy of accounts and carry out periodic checks on financial matters.
• Oversee annual and project-specific audit processes within the organization.
• Ensure the preparation, accuracy and timely submission of financial reports that comply with grant or contract agreements and ensure compliance with all aspects of WEFI policies and donor funding.
• Check and verify all inventories and promote efficient management of organizational assets.
• Be a signatory to all bank accounts.

5. Human Resources Management

• Provide leadership support to staff and promote best practices in human resources management.
• Coordinate regular reviews and update of the human resources policies and procedures.
• Ensure that Health and Safety is prioritized in each area of WEFI’s work, especially in road safety.
• Ensure compliance with the overall human resources management manual and the national labour laws.
• Oversee adequate implementation of the performance management system including performance objectives and planning, review, appraisal and staff development
• Coordinate the development of a staff development plan in line with strategic directions of WEFI.
• Oversee and monitor efficiency and fairness of recruitment processes across WEFI.
• Organize regular meetings with the senior management team and all staff for the purpose of exchanging information, coordination and learning.

6. Representation

• Be a signatory to all agreements entered into by WEFI.
• Serve as the lead spoke person for WEFI.

Qualification Required & Experience

• The ideal candidate must have a Master’s degree in social sciences, social work, gender studies, development studies or a development related field.
• Must have considerable knowledge and experience of the NGO sector in Ghana
• At least 10 years proven track record with a minimum of 5 years in a top leadership position in development work, women empowerment and poverty alleviation programmes with proven initiative, flexibility and enthusiasm in managing complex activities in a changing environment.
• Demonstrated senior management expertise, including proven ability to develop the capacities of multi-disciplinary professional teams undertaking comprehensive poverty alleviation strategy.
• Fundraising skills with proven track record in innovative funding streams, contract management from bilateral and multilateral donors etc.
• Proven experience in managing complex financial control and management systems.
• Demonstrated expertise in strategic and long-term planning and the ability to ensure that operational plans and activities meet targets and appropriately reflect longer term perspectives.
• Proven experience of working and negotiating with Government officials and/or donors at all levels.
• Sound and up to date knowledge of development concepts, methodologies and techniques including demonstrated expertise in at least one specialist development field.
• Excellent negotiation and communication skills, including demonstrated ability to handle sensitive diplomatic and Government level negotiations on matters affecting WEFI.
• Proficiency in English. Fluency of local language is an advantage to the role.

• Provide guidance in the planning, implementation and monitoring of programme activities on the field and also offer technical assistance as and when appropriate.
• Initiate innovative strategies for the realisation of the 90-90-90 target.
• Lead the development and sharing of success stories and lessons learnt with key stakeholders.
• Attend meetings and conferences as may be deemed necessary.

Qualification Required & Experience

• Master’s Degree in Community/Public Health, Development Management or related field with a background in health.

Principal Duties and Responsibilities (Essential Functions)

• Coordinate the function of the IMT
• Lead in-country operations and activities of the Interim Management Team (IMT) for the implementation of key supply chain reforms, as prescribed in the SCMP steering committee and subcommittees including the IT/LMIS, PPP, Risk Mitigation among others
• Facilitate the operations and functions of the MOH established SCMP (as revised in 2015)
• Coordinate and support key central level coordination mechanisms (e.g. Procurement and Supply Management, SCMP Steering Committee subcommittees etc) for supply chain activities
• Collaborate with relevant stakeholders to document and file innovations to increase reporting rates, improve data quality at all levels of supply chain activity and increase access to information on stock status including working closely with the LMIS subcommittee currently developing tools/innovations)
• Work with the team of GHSC-PSM technical staff to meet project objectives focused on supply chain systems strengthening and capacity building at the central level.
• As directed, assist with preparing and implementing annual work plans, quarterly and annual reports, activity reports and other related communications
• When requested by the systems strengthening team lead, attend or co-attend technical meetings organized by USAID, partners, GHS and the MOH
• Participate in the implementation of targeted training and capacity building programs to improve pharmaceutical management, use of data and electronic information systems, quality assurance and accountability at all levels of the supply chain (Working with other IMT members and other project team members and technical managers leading the efforts on LMIS, LMD, warehousing)
• Develop technical manuals, guidelines and standard operating procedures for new initiative approved by the SCMP steering committee
• Document and track lessons learned in systems strengthening initiatives and in implementation of supply chain master plan recommendations
• Other duties as required by leadership

Qualification Required & Experience

• Master’s degree in health systems, public policy, public health or a related field required, advanced degree in supply chain preferred

PROJECT DESCRIPTION

Ghana Innovating is a USAID funded project designed to support the current portfolio of literacy projects in Ghana by promoting a culture of home-based reading, grounded in local language. It will augment current classroom-level interventions by promoting reading in the community and the home by using a SBCC strategy to initiate a social movement in reading at national, regional, local and family levels. The project seeks a qualified Grants Assistant (women are particularly encouraged to apply).

Summary:

The Grants Assistant will be responsible for the day-to-day management of a comprehensive USAID grants program including assisting in the designing and development of RFAs, proposal evaluation, grant issuance and closeout. This position reports to the Grants Manager. This position is based in EDC’s project office in Labone, Accra, Ghana.

Specifically, the Grants Assistant will:

Essential functions include [but are not limited to] the following:

• Assist in developing the Annual Program Statements/Requests for Applications/Proposals and other solicitations, selection criteria, and other and tools and processes related to selection and evaluation;
• Assist in preparation quarterly grants and subcontract forecast into the budget;
• Assist in tracking compliance against detailed work plans and schedules;
• File all grants and subcontract related documentation clearly, appropriately, and in an organized manner in compliance with EDC standards;
• Work in collaboration with EDC home office to ensure USAID, EDC and Ghanaian law compliance;
• Assist in the reviewing of deliverables/milestones in respect of FAAs (Fixed Amount Awards) and issuing the necessary certifications prior to sending additional funds to the grantees;
• Perform thorough reviews of grantee’s and related supporting documentation and ensure that only allowable, allocable and reasonable costs are charged to the project;
• Work closely with the Finance team in ensuring that the grants tracker in quick books is updated and reconciled with the excel tracker maintained by the Grants manager;
• Assist in project close out plan according to USAID and EDC guidelines.
• Conduct activities as needed, these activities may include: data collection in the field, report writing, collaboration with field teams and data analysis.
• Conduct other duties as directed by the supervisor

Qualification Required & Experience

• Bachelor’s degree in public administration, economics, ACCA/CA II or a related field
• A minimum of three (3) years’ experience in grants management
• Experience with USAID sub-awards and/or grants management guidelines
• Ability to communicate effectively and write technical reports in English
• Strong interpersonal skills
• Ability to work efficiently within a team and in an international setting
