BASIC FUNCTION OF POSITION

Incumbent performs general laboring chores throughout the mission, working primarily in the warehouse areas.

Qualification Required & Experience

Job Vacancy For Aid Project Management Assistant

The U.S. Mission in Accra, Ghana is seeking a highly motivated and qualified individual for the position of Aid Project Management Assistant. This position is located in the Office of Transition Initiative (OTI) of USAID/West Africa in Accra.

BASIC FUNCTION OF POSITION:

The Office of Transitions Initiatives (OTI) Program Assistant serves as the principal assistant to OTI’s Senior Regional Specialist. The incumbent is the administrative focal point for the OTI Africa Field Office and assists program staff in a variety of ways such as liaising with OTI and USAID’s Implementing Partner and awardees, setting up meetings and organizing events, drafting communications in English and keeping proper records and files among other administrative and clerical duties.

MAJOR DUTIES AND RESPONSIBILITIES % OF TIME

This position has four core areas of responsibility: administrative support, project management and documentation, performance monitoring and evaluation (M&E), and political and social analysis. Each of these areas is detailed below:

1) Administrative Support 60%

• Duties include, but are not limited to: (1) Filing, including the proper care, storage, handling and distribution of all files; (2) Document control and determining points of clearance and coordination; (3) Ordering services, equipment and supplies as necessary through the Embassy system; (4) Receiving and forwarding messages and other official and unofficial documentation to appropriate team members; (5) Preparation of letters, memos, emails and reports as required; (6) Preparation of time and attendance sheets; (7) Assistance in financial tracking, budget planning, and financial reporting as required; (8) As required, schedule meetings, assist in translations (written and verbal), and assist in facilitating communications with government officials, foreign donor representatives, non-government organizations, media groups, community representatives, etc.; (9) Processes travel requests and travel authorizations; (10) Advise travelers about travel and schedule options and makes final hotel and travel arrangements, assists with the preparation of travel vouchers, coordinates local travel, and (11) Coordinates with appropriate Embassy and USAID staff; (12) Drafts and tracks financial and administrative-relates actions in support of OTI field offices; (13) Provides assistance to OTI field offices as requested.

2) Program Management and Documentation 20%

• The Program Assistant, under the direct supervision of the Senior Regional Specialist-Africa, will be responsible for providing assistance for organizing and tracking items related to ensuring successful OTI programs in Africa. Duties include, but are not limited to: (1) Draft, prepare, and process administrative and program documentation; (2) Assist OTI Field programs in management actions and processes in Accra; (3) Prepare standard briefing packages which will be used to inform USG and other officials; (4) Assist program field personnel as needed in the preparation of the collection of data; (5) Prepare standard Embassy and/or USAID program management documents, correspondence, and procurement documents, and maintain administrative and program files; (6) Assist OTI staff members in the planning, design, and development of retreats and other meetings; (7) Prepare event calendars for OTI activities and works with others to coordinate event schedules and resource requirements. In addition, the Program Assistant performs the following tasks related to the OTI programs: (1) Provides database reports, M&E, mapping and other reporting assistance as requested; (2) Maintains activity files per USG regulations; (3) Other duties as assigned.

3) Information and Reporting 20%

• The Program Assistant will work closely with the OTI, USAID and Embassy Staff providing insight into regional political, economic and cultural environment as they may impact the scope and direction of OTI programs. Duties may include but not be limited to: (1) compiling OTI program weeklies and distributing them through maintained email lists; (2) identifying and producing reports highlighting OTI’s regional approach to programming; (3) Assisting in drafting cables and other information products as requested; (4) Other duties as required. Through a variety of means, makes contacts and assists OTI and Implementing Partners in broadening their access to and understanding of regional organizations and civil society organizations.

• Education: Completion of Bachelor’s Degree in liberal arts, business, management or related field is required.
• Prior Work Experience: A minimum of three years of professional experience in administrative work, including one year with international organization required.

• Job Knowledge: Basic knowledge of the African political, economic and cultural environment is required as the incumbent will have to interact with civil society organizations and in the implementation of OTI programs. S/he must be innovative with approaches to supporting the portfolio with information and resources. The incumbent must be able to prioritize and complete tasks quickly and efficiently; must be highly motivated, dedicated, a self-starter, and able to work in challenging and stressful environments; must have excellent interpersonal skills, ability to work in a team setting; and ability to easily interact with tact and diplomacy when interacting with high level officials and grassroots organizations; must have excellent organizational skills and ability to perform under pressure.

• The Program Management Specialist will report to the Trade and Investment Team Leader on administrative and programmatic issues. S/he will provide services and support to that Office, as well as other teams within USAID/West Africa, as directed by the USAID/West Africa Economic Growth Office Director.
• S/he may supervise one Foreign Service National (FSN) Energy Program Manager.
• S/he must provide programmatic and strategic support to the Economic Growth Office, drawing on an in-depth understanding of the electricity sector technology and investment, associated policy frameworks, and issues related to regional trade and infrastructure. • S/he must have the capacity and demonstrated expertise to represent USAID and Power Africa in interagency and international settings, at meetings with government officials, and with technical counterparts, donors, non-governmental organizations, and implementing partners.

Lead coordination and implementation of technical support and assistance to regional energy institutions including WAPP, ECREEE, and ERERA. Support USAID/West Africa’s implementation of Power Africa activities, as well as other relevant USG initiatives including Enhancing Capacity for Low Emissions Development Strategies (EC-LEDS), GCC, the Partnership for Growth (PfG), and others that may apply to the West Africa region.
Support development of initiatives, policies, and partnerships to accelerate deployment of off-grid, mini-grid, and small-scale energy solutions, as appropriate. Support timely roll-out of: energy related activities and transactions; developing, tracking and monitoring milestones; and preparation of reports pertinent to performance monitoring and evaluation.

• Support USAID/West Africa’s efforts to provide professional advice to the governments of West Africa on sector reform, including appropriate models for private sector participation, approaches to improving utility management and operations, and development of an enabling legal and regulatory framework and institutions. Facilitate dialogue with West African government authorities, USG stakeholders, donors and partners to reach consensus on and ownership of program objectives and activities.

• Coordinate relevant program outreach efforts, including public events, press releases, and close coordination with the USAID/West Africa Development, Outreach and Communications (DOC) officer, the Power Africa Communications team, and other USG partners. Provide support services to the trade hub network on transport and trade enabling environment as directed by the Trade and Investment Team Leader. And perform other duties as required and delegated by the Trade and Investment Team Leader.

The applicant must also have experience working closely with the West African Power Pool (WAPP), the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE) and the ECOWAS Regional Electricity Regulatory Authority (ERERA) on energy access, investment, and/or trade. An in-depth understanding, based on practical experience, of the current status of power systems in West Africa is required. • Language Proficiency: The applicant must possess Level IV (fluent) speaking and writing of English, as well as the ability to process information from a wide variety of sources into cohesive, polished documents, and to produce polished oral presentations. • Job Knowledge: Must have advanced technical understanding, obtained through practical experience of clean energy technologies, energy-related public policy and finance, and investment. In many countries, children continue to face barriers to accessing and achieving a quality basic education. For a second 3 year phase, the Discovery Project will continue to address this challenge, reaching hundreds of primary and junior secondary schools and communities and increasing the quality of education and boys and girls enrolment, attendance, learning, retention and transition across Ghana, Kenya and Nigeria.

With strong support and guidance from the community Outreach coordinator, the club and community Action Mobilizer will implement community engagement and girls and boys club activities geared toward mobilizing greater awareness, dialogue and student and community-driven collective action to address barriers to girls learning (With a focus on literacy and numeracy), retention and transition to secondary school and beyoung. This will include contributing, under the leadership of the community outreach coordinator and TOM, to the setting of a strong vision and clear roadmap for the community action and girls and boys club components of the project. The position will require significant local travel to assigned project sites and communities.

Main Responsibilities

• Establish relationships with community leaders and stakeholders in assigned project areas to introduce the initiative and to raise awareness about girls’ education.
• Undertake and deliver high-quality training to school and community leaders as well as club mentors in assigned project areas.
• Monitor the progress of community training and support school communities as they develop and implement their action plans to address barriers to girls’ learning, retention, and transitions, including through formation and strengthening of clubs that reach highly vulnerable, marginalized girls.
• Monitor the progress of club mentor training and support mentors as they develop girls and boys life skills and link to resources and opportunities for marginalized girls learning retention and transition
• Monitor and support club members economic empowerment, particularly through micro-business start-up and development planning and implementation
• Facilitate evaluation and continuous learning with relevant colleagues
• Ensure strong performance in line with agreed plans and budgets
• Maintain strong communications with supervisors and project sites, ensuring the routine flow of information up from project sites and that all reporting requirements are met
• Additional duties as required

Qualification Required & Experience

• Bachelor’s degree or diploma in social work, education, international development, gender or development (equivalent additional training and experience will be considered);
• Minimum 5 years of experience with community-based facilitation.
• Experience with girls’ education and/or gender and development is strongly preferred.
• Field experience in social and cultural context, especially as it relates to barriers to girls’ education
• Demonstrated project and people management
• Demonstrated commitment to program effectiveness, impact and learning
• Excellent communications, team building and organizational skills
• Excellent cross-cultural, relational and interpersonal skills, including patience, diplomacy, willingness to listen, and respect for partners and colleagues
• Ability to work effectively in a fast-paced, results-oriented environment
• Must be flexible willing to work irregular hours and adaptable to changing circumstances. Must also possess demonstrated problem solving and conflict management skills
• National of Ghana. Proficiency in English and at least three local languages spoken in the northern region required

The Executive Director of the International Coffee Organization wishes to inform members and members of the private sector consultative board that it is needed to fill the post of Head of Operations.

Duties and Responsibilities

• Responsible to the Executive Director for all operational activities of the organization.

Main duties include:

• Directing, managing and providing substantive leadership for the formulation of the Organization’s Programme of Activities and Action Plan.
• Managing the sections within the Operations Division: namely Economics, Projects, Statistics, Library/Information and Council Secretariat.
• Managing the material and human resources of the Division and contributing to the overall management of the Organization.
• Assuming responsibility for the preparation and editing of documents for approval by the Executive Director.
• With the Head of Finance and Administration, contributing to the preparation of the Organization’s annual budget.
• In conjunction with the Executive Director, preparing the agendas for and coordinating the meetings of the International Coffee Council and subsidiary bodies.
• Ensuring liaison and coordination with, and supplying information, guidelines and support to Member countries, non-member countries, other international organizations and the private sector.
• Assuming responsibility for the management of the Organization in the absence of the Executive Director.

Qualification Required & Experience

• Advanced university degree(s) in an appropriate discipline such as Economics, Business Administration and/or Management.
• At least 10 years of experience in a similar management position and in an international environment dealing with economic development matters.
• Proven professional competence in the Organization’s area of work, including knowledge of international development and macro-economics, and the coffee sector in particular.
• Experience in writing market reports, managing projects internationally and statistics.
• Fluency in English, both written and spoken, is essential, with proven drafting and editing skills.
• A working knowledge of at least one of the other official languages of the Organization (Spanish, French and Portuguese) is desirable.
• Proven organizational skills, including the ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in an international setting.
• Ability to exercise initiative, take a methodical approach, work under pressure and consistently meet deadlines.
• Experience in computer systems and communications, including dealing with the media.

• Develop technical tools and documentation to expedite client implementation and improve product serviceability. Collaborate with clients to thoroughly market-test all products and commercialize solutions
• Provide product solution improvement and scaling opportunities to clients based on customer feedback and develop support systems for prototyping solutions
• Ensure top level technical facilities are available to GCIC entrepreneurs, including prototyping and lean manufacturing machinery and software
• Design Technical courses and provide training for entrepreneurs on the use of equipment, as well as other technical training’s related to the entrepreneurs focal areas. This includes training in general manufacturing best practices to assist entrepreneurs professionalize their production
• Drive the Ghana CIC Commercialization programme for universities and research institutes involved in climate tech R&D. This includes the facilitation oi programmes, funding and other opportunities for collaborative research and technology development between climate entrepreneurs and Ghana’s universities and public research institutes.
• Provide clients with the necessary trainings and tools related to protecting their intellectual property rights, as well as adhering to international and national regulations relevant to their respective stages of business development. This would include, among other services, obtaining patents for new products and licensing of existing technologies
• Ensure adherence to product development plans pathways of GClC clients.

Qualification Required & Experience

• Master’s degree in science and technology management, business administration or other relevant disciplines, preferably in specific sectors, such as solar energy, energy efficiency, waste management, climate smart agriculture and water management and purification) etc.
• 5 years‘ work experience, including 3 years of hands-on experience in development projects or working in business-related positions.
• Knowledge of environment, energy, climate change and/or green growth sectors is a plus.
• A team player with a positive attitude; excellent written and oral business communication and people skills are a must.
• Computer skills and knowledge of relevant software.
